1 National CASA Association Seeks Chief Development Officer Location: Washington, D.C. The National Court Appointed Special Advocate (CASA) Association fulfills society s most fundamental obligation by making sure a qualified compassionate adult will fight for and protect an abused or neglected child s best interests. The mission of National CASA, together with its network of state and local members, is to support and promote court-appointed volunteer advocacy so that every abused or neglected child can be safe, establish permanence, and have the opportunity to thrive. But today, only 35% of the children in the system have access to a CASA volunteer. The National CASA Association is committed to ensuring that 100% of the children in the system have access to a CASA volunteer. Breaking New Ground In 2011 National CASA launched a multi-year campaign: I am for the child. The campaign is the first of its kind for CASA and is an integrated campaign designed to reach out to a wide range of constituent groups and was deployed across a broad spectrum of media: from print advertising to web content; from twitter feeds to TV and radio PSAs; from brochures to events; and from posters in coffee shops to byline articles in local newspapers and magazines. We are now ready to move to the next phase of the campaign implementation. In addition to the I am for the child campaign, National CASA has developed a new strategic framework that is informing and guiding our efforts through a major re-organization, development of a new business model, and plan for the future direction of our organization, including the launching of a major Capital Campaign in We need a proven resource development leader with the creativity, determination, and wisdom to lead this Capital Campaign and chart the organization's course in fund development. The leadership team that will drive all these changes will be strategic thinkers, relationship builders, collaborative decision makers, effective communicators, and change leaders. As a part of this re-organization National CASA is seeking a visionary Chief Development Officer with a deep understanding of traditional and innovative fund development strategies and a proven track record of cultivating and maintaining donor relationships to join our leadership team. Position Summary The Chief Development Officer (CDO), based in Washington, D.C, is a member of the Senior Management Team and leads national and network staff to institutionalize philanthropy and fund development within the organization. The CDO supports the Chief Executive Officer by maintaining a portfolio of major donor prospects and coordinates the CEO s donor visits. The CDO plans, coordinates, and assures implementation of strategies to develop donors and contributions to support the organization. This position assures the development and maintenance of appropriate fund development systems including but not limited to volunteer and

2 donor management, research and cultivation, gift processing, and recognition. The CDO maintains accountability and compliance standards for donors and funding sources. Partnering Relationships The Chief Development Officer partners closely with the Deputy CEO/Chief Operating Officer to design the organization s Fund development plans to achieve the goal of providing a CASA volunteer for every child in the system who needs one, and the CEO to identify and leverage major gifts to support these efforts. The CDO will work with and across all departments and stakeholders to establish plans, deliverables, and measurable objectives in service of this goal. In close partnership with the Chief Marketing Officer, the CDO will be leading the capital campaign. Reporting Relationships The Chief Development Officer will report to the Deputy CEO/Chief Operating Officer with direct interface with the CEO and the National CASA Board of Trustees. The CDO will manage the performance and professional development of the Directors of Corporate and Foundation Relations, Annual Fund and Development Operations, Major Gifts, and of Network Development and National Partnerships, Grants Administration, and the Development Associate. Core Duties and Responsibilities Fund Development: Creates and implements all fundraising and development activities including the identification, cultivation, solicitation, and stewardship of current and new donors, corporate and foundation sponsorship, annual fund appeals, and major gifts. In collaboration with the Senior Management Team and the Board of Trustees, develops plans and identifies strategic partnerships to execute National CASA s 2016 Capital Campaign. Models effective fundraising through personal and active management, solicitation, and stewardship of a national portfolio of approximately 100 major and special gifts donors. Coordinates and aligns fund development strategy with the Marketing and Brand Management team, in particular with the I am for the Child campaign. Designs and assures implementation of cost-effective fund development programs employing economy while maintaining quality and a solid return on investment; utilizes appropriate market testing to reduce risk and assure success. Expands existing donor base through integrated direct marketing campaigns. Expands existing estate and charitable gift annuity activities into a full-service planned giving program led by the Director of the Annual Fund and Development Operations. Heightens National CASA s visibility and credibility in philanthropic communities to expand its base of support. Represents National CASA, its Board and CEO to donors, prospects, regulators, development committees, and fundraising volunteers. Assures proper planning to include goal setting, strategy identification, benchmarking, and evaluation to support fund development.

3 Oversees development and maintenance of appropriate systems to fund development including but not limited to volunteer and donor management, research and cultivation, gift processing, and recognition. Development Operations Oversight: Together with the Director of the Annual Fund and Development Operations, creates a working environment that is rewarding to staff and volunteers, and institutionalizes philanthropy and fund development within National CASA. Assures National CASA s sound fiscal operation through timely, accurate, and comprehensive development of charitable contributions income and expense budgets, reporting, monitoring, and implementation. Assures design and maintenance of donor and prospect records, gift management systems, and informational reports with appropriate prospect research. Ensures establishment of and compliance with the organization s own fund development and philanthropic principles, policies, and procedures. Maintains accountability and compliance standards for donors and funding sources. Establishes personnel accountabilities for development staff and evaluates performance regularly. Designs educational programs in fund development for National and Network staff; participates as teacher and facilitator. Pursues formal and informal education for self and others. Determines fundraising accountabilities and evaluates performance regularly. Oversees development and writing of foundation, corporate, and government proposals and solicitation materials. Strategic Planning: Works closely with senior management to provide vital input in short- and long-term strategic and operational planning and positioning within the organization. Helps develop a balanced funding mix of donor sources and solicitation programs tailored to the needs of the organization that will enable it to attract, retain, and motivate donors. Keeps abreast of current developments in philanthropy and fund raising as well as the general fields of management and the not-for-profit child welfare sector. Informs the Senior Management Team and Board on current trends, issues, problems, and activities in order to facilitate policy making. Evaluates the effect of internal and external forces on the organization and its fund development, recommends short- and long-range fund development plans and programs that support National CASA s values and mission. Helps establish performance measures, monitors results, and helps the Senior Management Team and Board evaluate the effectiveness of National CASA s fund development program. Serves as Fundraising Consultant to National CASA constituents: Provides strategic counsel and consulting services to state and local programs on fundraising.

4 In coordination with the Director of Major Gifts, provides strategic and operational assistance to support Board Members fundraising plans. Works with the State Development team to develop a collaborative fundraising strategy with the State Organizations. Provides leadership and direction to the Director of Network Development and National Partnerships in sourcing fundraising initiatives that support the local programs. Develops and leads a successful national fundraising initiative that provides support to local programs. Provides training and tools to the network to build overall fundraising capacity. Demonstrate a history of continuous improvement through professional development. Become a steward and ambassador for the CASA/GAL mission and brand. Experience and Professional Qualifications: Bachelor s Degree in related field required; Master s Degree preferred. At least 10 years fundraising experience in a professional position, preferably in a Chief Development Officer role. Membership in a professional fundraising association and baseline certification in fund raising. The CFRE (Certified Fund Raising Professional) is preferred. Knowledgeable about the nature and dimensions of philanthropy, ethics, motivations for giving, and volunteering. Experience with Blackbaud Raiser s Edge software and capabilities. Demonstrated experience and confidence in asking people to contribute time and money. Expert in donor research and cultivation practices, standard fundraising techniques including face-to-face solicitation, proposal writing, special events, telephone solicitation, and direct mail. Experience with development office functions including gift processing, prospect and donor histories, and fundraising reporting. Demonstrated experience in managing and implementing a comprehensive fund development program and producing charitable contributions. Comprehensive management skills and experience including, but not limited to, short and long-term planning, evaluation, directing and motivating staff, oral and written communication skills, marketing and financial management, values clarification, organizational behavior, and governance. Expected to be a highly competent enabler of volunteers and staff.

5 Ability to plan and meet deadlines. Maintain a flexible work schedule to meet the demands of executive management. Demonstrate initiative and work as a team player. Adheres to the highest ethical standards in management, governance, and fund development. Conveys a professional and positive image and attitude regarding the organization and the not-for-profit sector. Demonstrates commitment to continued professional growth and development.
