Having practical knowledge and experience of long and short term development planning, policy development, negotiation and execution of internationally funded projects of social and infrastructure development. Excellent analytical, organizational and interpersonal skills. Diversified experience of graduate level teaching (Economics), project monitoring & evaluation and providing leadership in management and executive of almost all nation-building departments of public sector. Enthusiastic and experienced in international travel. Career profile as an economic planner and development administrator spans over a period of 30 years apart from 7 years teaching experience of Economics at graduate level. Lately, have been the member of two working groups formed on (i) Agriculture Development and (ii) Lives Stock Development to formulate proposals for 10 th five Year of Pakistan. Have also been conferred with an award for meritorious services rendered in formulation of ADP 1982 and 7 th Five Year Plan of AJK. Also planned, negotiated and implemented development projects against International Agency s funding. CAREER HISTORY AS A CIVIL SERVANT WITH BRIEF JOB DESCRIPTIONS. Career history as a civil servant is briefly sketched out as follows:- i. Secretary Food, Agriculture & Livestock Government of Azad Jammu & Kashmir July 2003 to 10th December 2004, the retiring date from civil service Administering departmental policy for crops, horticulture and livestock development for socio-economic uplift of the regional population. Ensuring food supply to every part of the state of AJ&K particularly of food grains at affordable prices. Staff planning, development budgeting administration and direct the daily management operations of Agriculture, Food and Livestock Department; the social sector functions servicing over 1500 employees located throughout the state area. Providing vision and leadership for the planning of future programs and take actions for ensuring food security and farmland development. ii. Secretary to the Government of Azad Jammu & Kashmir For Communication and Works, Physical Planning & Housing and Public Health Engineering Oct, 1999 to July, 2003 Administering the departmental policies of Communication and Works, Physical Planning & Housing and Pubic Health Engineering. Responsible for planning, overseeing, implementation and monitoring of development programs and projects relating to the infrastructure development (communication & public works, Physical & Housing & Public Health Engineering Sectors). Secretary to the Government of AJ&K for Electricity Feb, 1998 to Oct, 1999 Official Head of the Department of Electricity, responsible for administration and management of generation, supply and distribution of power in AJK. Planning for hydal-power potential was major task. iv. Secretary to the Government of AJ&K for Industries/ Chairman Azad Kashmir Mineral and Industrial Development Corporation Oct, 1996 to Feb, 1998 Administration & Management including development planning of the Department as an official head of the Department. Development planning mainly related to industrial and mineral projects in the state. v. Secretary to the Government of AJ&K for Education Dec, 1993 to Oct, 1996 As administrative Head of the Department. Perform administrative and managerial operations including development planning of the Department. A World Bank funded project to improve access to and quality of primary level education in AJK was negotiated and implemented. vi. Secretary to the Government of Local Government and Rural Development Aug, 1993 to Dec, 1993 Perform administrative, managerial & development related duties of the Department as an official head. Develop and implement rural development policies and oversee execution of various development projects of the sector. vii. Director General, Monitoring & Evaluation Planning & Development Department (P&D), Govt. of Azad Jammu & Kashmir Aug, 1990 to July, 1993 Monitoring & Evaluation of development programs / projects implemented by all public sector Departments. Initiated a DESD (UNDP), funded project for monitoring & evaluation of the public sector development programs which resulted in the development of a monitoring system for AJK. viii. JOB EXPERIENCE AS COORDINATOR OF UNITED NATIONS FUNDED PROJECTS i. Project Coordinator UNDP/DESD Project Pak/88/031- Development Planning in AJ&K. Aug, 1991 to July, 1993 Conceived and planned a scheme in respect of preparation of Annual Development Program (ADP) on pragmatic basis and monitoring of the development projects embodied in ADPS. ii. Coordinator of UNICEF-assisted Programs in AJ&K. May, 1983 to August, 1990 As Coordinator of UNICEF assisted programs, conceived, planned and initiated following projects in AJK. Operationalizing and Strengthening of Primary Health Care Units in AJK. Project was launched under Health and Nutrition sector in Azad Jammu & Kashmir. Inter-sectoral linkages were evolved to reduce mal-nutrition among the children. In the Water and Page 5 of 8

6 Environmental Sanitation sub-sector, low cost community based strategy/ options were put in place to promote sanitation and Hygiene education program. In the education sector the policy of training of primary teachers and development of low cost teaching aid was fine tuned through Education Extension Centers in Azad Jammu & Kashmir to improve the quality of primary education. A women skilled development program for self-employment was started for uplift of women in Azad Jammu & Kashmir. As would be evident from career profile sketched above, my civil service career mostly relate to management, economic planning and development administration. Jobs performed after 10 th December 2005, the retiring date as civil servant. Provided a short term consultancy services to The Micronutrient Initiative a CIDA subsidiary in July 2005 for fortification of wheat flour in AJK to control anemia among women and children. After Devastating October 8 earthquake, carried out relief and rehabilitation works organizing and motivating people to mitigate their sufferings on self help basis. Since July 2006 working as a Project Director, Monitoring Unit, established in AJK President s Secretariat under the funding of HEC, GOP to Monitor the financial as well as physical implementation of development projects funded by Higher Education Commission under AJK University/ies.
