1 Position Description General Manager, Corporate Strategy and Operations Unit: Classification: Status: Contact: Location: Corporate Strategy and Operations SES 2 Low (remuneration determined by QRAA Remuneration Committee) Contract For three years with possible extension Chief Executive Officer Brisbane CBD Date: 1 March 2016 QRAA s Role and Purpose QRAA is a specialist administrator of government financial assistance programs including loans, grants, rebates and subsidies. QRAA s strategic intent is to achieve sustainability through business sustainability, service excellence, and business capability. The organisation is acknowledged as a cost effective, robust and transparent administrator of government financial assistance programs. Through the assistance programs it administers, QRAA contributes to the Government s objectives by: fostering the development of a more productive and sustainable rural and regional sector in Queensland; supporting the State s economy by providing assistance to primary producers, small businesses and other elements of the State s economy; and

2 giving assistance by administering programs for the Australian Government and other States in rural and regional sectors outside Queensland. QRAA s core responsibility is to administer the Queensland Government s Primary Industry Productivity Enhancement Scheme and when required, support the delivery of Natural Disaster Relief and Recovery Arrangement assistance for primary producers, business owners and non-profit organisations (jointly funded by the Queensland and Australian Governments). QRAA is also empowered under the Rural and Regional Adjustment Act 1994 to deliver additional programs and services to state and territory governments throughout Australia and for the Australian Government. Developing self sufficiency in a changing economic, climatic, legislative and policy environment impacts all aspects of QRAA s operations. QRAA is well positioned to respond to these challenges and will continue to be flexible and responsive to Government priorities. QRAA s Vision QRAA s vision is to be the preferred provider of government financial programs and services. Our strategic priorities are the pillars that will enable this to occur through our expansion into new markets, supporting emerging business and ensuring that our business remains sustainable. Purpose of Position The Corporate Strategy and Operations group is responsible for the development and implementation of appropriate governance arrangements for QRAA as well as for developing and implementing appropriate strategies to ensure the ongoing development of organisational capability and sustainability. The group also delivers a range of human resource, information services, finance, performance and reporting, and corporate governance and planning functions necessary to support the Operations functions of QRAA. The General Manager, Corporate Strategy and Operations provides executive leadership and focus for the group, and provides high-level strategic advice to the CEO, Senior Executive Team, and QRAA Board. Key Responsibilities Provide strategic leadership and high level advice to the CEO, QRAA Board, and senior managers in the development of strategies for achieving success in human resource, information and communications technology, performance and reporting, corporate governance and performance, and finance services that support QRAA s functions. Provide executive leadership and direction to the Corporate Strategy and Operations group, encouraging quality management practices, continuous improvement, innovation and the adoption of best practice approaches. Lead the development of QRAA strategic and operational planning processes including the annual strategic plan, annual report, strategic workforce plan, strategic information technology plan, and Service Delivery Statement.

3 Lead the development and implementation of appropriate corporate workforce, information and administrative strategies to ensure the ongoing development of organisational capability and good governance. Lead the development and implementation of contemporary financial reporting for the Board, CEO and management. Lead the development and implementation of an innovative business strategy framework to support the implementation and governance of new business opportunities. Facilitate and implement organisational development strategies and policies to support organisational culture and workforce management priorities for QRAA. Ensure the effective governance and operations of the QRAA Board and associated sub-committees. Provide effective leadership and management to Corporate Strategy and Operations group managers and staff to ensure that they are suitably skilled and motivated to undertake their responsibilities. Lead the development and implementation of innovative strategic Corporate Strategy and Operations group solutions, governance frameworks and policies for QRAA. Prepare submissions on complex and sensitive issues relating to governance, organisational performance, and the strategic and operational management of QRAA. Lead specific projects and initiatives across QRAA as required periodically by the CEO. Manage the group s information and functions in accordance with QRAA s governance and policy frameworks, including but not limited to risk management, compliance (including Internal Audit), work health and safety, and records management. Undertake additional activities as directed and when required. Skills, Abilities and Knowledge Skills: Knowledge: High level skills in understanding and interpreting financial reports. Excellent people management/leadership skills including coaching, providing feedback, performance management and development. Excellent communication, negotiation and consultation skills Knowledge of statutory financial reporting requirements for the public sector. Excellent high level knowledge of business administration experience in a public sector role. Expert knowledge of relevant Government legislation and directives that apply to corporate service delivery. Expert knowledge of contemporary issues in the delivery of contemporary corporate services, and governance.

4 Abilities Highly developed knowledge of contemporary management practices including change management and proven ability to apply in the work environment. Knowledge of financial and other regulations and budgeting process of the Public Sector would be highly regarded. Proven experience and success in the direct management and proven leadership of staff, their activities and outcomes. High-level ability to develop and implement strategies and policies to ensure ongoing development of organisational capability and sustainability. Proven ability to manage operational expenditure and revenue budgets. Proven ability in leading and managing a team to successfully achieve organisational objectives. Proven ability to build and maintain effective working relationships with internal and external stakeholders at various organisational levels. Demonstrated ability to produce high level range of reports and submissions for various stakeholders. Ability to present QRAA effectively at both internal and external levels. Sound personal style awareness. Ability to build formal networks among client/stakeholder groups. Mandatory Requirements Nil Highly Desirable Requirements Relevant tertiary qualifications in business, commerce, administration or equivalent are highly desirable. Primary Delegations and Accountabilities This position holds Level 1 Financial Delegation ($500,000) as delegated by the CEO, under the provisions of the Financial Accountability Act This position holds Level 1 Human Resource Delegation as authorised by the CEO. Selection Criteria You will be assessed on the basis of your relevant capability and capacity for the following selection criteria, which link directly back to the key responsibilities for the role. SC1 Proven experience in leading the delivery of specialised strategic advice and

SC2 SC3 SC4 Sound knowledge of contemporary management issues, techniques and strategies, especially in the areas of governance and planning, human resources, information services, performance and reporting, and finance. Proven record in service delivery excellence, including the ability to plan, monitor and review corporate service delivery against strategic objectives. Demonstrated high level communication, consultation and negotiation skills and a proven record of developing and maintaining effective partnerships with internal and external stakeholders at various organisational levels. Reporting Relationships Reports to: Supervises: Internal contacts: Chief Executive Officer Multi-disciplinary team of Level 2 to Level 8 officers QRAA Board members, Management and staff External contacts: Government agencies, unions, and other relevant stakeholders. The position reports to the CEO and as a member of QRAA s senior management team will work closely with other senior managers in setting and implementing organisational strategy. Positions reporting directly to this position are the managers in governance and performance, human resources, information communications and technology, and finance business units, together with the personal assistant.
