1 GUIDELINES FOR CONTINUING PROFESSIONAL DEVELOPMENT [CPD] FOR SOCIAL WORKERS AND SOCIAL AUXILIARY WORKERS FROM 1 APRIL 2010 All Scial Wrkers and Scial Auxiliary Wrkers wh are registered with the Suth Cuncil fr Scial Service Prfessins [SACSSP] and wh wish t remain registered and practise the prfessin must participate in CPD and meet the requirements. It is a legal requirement YOU ARE ADVISED TO ALSO READ THE POLICY ON CPD THAT IS INCLUDED IN THIS GUIDELINE DOCUMENT WHAT IS THE PURPOSE OF CPD? CPD aims t Build knwledge and skills Keep practitiners abreast f develpments in their field Prmte cnfidence in practitiners abilities t prvide high standard services Maintain prfessinal standards Prmte excellence WHAT IS CPD? CPD means that scial wrkers and scial auxiliary wrkers must participate in apprved CPD activities ; and btain a certain number f pints every year. WHO DOES IT APPLY TO? It applies t all persns wh are registered as Scial Wrkers r Scial Auxiliary Wrkers with the SACSSP. This includes: Persns wh are practising Scial Wrk and Scial Auxiliary Wrk must btain at least 20 CPD pints per year First time practitiners and persns wh re-enter the prfessin must participate in CPD in the year f registratin and btain 20 CPD pints in that year Registered persns practising utside Suth Africa must als btain 20 CPD pints Persns whse names have been remved frm the SACSSP s Register and whse names have been restred must btain 20 CPD pints in the year that they have been restred CPD des NOT APPLY t Student Scial Wrkers and Learners in Scial Auxiliary Wrk. Only nce they have cmpleted their studies and are registered as practitiners will they have t cmply with CPD. 1
2 THESE GUIDELINES ARE DIVIDED INTO 4 SECTIONS: Guidelines fr Scial Wrkers and Scial Auxiliary Wrkers Guidelines fr Prviders f CPD Guidelines fr Emplyers CPD Frms and Frmats SECTION A GUIDELINES FOR SOCIAL WORKERS AND SOCIAL AUXILIARY WORKERS ALL Registered Scial Wrkers and Scial Auxiliary Wrkers wh are practising the prfessin must btain at least 20 CPD pints per year by participating in apprved CPD activities. WHAT ARE APPROVED CPD ACTIVITIES? CPD activities are divided int Grup activities and Individual activities. PLEASE NOTE: Scial Wrkers and Scial Auxiliary Wrkers must participate in a mix f Grup and Individual CPD Activities. Individual activities must NOT be the majr prtin f the annual 20 pints. Grup CPD Activities Grup Activities are rganised and structured fr at least 3 persns and include the fllwing: CPD Grup Activity Definitin Range f CPD pints Wrkshp Intensive study, wrk, participatry & sharing discussins that address plicy, practice and educatinal challenges 2-5 per day Small grup discussin Duratin: 1 day t a maximum f 5 days Prf: Certificate f attendance Fcuses n a relevant tpic plicy, legislatin, bk r jurnal article reviews; case studies; best practice mdels; grup supervisin; inservice training 2 per hur Duratin: 1 hur t a maximum f 2 hurs Prf: Certificate f attendance Infrmatin sessin Shares infrmatin and/r cnsults stakehlders 1.5 pints per hur Cnference/Cngress/ Sympsium Duratin: 1 hur t a maximum f 2 hurs Prf: Certificate f attendance A large gathering lcal, reginal, prvincial, natinal r internatinal with a specific theme and sub-themes Prf: Certificate f attendance 2-4 pints per day
3 The Range f CPD pints depends n: Level f participatin - passive r active? Level f knwledge - basic r analytical? Level f skills develpment - perceptin r altering respnses? Duratin - length f time? Individual CPD Activities Here the participatin is undertaken individually and the practitiner must be able t prve its relevance fr CPD. Pints may be allcated n the basis f the extent t which it cntributes t CPD Prf: A substantial mtivatin and prf f attendance/ participatin & prgramme WHO APPROVES CPD ACTIVITES AND HOW?
5 A CPD Apprval Panel appinted by the SACSSP Made up f a maximum f 5 experts At least ne Panel member is a member f the Prfessinal Bard fr Scial Wrk Apprval f Grup Activities The Panel apprves Grup CPD activities accrding t the CPD Plicy. Prviders r rganisers f CPD Grup activities apply t the CPD Apprval Panel fr apprval in the required manner [see Sectin B: Guidelines fr Prviders]. After assessing the applicatin, a CPD number and CPD pints are allcated t each Grup Activity r the prvider is infrmed that the activity has nt been apprved giving the reasns. Applicatins fr apprval f CPD Grup Activities must be submitted at least 10 weeks prir t the activity being ffered. N activities will be apprved after they have been presented. Apprval f Individual Activities The apprval f Individual Activities is als cnsidered by the CPD Apprval Panel when the Panel assesses the Prtflis f Evidence that each Scial Wrker and Scial Auxiliary Wrker must keep. These are therefre NOT apprved BEFORE the activity takes place. PORTFOLIOS OF EVIDENCE Every Scial Wrker and Scial Auxiliary Wrker must keep a Prtfli f Evidence f the CPD activities in which they have participated. Every Scial Wrker and Scial Auxiliary Wrker is respnsible fr their OWN CPD. It is YOUR respnsibility and NOT anyne else s. Hwever an appeal is ldged t emplyers t assist emplyees t btain the required number f CPD pints annually. What is imprtant abut Prtflis f Evidence? Yur Prtfli f Evidence is a file in which yu keep prf f all the CPD activities in which yu have participated Prf f participatin in CPD Grup Activities includes: certificates f attendance with yur name and SACSSP registratin number, the CPD apprval number and CPD pints, date/s attended, signed by the prvider Prf f participatin in CPD Individual Activities may include: cmpleted questinnaires registratin fr degree/diplma, prgress reprt & certificate f cmpletin cpy f written paper & prgramme where presented cpy f written submissin fr research/ analysis prf f publicatin
6 prf f membership prf f successful cmpletin f a shrt learning prgramme prf f attendance and prgramme prf f external examinatins Yur Prtfli f Evidence is kept frm 1 April t 31 March fr each year NOTE: Yu MUST keep yur wn Prtfli f Evidence and even if yu change emplyment yu must take it with yu. Yu d NOT submit anything t the SACSSP. AS FROM 1 APRIL 2011 the Cuncil will start requesting registered persns t submit their Prtflis f Evidence. Yu may nt be requested t submit it in the first year but the sampling will be dne s that EVERY registered persn will submit theirs by DURING EACH YEAR yu must summarise all the CPD Activities in which yu have participated and keep it in yur Prtfli f Evidence n FORM: CPD 3 [attached at the back f this guideline dcument]. ENSURE that yu have accumulated at least 20 CPD pints per annum and remember that n mre than 10 CPD pints may be carried frward t the next financial year. What if I d nt meet the requirements fr CPD? 1. If, n examinatin f a persn s Prtfli f Evidence, the CPD Apprval Panel finds that the persn has NOT btained 20 CPD pints in a year, the Panel will: First investigate the reasns fr this Draw up a list f the names f practitiners wh have nt met the requirements, including the reasns fr nn-cmpliance. Submit the list t the Prfessinal Bard fr Scial Wrk 2. The Prfessinal Bard fr Scial Wrk will ask the practitiner t submit a letter explaining the reasns fr nn-cmpliance. The Bard may then: Accept the explanatin and give the practitiner 6 mnths t cmply and prvide evidence that they have cmplied 2 weeks befre the 6 mnths perid has lapsed If the practitiner des nt prvide the necessary evidence his/her name will be frwarded t the Prfessinal Cnduct Divisin f the SACSSP t deal with the matter accrding t the relevant Regulatins and Rules relating t unprfessinal cnduct. IT IS IMPORTANT TO MEET ALL THE REQUIREMENTS FOR CPD! WHAT IF I GET MORE CPD POINTS THAN I NEED TO? If yu btain mre than 20 CPD pints in a year yu may carry frward a maximum f 10 pints t the next year. But these 10 pints will nly be valid fr the next year and nt fr further years. TIPS FOR SOCIAL WORKERS AND SOCIAL AUXILLIARY WORKERS
7 1. Keep a Prtfli f Evidence with prf f all the CPD activities yu have participated in 2. Keep yur SACSSP Registratin Number at hand as it must be n yur Certificates f Attendance 3. D NOT send anything t the Cuncil nly when yu are specifically asked t d s 4. YOU are respnsible fr ensuring yu btain 20 CPD pints each year REMEMBER: CPD is a persnal investment. CPD activities must add value t yur ability t prvide a prfessinal scial wrk service. They are NOT part f yur nrmal wrk r duties. SECTION B GUIDELINES FOR PROVIDERS OF CPD GROUP ACTIVITIES PROVIDERS OF CPD grup activities include: 1. Individuals with the necessary expertise wh prvide training pprtunities fr practitiners n tpics relevant t scial wrk practice 2. Educatin and training institutins 3. Organisatins/bdies that ffer training pprtunities fr practitiners n relevant tpics 4. Organisers f cnferences/seminars etc. n relevant tpics PROVIDERS OF GROUP CPD ACTIVITIES MUST APPLY FOR APPROVAL 1. Any prvider that wishes t ffer an apprved Grup CPD activity must FIRST apply t the CPD Apprval Panel functining under the auspices f the SACSSP. 2. This must be dne WELL BEFORE the activity is t take place NOT after it has already taken place. 3. All prviders must keep recrd f the activities presented and the names f the peple that attended. The Apprval Panel may at any given time request that the prvider submit attendance registers. Recrds f activities must nlt be submitted n request f the SACSSP. A Prvider may be: 1. The persn / bdy prviding the CPD activity 2. The rganisatin wh has arranged the CPD activity HOW DO PROVIDERS APPLY? 1. Prviders apply fr apprval n FORM: CPD 1 [attached at the back f this guideline dcument] and attach the necessary dcuments and payment. 2. A reference number will be allcated t the prvider. 3. Payments must be depsited directly int the SACSSP s Bank Accunt at ABSA Bank, Accunt Number , Branch Cde , indicating clearly in the reference blck that the payment is fr CPD purpses. FORM: CPD 1 must be cmpleted in full clearly indicating what CPD pints the prvider is applying fr in terms f:
8 1. Attendance 2. Presentatin 3. Facilitatin What Dcuments t attach t the applicatin frm a) Wrkshps: A cpy f the prgramme clearly indicating times, tpics and presenters AND a brief CV f presenters/facilitatrs with their qualificatins and experience b) Small grup discussins: A brief utline f the date, time, tpic and brief CV f presenter/ facilitatr c) Cnferences: A cpy f the prgramme clearly indicating times, tpics and presenters d) Infrmatin sessins: A cpy f the prgramme clearly indicating times, tpics and CV f presenters Nte: If ne type f Grup CPD activity is ffered as a planned fr a year then yu submit ONE applicatin and give all the details f dates, tpics, presenters and their CVs. This applies t small grup discussins which culd be, fr example Grup supervisin Jurnal clubs In-service training 1. This will ONLY be cnsidered if it is planned and structured arund specific tpics. Ad hc, unstructured grup supervisin sessins will NOT be accepted. 2. Yu can NOT mix different types f Grup activities in the same applicatin. Fr example 3. Yu cannt include activities such as Small Grup discussins, infrmatin sessins and wrkshps. The prvider f these activities must issue a certificate t the attendees and indicate clearly which f the sessins were attended and the number f CPD pints that the scial wrker/scial auxiliary wrker btained. Payments Every applicatin fr apprval must be accmpanied by a payment as fllws: R100 fr applicatins where the participants d NOT pay a fee R500 fr applicatins f activities where participants pay a fee Where participants are nly requested t pay a small amunt t cver nly refreshments and handuts, this must be indicated and nly R100 needs t be paid. Please nte that the administratin fees payable t the SACSSP are subject t change. Making the CPD Activity knwn Prviders must als indicate n CPD Frm 1 whether they agree t making the planned CPD activity knwn s that ther practitiners can attend. If this is agreed t, the SACSSP will list it n the website with details.
9 Evaluatin and Decisin by the CPD Apprval Panel The Panel will evaluate the applicatin and decide whether it is an activity that meets the requirements fr CPD The Panel will then infrm the Prvider f its decisin n Frm CPD 2 A CPD Number will be given t the activity which must appear n the Certificates f Attendance The number f CPD pints will be given fr attendance, facilitatin, written paper, etc. If the Panel decides NOT t apprve the activity, the Prvider will be infrmed and given the reasns. If the prvider is nt satisfied with the utcme r the decisin f the Panel, the prvider has the right t appeal t the Registrar. The apprval granted by the Panel is valid fr 1 calendar year. This is particularly relevant where Prviders present the same Wrkshp, fr example, n different dates t different practitiners. After the CPD activity has taken place a Prvider must: Prvide each participant with a Certificate f Attendance with the CPD Number, their name, SACSSP registratin number, the apprpriate number f CPD pints and sign it. Keep the register f attendance which may be requested by the SACSSP [must be the riginal] and which may be inspected by the CPD Apprval Panel r Prfessinal Bard. An example f a certificate f attendance is attached fr yur cnvenience. What if the prgramme f the CPD activity changes? In the case f a series f activities, such as a Jurnal Club, in-service training, grup supervisin r wrkshp, it may happen that a date, presenter r tpic may change. This can ccur especially when a year prgramme is submitted. In such cases, the CPD Apprval Panel must be infrmed f all the changes with all the relevant details as sn as pssible. TIPS FOR PROVIDERS OF CPD ACTIVITIES 1. Apply fr apprval WELL BEFORE the planned CPD activity takes place. The minimum applicatin time is 10 weeks 2. Make sure yu cmplete CPD Frm 1 in full AND attach all the necessary infrmatin 3. Attach the relevant prf f payment the depsit slip int the SACSSP s ABSA Bank Accunt 4. After the receipt f a reference number, this reference number must be quted n all cmmunicatin t the SACSSP. 5. Ensure that participants have their SACSSP Registratin numbers 6. Mnitr attendance thrugh Registers that include the participant s name as registered with the SACSSP and the dates they attended 7. Issue Certificates f Attendance with the relevant infrmatin 8. Keep the riginal registers f attendance fr pssible inspectin.
10 PROVIDERS REMEMBER: The CPD Apprval Panel under the auspices f the PBSW, may, at any time, appint a suitable persn t attend yur apprved CPD Grup Activity and reprt back t the Panel. SECTION C GUIDELINES FOR EMPLOYERS OF SOCIAL WORKERS AND SOCIAL AUXILIARY WORKERS As an emplyer yu are nt slely respnsible fr the CPD f yur practitiners as they are individually respnsible fr this. BUT an empwered persnnel crps is in yur interests and empwers yu as an rganisatin t prvide an effective service. Therefre, emplyers shuld cntinue t invest in the cntinuing prfessinal develpment f their scial wrk and scial auxiliary wrk wrkfrce at all levels. Emplyers are expected t: 1. Prvide pprtunities fr their practitiners t develp their knwledge and skills 2. Allw practitiners t attend CPD activities 3. Ensure that practitiners keep Prtflis f Evidence 4. Plan with practitiners hw their needs fr CPD can be met 5. Mnitr CPD invlvement 6. Ensure that CPD frms part f their skills develpment prgramme within the rganisatin and thus their wrk place skills plan (WSP) 7. Link the CPD prgramme within the rganisatin with the Perfrmance Management System and persnal develpment plan f their scial wrkers and scial auxiliary wrkers. CPD des NOT have t be expensive There are many pprtunities that can be created t ensure that persnnel btain CPD pints whilst adding value t their develpment and expertise. Sme examples are: 1. Develp a structured in-service training prgramme fr the year with specific dates and tpics. Presenters may be internal r external 2. Frm a Jurnal Club with at least 3 members wh present articles they have read frm prfessinal jurnals and hld a discussin with thse present. Draw up a prgramme at the beginning f the year, indicating dates, jurnal articles and names f presenters 3. Structure grup supervisin s that specific tpics are dealt with and cases presented by thse attending 4. Invite practitiners frm ther rganisatins t jin in CPD activities r negtiate a cllabrative partnership with thers REMEMBER: The idea is t structure and fcus the prfessinal develpment f yur scial wrk persnnel arund the demands f the client system yur rganisatin is serving. This includes all practitiners whether they be invlved in direct service delivery, supervisin r management. The result will be empwered persnnel which is an investment fr the rganisatin.
11 Scial wrkers wh have registered specialities in scial wrk with the SACSSP shuld als endeavur t btain CPD pints within their areas f specialisatin t ensure that they keep abreast with the latest develpments within thse areas f specialisatin. SECTION D FORMS AND FORMATS There are 4 Frms fr CPD, namely: Frm CPD 1 - the Applicatin fr a CPD Grup Activity that a Prvider cmpletes Frm CPD 2 the Evaluatin f an Applicatin fr a CPD Grup Activity that the CPD Apprval Panel cmpletes Frm CPD 3 CPD Prtfli that each practitiner must cmplete and keep in their Prtfli f Evidence Frm CPD 4 Self-Study Questinnaire Frmats: T assist Prviders in applying fr CPD Grup Activities the fllwing is als attached: An example f an Attendance Register fr a CPD Grup Activity
