4 DRDO Systems displayed at DefExpo 2014 Main Battle Tank (MBT) Arjun Mk-II, blended with mine ploughs and Commanders Panoramic Sight with the thermal imager; and Arjun Catapult, the 130 mm selfpropelled catapult integrated with MBT Arjun chassis, significantly enhancing the capability of the catapult gun, were displayed for the first time. Shri AK Antony inaugurating the DRDO stall Unmanned systems, the war machines of the future, were the main focus of DRDO s display of India s strength in defence technology during DefExpo 2014, the 8th International Exhibition of Land, Naval and Internal Security Systems, held at Pragati Maidan, New Delhi, during 6-9 February Shri AK Antony, Hon'ble Raksha Mantri inaugurated the DRDO Stall. Shri Jitendra Singh, Hon'ble Raksha Rajya Mantri; Shri RK Mathur, Secretary, Defence; Shri GC Pati, Secretary, Defence Production and Shri Avinash Chander, Secretary, Department of Defence R&D and SA to RM, were also present on the occasion. DRDO displayed a number of systems, designed and developed indigenously by it to meet the stringent requirements of Indian Armed Forces. More than 25 DRDO laboratories participated in the exhibition. The formidable land-based supersonic cruise missile BrahMos on a mobile platform, indigenously developed weapon locating radar, vehicle-mounted laser dazzler system and vehicle-mounted laser ordnance disposal system were the other DRDO products on display. Besides, number of products for the low intensity conflicts and spin-off technologies being commercialised through DRDO -Federation of Indian Chambers of Commerce and Industries' Accelerated Technology Assessment and Commercialisation (ATAC) programme were also displayed by DRDO. The DRDO displays included mini Unmanned Aerial Vehicle (UAV), Netra, integrated with radiation sensor that can detect radiation hazards and leakages; Medium Altitude Long Endurance (MALE) UAV Rustom-2; weaponised Remotely Operated Vehicle (ROV) Daksh; and the Autonomous Underwater Vehicle (AUV). 6 Innovation should be the Central Theme of Development: SA to RM Innovation should be the central theme of Development, said Shri Avinash Chander, SA to RM, Secretary, Department of Defence R&D and DG DRDO while delivering a special invited lecture on the inaugural day of the 101 st Indian Science Congress (ISC) held at Jammu during 3-7 February His lecture titled 'Scientific Innovation in Security' covered the new security threats, innovative steps needed for meeting the existing and emerging challenges and their roll in national development. For India to become technology leader from technology follower, a grand challenge is needed, said SA to RM. "We must create our own Silicon Valley and Genome Valley in India. We have islands of excellence, we need to create oceans of knowledge", he further added. Giving example of the LCA programme where the threat of technology denial to India after 1998 was converted into an opportunity which resulted in home grown world-class technologies, Shri Avinash Chander elaborated that innovation paradigm should focus on both incremental as well radical approaches. Citing the example of development of Agni 5, whose maiden flight took-off in just three years of project sanction, Shri Avinash Chander said innovative improvements as compared to Agni 3 such as use of composite material rocket motor for second and third stages, novel conical third stage, miniaturisation, integrated avionics among others enabled development of Agni 5 with over 5000 km range in a short span of time. He mentioned how Biodigester, a product developed to address the needs of soldiers, where invention was followed by innovation, was made available for Railways and rural sanitation resulting in technology diffusion for larger benefit of society. SA also highlighted DRDO's innovative trench farming technology, which has resulted in greening of the cold desert region of Leh, Ladakh and has improved the livelihood of the local populace apart from providing fresh food to the soldiers stationed at high altitudes. Shri Avinash Chander also outlined the new focus areas of research in DRDO to cope with emerging threats such as cyber warfare, unmanned systems and high energy weapons. Earlier during the glittering inaugural function, Shri Avinash Chander was honoured with the Indian Science Congress Association (ISCA) Award by Hon'ble Prime Minister, Shri Manmohan Singh for exemplary contribution to science and technology. Dr Sateesh Reddy, OS and Director, Research Centre Imarat (RCI), Hyderabad, was also honoured with Homi J Bhabha Memorial Award for 2013, for his contributions leading to the development of science and technology specifically in the realm of Electronics and Communication Engineering and also for development of critical avionics for the Defence applications. 7 Indian Defence Technologies showcased at the Bahrain International Airshow India showcased its stateof-the-art airborne platforms and associated sensors and communication systems designed and developed by DRDO along with some of its production partners at the Bahrain International Airshow held at Sakhir Airbase, Bahrain from January 2014, with the aim of exploring the potential of exporting these advanced systems to friendly countries in the region. The show witnessed flying demonstration of the latest and state-of-the-art Airborne Early Warning and Control (AEW&C) system that can detect, identify and classify threats present in the surveillance area and act as a command and control centre to support variety of air operations. The system with its multiple communication and data links can alert and direct fighters against such threats while providing recognisable air surface picture to the Commanders at the Ground Exploitation Stations. It also comprises electronic and communication support measures that intercept and classify unfriendly radar transmissions and communication signals. AEW&C, with mission systems developed by DRDO with modular design and seamlessly integrated on an Embraer 145 aircraft, provides a very cost-effective solution for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C 4 ISR) capabilities. It is based on modern state-of-the-art technologies and can be customised to the needs of any country. DRDO also displayed models of Light Combat Aircraft Tejas, the four plus generation and highly costeffective fighter aircraft designed and developed by the AEW&C system at Bahrain International Airshow Department of Defence R&D and being produced by the Hindustan Aeronautics Limited. Models of trainer and the Naval versions of Tejas were also on display. The other items displayed at the Airshow included models of expendable high-speed aerial target, Nishant the multi mission UAV with day and night operational capabilities for battlefield surveillance and reconnaissance, target tracking and localisation, and artillery fire correction; and on-board oxygen generation system. DRDO delegation led by Shri Avinash Chander, Secretary Department of Defence R&D, SA to RM and DG DRDO participated in the event. The delegation included Dr S Christopher, DS and Director, Centre for Air Borne Systems (CABS), Bengaluru, Shri S Radhakrishnan, OS and Director, Industry Interface and Technology Management and senior officials from Indian industries partnering DRDO in the production of various systems. 8 Tejas led DRDO s Contingent in the Republic Day Parade Indigenously developed Light Combat Aircraft, Tejas, led the products displayed as part of DRDO s contingent in this year s Republic Day Parade. MBT Arjun Mk-II, a tableau displaying Astra and Helina missiles and another tableau displaying a wide range of unmanned systems were also displayed. These products exemplified DRDO s strength in the wide areas of defence technology, in terms of design, development leading to production of state-of-theart weapon systems and platforms for India s armed forces. Col Pankaj Chaturvedi, a qualified Ammunition Technical Officer from Army Ordnance Corps, presently ADRDE conducts successful testing of Parachute Recovery System for Human Space Programme Aerial Delivery Research and Development Establishment (ADRDE), Agra, successfully conducted testing of Parachute Recovery System for Human Space Programme of Indian Space Research Organisation (ISRO) on 18 January 2014 by para dropping simulated load weighing 5 ton against actual system requirement of 3.6 ton at Agra Drop Zone using IL-76 Aircraft. The trial preceded a series of eight successful sub-systems level air-drop tests from AN-32 aircraft. The system has been designed for safe landing of a crew module of 3.6 ton weight class on sea surface. The recovery system consists of a pilot parachute, a drogue parachute and a main parachute. 9 In this simulated test, with integrated parachute system, the simulated load was extracted from IL-76 aircraft by extractor parachute. Subsequently a drogue parachute was deployed which in turn deployed the main parachute. This test successfully verified the sequence of parachute deployment, configuration of the parachute, deployment bag and other sub-systems using onboard instrumentation. ADRDE has also successfully demonstrated this technology by recovering a 500 kg class actual module for ISRO in The successful test was backed by various technologies, viz., high performance textiles, aerodynamic design, configuration optimisation, fabrication, integration, testing, validation, etc. SA inaugurates High Performance Computing System Dhruva-3 Shri Avinash Chander (fourth from right) at the inaugural ceremony. In his inaugural address, Shri Avinash Chander expressed that the high-end facility will be useful for the design of aircraft particularly Advanced Medium Combat Aircraft (AMCA) and other such aircraft where analysis of aerodynamics is required at high speed under different conditions. It is one of the fastest computing facilities in the country and will play a proficient role in cyber security and information processing, he further elaborated. SA congratulated the scientists for setting Dhruva-3 in a short time. He appreciated the multi-dimensional capabilities acquired by ANURAG while retaining its core strength. SA to RM also visited various work centers of ANURAG and saw the indigenous microprocessors, system-onchips and trusted computing systems developed by the Group. Speaking about the ANURAG, a premier DRDO laboratory, Dr Nayak said, "ANURAG works for empowering the nation with computing power and has been extensively involved in the design and development of indigenous systems and products to solve and compute complex mission related applications". Shri CVS Sastry, informed that Dhruva-3 will be used for designing aero-frame structures, stress analysis of materials and simulation of complex systems. March

The Policy document has been reviewed by an External Expert Committee, accepted by Dr KD Nayak, DG (MED&CoS) and approved by SA to RM. Dr Saxena briefed the Conclave about the document, its scope and applicability. He elaborated that the policy document covers various domains and the security controls in a comprehensive manner in accordance with international standards (ISO: 27001), which has also been adopted by Govt of India. The policy is applicable to all the employees of DRDO and all those who are directly or indirectly working for DRDO including societies, DRDO fellows, consultants, projects, programmes and research boards. Proof and Experimental Establishment (PXE), Chandipur, celebrated the Army Day on 15 January Shri R Appavuraj, Director, PXE laid the wreath on the Smritisthala and paid tributes to soldiers who made the supreme sacrifice of their lives upholding the nation s honour and security. 11 27 th Brig. SK Mazumdar Memorial Oration Institute of Nuclear Medicine and Allied Sciences (INMAS), Delhi, organised 27 th Brig. SK Mazumdar Memorial Oration on 'Heart of the Liver' by Dr Shiv Kumar Sarin, Director, Institute of Liver and Biliary Sciences, New Delhi, on 21 January Dr Manas K Mandal, DS and DG (LS) presided over the function. Lt Gen Ajit Singh Narula, VSM, Commandant, Army R&R Hospital, Delhi Cantt, was the guest of honour of the function. Besides, Lt Gen Ajit Singh Narula, VSM, Commandant, Army Hospital (R&R), Delhi Cantt, was also present on the occasion. Dr BS Dwarakanath, Sc G and Secretary, Brig SK Mazumdar Memorial Trust welcomed the guests. Dr RP Tripathi, OS and Director, INMAS and Chairman, Brig SK Mazumdar Memorial Trust gave opening remarks and remembered Brig. Mazumdar and his great role in bringing up INMAS. Dr Manas K Mandal, DS and DG (LS), DRDO, in his presidential address suggested that DRDO scientists and medical fraternity from services should join hands to serve the community better. In his oration, Dr Shiv Kumar Sarin, talked about portal hypertension, chronic Dr Manas K Mandal lighting the lamp during the inaugural function hepatitis B, C and liver cancer. He made outstanding description of the pathogenesis and management of bleeding in liver diseases. Lt Gen Narula appreciated the contributions of the Mazumdar Trust and INMAS, and highlighted the increased collaboration between INMAS and the Army R&R Hospital. ITM celebrates Golden Jubilee Institute of Technology Management (ITM), Mussoorie, celebrated 50 years of its dedicated service to the nation on 1 December Dr G Malakondaiah, DS and CC R&D (HR&TM) and the Chief Guest inaugurated the programme with traditional lighting of the lamp. Dr SB Singh, Director, ITM welcomed the Chief Guest and the august gathering. In his welcome address, he embarked upon new initiatives of academic development and creation of training infrastructure. exhibited 22 science models in the exhibition. Awards were given for the best model. The celebration ended with a cultural show performed by local troupes, school children and ITM employees. Group Captain S Bahri delivered the vote of thanks. Dr Malakondaiah in his address congratulated the employees of ITM and also released the Golden Jubilee Souvenir. As a mark of recognition of valuable contributions towards the growth of the Institute, the retired employees of the ITM were felicitated by the Dr SB Singh. A science exhibition was also organised on the occasion to promote science and technology among students. Lt Gen Narendra Singh, AVSM, VSM, SM, Deputy Chief of Army Staff (P&S) and Dr Ajit T Kalghatgi, Director (R&D), Bharat Electronics Ltd were the Chief Guests on the occasion. Dr K Tamilmani, DS and DG (Aero) presided over the function and delivered the presidential address. He also released ADE s Hindi magazine, Nabhatarang, and inaugurated an exhibition displaying all ADE products. Foundation day awards were distributed to the meritorious employees. Besides a Creative Partnership Awards was given to M/s Neugen Embedded Solutions, Bengaluru. Shri VS Chandrashekhar, OS and Associate Director, ADE, proposed the vote of thanks. ADRDE, Agra systems, ADRDE has now transformed into a systems laboratory with technological competence in aeronautical, textile, mechanical, electrical electronics engineering and system engineering of multidomain systems. The Raising Day function was inaugurated by Dr SC Sati, Director, ADRDE. In his inaugural address Dr Sati highlighted recent achievements of the laboratory including Paradrop of P-16 heavy drop system, parachute system for human space programme, successful development of inflatable air supported structure/dome and the five-day endurance trial of Akashdeep aerostat. On this occasion, meritorious employees were awarded DRDO laboratory-level awards. Sports awards, held to commemorate raising day, were also distributed. Besides, Meritorious kids of employees were also recognised. The ceremony ended with a cultural programme. The programme was coordinated by Shri SM Jain, Sc D. 13 INMAS, Delhi Institute of Nuclear Medicine and Allied Sciences (INMAS), Delhi, celebrated its 53 rd Annual Day on 13 February Prof. (Dr) Rajendra Prasad, Director, Vallabhbhai Patel Chest Institute (VPCI) was the Chief Guest and Dr Manas K Mandal, DS and DG (LS) was the Guest of Honour on the occasion. The function marked the culmination of several scientific, societal, cultural, and sports activities held at INMAS. Dr RP Tripathi, OS and Director, INMAS, welcomed the guests. He appreciated the scientific and societal contributions made by the INMAS, particularly in the areas of thyroid disorders and noninvasive imaging as well as radiation biology. Prof. (Dr) Rajendra Prasad, in his address, said that INMAS has become a prime Institute, not just for the armed forces but also for the nation, where it is possible to conduct a variety of multidisciplinary research in several areas of advanced biomedical research. Dr Manas K Mandal expressed his happiness that prospectively INMAS will be shouldering the additional responsibility of training medical and Armed forces personnel in the area of CBRN defence. The Chief Guest presented various DRDO laboratorylevel awards to meritorious employees of INMAS for their outstanding contributions. A colourful cultural programme was presented by the team INMAS. Dr Subash Khushu, Chairman, Annual Day Celebrations Committee, proposed the vote of thanks. In his keynote address, Shri Prasad elaborated on the achievements of ITR in the past one year including various missile tests supported by ITR. Various DRDO laboratory-level awards and mementoes were presented to the meritorious employees and the employees who dedicatedly worked for the organisation for 25 years. Shri Prasad also distributed prizes to the winners of sports and cultural events. Shri Niadri Roy, Sc F, was the Chairman of the Raising Day Celebration Committee. Prof. BN Chatterjee lighting the lamp Forthcoming Event Terminal Ballistics Research Laboratory (TBRL), Chandigarh, in association with High Energy Materials Society of India (HEMSI) is organising Explowork-2014, a national Conference on Explosive Working of Metals during 3-4 April The workshop aims to share the basic ideas, theories, methodologies and experimental findings regarding explosive working of metals. Other related areas such as explosive types, diagnostic techniques, post welding characterisation methods will also be deliberated in detail. This workshop will provide a platform for scientists and researchers working in these areas to share, learn and disseminate their experience and knowledge through presentations and demonstration. CEP on Advances in Nuclear Emergency Management Defence Laboratory (DL), Jodhpur, organised a CEP course on Advances in Nuclear Emergency Management during January The course was inaugurated by Dr SR Vadera, Director, DL, Jodhpur. The objective of the course was to introduce the participants about the concepts and techniques of nuclear emergency management. Topics on characteristics of nuclear weapons and their effects, nuclear radiation detectors and monitors, transit radiation effects on electronics and electromagnetic pulse, virtual reality technology, GIS tools and techniques for emergency management, etc., along with hands-on demonstration on time, distance and shielding concepts were covered during the course. Course was attended by twenty-five participants from various DRDO labs, Command Hospital, Lucknow, Ship Building Centre, Vishakhapatnam and Special Safety Services, Vishakhapatnam. 15 Program Director AEW&C and Director, Centre for Air Borne Systems (CABS), Bengaluru, was the invited speaker. In his talk on Airborne Surveillance Systems in India Past, Present and Future, Dr Christopher gave a gist of how the surveillance system evolved into a force multiplier. He expounded on the challenges overcome during the development and flight integration of AEW&C system to make it a highly reliable state-of-the-art surveillance system. He highlighted new technologies developed and patented during the process of meeting the programme requirements. The AEW&C system is featured with extended range electron beam scanning and in-house developed tactical mission software, which meets all military surveillance requirements without degrading the flight endurance. Later, Shri Muthe Santosh, Sc C, GTRE, delivered a lecture on Design and Development of Engine Control Laws. He brought out the challenges involved in designing the control laws for the entire mission profile of a gas turbine engine. To intervene in any medical emergency, it is necessary to network these laboratories having necessary infrastructure and human resources. Instituted of Nuclear Medicine and Allied Sciences (INMAS), Delhi, organised a training workshop on Advances in Radiation Biodosimetry during January Dr RP Tripathi, OS and Director, INMAS, L-R: Dr BS Dwarakanath, Dr RP Tripathi, Lt Gen PP Verma and Dr NK Choudhary at the inaugural session of the workshop welcomed the participants. In his welcome address, he elaborated the benefits of networking of biodosimetry laboratories with INMAS as referral lab for preparedness for handling radiation accidents/incidents. This will provide opportunity to interact with experts in this field, he added further. The workshop was inaugurated by Lt Gen PP Varma, Dy CIDS (Medical). In his inaugural speech, he highlighted the need for such labs and their integration in the country for enhancing the medical preparedness to meet radiation emergency by Armed forces. Dr BS Rao, from University of Mumbai, Mumbai gave keynote address on Biological Indicators of Absorbed Dose. The workshop was attended by Services officers from R&R Hospitals (Army), office of DY CIDS (Med), INMAS scientists and research scholars. The faculty comprised experts from BARC, Mumbai; AERB, Mumbai; IGCAR, Kalpakkam; Sri Ramchandra University, Chennai; AIIMS, New Delhi and other centres across the country. Two lab sessions were conducted to demonstrate the level of the lab and various processes required for Biodosimetry. In the concluding session a panel discussion draw attention of all experts and participants on developing a national network. The panel report will be soon submitted to all concerned authorities for facilitating and implementation of the biodosimetry network. Shri NK Chaudary, was the Workshop Director. In his inaugural address, he advised the participants to learn and apply the knowledge gained from this interactive course at their work place. The topics covered in the course were: strengthening supervisory skills, administrative skills, communication skills, etc. the quantum savings to the exchequer by self-reliance. He also explained technological roadmap for the coming decade and beyond in detail to the delegates. The plenary speakers covered the Army, Navy and Air Force perspectives on armament challenges. The seminar provided a forum where the current status of armaments and the challenges faced by the three services, DRDO and the industry towards enhancing the instruments of power projection was discussed. The strategic and tactical situations during operations govern the employment and utilisation of the force structure and weapons. The needs of the operators, which are to be addressed by the researchers, developers and manufacturers, were highlighted. The seminar was attended by over 150 officers from the three services and DRDO labs. Workshop on Attitude and Mental Status for Drivers Proof and Experimental Establishment (PXE), Chandipur, conducted a one-day workshop on Attitude and Mental Status for Drivers on 11 January 2014 to commemorate National Road Safety day. The workshop was inaugurated by Shri R Appavuraj, Director, PXE. The objective of the workshop was to discuss the awareness on the subject and also about various rules, regulations of road safety and necessary precautionary measures. Shri MR Lodha, RTO, Balasore, delivered an invited talk on service authority rules and regulations. Sixty-five drivers from services as well as civilian sector participated in the workshop. Personnel News Appointment DTRL, Delhi Dr MR Bhutiyani, Sc G, has assumed the charge of Director, Defence Terrain Research Laboratory (DTRL), New Delhi, wef 13 January Dr Bhutiyani obtained his MSc in Geology with specialisation in Engineering Geology and Groundwater Hydrology in 1981 and PhD in Environmental Science on the Response of Glaciers to the Climate Change and its Implications on NW Himalayas from the University of Pune in He started his career as a lecturer in Geology in Science College, Karad, and later worked as a geo-scientist in Government of Maharashtra and in Geological Survey of India. He joined DRDO as Sc B in December 1984 at Snow and Avalanche Study Establishment (SASE), Manali, and carried out research on the Himalayan glaciers in general and the Siachen glacier in particular. His work on the natural hazards such as avalanches, rockfalls, ice avalanches, crevasses and glacier-melt water floods afflicting the troops deployed in the glaciated terrain of the eastern Karakoram Himalayas has resulted in preparation of route maps of all glaciers of that region and ensured the safety of pedestrian routes and camp sites for the troops. His efforts in development of robust avalanche forecasting methodology peculiar to this region and training of troops in crossing of avalanche terrain and safety and rescue aspects have led to saving of many precious lives over a period of time. His work on glaciological studies on the Siachen Glacier, have culminated in development of methodology of estimation of mass balance of very long glaciers by an innovative hydrological method and suspended sediment transport studies in the Nubra River. His research papers published in International Journal of Glaciology and Journal of Hydrology are now the most widely cited papers on this subject the world over. His pathbreaking work on the Siachen Glacier has paved the way for exploring many other large glaciers in other parts of the Himalayas. 18 March 2014

19 Dr Bhutiyani also worked as Head of Department of Geology in CME, Pune from 1992 to A two-time awardee of Indian Army s E-in-C s Commendation Card for his work in this field, he edited Sapper, a journal of Institution of Military Engineers (IME) devoted to combat engineering and terrain analysis for engineer support tasks. He has published 44 research papers in various high impact factor international journals, international and national conferences and authored a large number of unpublished reports on terrain related aspects for the Indian Army and DRDO. Dr Bhutiyani's work has also resulted in formulation of certain mitigation strategies to combat climate change in NW Himalayas which are now being implemented on ground. A regular guest speaker on the subject of Himalayan environment, he has delivered guest lectures at many international bodies such as Parliamentarians Award DRDO Sports Round-up for Global Action (PGA), a NGO affiliated to UNDP in Washington DC, Swiss Federal Institute of Technology, Zurich, Switzerland, and ICIMOD, Kathmandu, Nepal and national institutes and Chief Ministers Conclaves at Srinagar and Shimla. Dr Shashi Bala Singh, OS and Director, Defence Institute of Physiology and Allied Sciences (DIPAS), Delhi, has been elected as Fellow of National Academy of Science, India (FNASc). The honour was bestowed for her significant contributions to the understanding of high altitude physiology for improving the quality of life of the soldiers deployed at inhospitable areas. DRDO South Zone Shuttle Badminton Tournament GTRE, Bengaluru, organised the 23 rd DRDO South Zone Shuttle Badminton Tournament during February The tournament was inaugurated by Dr CP Ramanarayanan, OS and Director, GTRE.
