2 Minister Foreword Our $12 billion primary industries sector plays a critical role in driving the NSW economy, and is a foundation for thriving rural and regional communities, directly providing 100,000 jobs. The NSW Government has a clear strategy to grow the State s primary industries sector for future generations, and to ensure the industries within the sector are best-placed to capitalise on the rising demand for our clean and fresh produce. The Department of Primary Industries (DPI) will play a critical role in implementing this strategy. That s why I am proud to present to you the DPI Strategic Plan. This plan articulates the opportunities and identifies the challenges that we will meet. It will help deliver on the NSW Government s State Priorities - to create a stronger, healthier and safer NSW. Importantly, the focus is not just on what the DPI can achieve alone, this is about working hand-in-hand with industry and our communities to build for the bright future of the sector. This plan builds on the momentum of the NSW Government s Agriculture Industry Action Plan and its ambitious goals chiefly increasing the value of the primary industries sector by 30 per cent by During the next four years we will build on the proud heritage of DPI and its achievements. It will continue to be a leader in innovation, it will help protect our industries by mitigating and managing risks and it will ensure smart and sustainable use of and access to our precious land and water natural resources. In NSW we have some of the smartest farmers and land managers, we have great scientific minds and innovative technologies and we have access to some of the most valuable natural resources which we manage as responsible stewards. I endorse the outcomes and programs outlined in the plan. I look forward to its implementation and successes it will deliver for NSW. Director General Foreword Our Strategic Plan clearly outlines our direction over the next four years and the role we play in driving economic growth and increasing the value of primary industries in NSW. The Plan forms a strategic road map for the work we do to meet NSW Government goals and deliver outcomes for industry, community and the State, as part of the NSW Department of Industry, Skills & Regional Development. As One DPI, we manage a broad range of initiatives from resource to industry to achieve our outcomes. From natural resource management like land and water, to research and development, food safety, pest and disease management, industry engagement, and market access and competition. To drive economic growth across these responsibilities, we will be focused on innovation that improves resilience and boosts productivity, sustainable use of and access to natural resources, and mitigating and managing risks to community and industry confidence. Two key enablers supporting us in achieving this will be productive partnerships with business, industry and the community, and our greatest asset, our people. This plan has been built with the input and contribution of DPI staff and stakeholders across the State. It is a plan that aligns the diverse nature of the DPI operations to maximise our contribution to the NSW Government s goals. I am excited about our future and I look forward to working with you, our partners, to deliver on our Strategic Plan , increasing the value of our primary industries and ultimately driving economic growth across NSW. 3 Department of Primary Industries As part of the Department of Industry, Skills, and Regional Development, the Department of Primary Industries (DPI) works to increase the value of primary industries and drive economic growth across NSW. DPI manages a broad range of initiatives from resource to industry, including natural resource management, research and development, pest and disease management, food safety, industry engagement, and market access and competition. About us: DPI Agriculture is responsible for increasing the productivity and resilience of the agricultural sector. It does this through agricultural productivity research across livestock, plants and natural resource management areas, as well as providing education and training through Tocal College. It also delivers rural support and community development services through the NSW Rural Assistance Authority, and provides scientific advice, quality assurance and management of research facilities that underpin the research programs of the Department. DPI Fisheries supports economic growth and sustainable access to aquatic resources through commercial and recreational fisheries management, research, aquaculture development, habitat protection and rehabilitation, regulation and compliance. The division mitigates and manages risks from use of land and water, including from sharks and hunting through the Game Licensing Unit. DPI Biosecurity and Food Safety is responsible for the protection of the NSW economy, environment and community from biosecurity and food safety risks. Incorporating the NSW Food Authority, it is the lead division for the development of interstate and international markets for clean and safe food and agricultural produce. Biosecurity manages risks posed by animal and plant pests, diseases, weeds and contaminants, responds to emergencies and disasters, and manages animal welfare. The branch is focused on providing strategic and operational leadership to achieve biosecure activities and safe products from paddock to plate. DPI Water is responsible for surface and groundwater management including planning to ensure water security for NSW. DPI Water ensures the available surface and groundwater resources are shared equitably, and that water entitlements and allocations are secure and tradeable. It is also responsible for the management of NSW s water resources which is achieved through planning, policy and regulation, and leads negotiations with Murray Darling Basin Plan. DPI Land and Natural Resources develops strategy, programs and policy for the management of the Crown land estate, oversees forestry research, policy and regulations, provides specialist commercial services through the Soil Conservation Service, and oversees the operation of Cemeteries and Crematoria NSW. DPI Communications and Stakeholder Engagement works to ensure DPI builds and fosters strong relationships with partners and stakeholders through effective and informed communication. It extends the work of DPI out of the organisation, manages risks, proactively identifies opportunities to leverage strong and meaningful engagement with our business partners to meet business goals, and most importantly deliver competitive advantage to the State s diverse primary industries sectors. DPI Strategy & Policy lead the implementation of DPI s strategic planning framework, policy and strategic reform including the DPI Cabinet and legislation programs, and provide specialist macro- and micro-economic and industry policy advice to support DPI programs. It also develops land use conflict solutions and provides coordinated assessment advice into the planning system. DPI Business Operations focus on the business of DPI. The objective is to optimise key business and operational outcomes by applying strong commercial practices, provide insightful business analytics, agile delivery and lean process management.
