1 JOB DESCRIPTION Job Title: Head of East Africa (Uganda, Sudan, Kenya Somalia/land) Location: Management responsibility: Reporting to: Kampala, Uganda Somalia Country Director Kenya Country Manager Sudan Country Manager Uganda Regional Administrator Uganda Project Coordinators (2) Director of International Programmes, UK Key Relationships: Head South Sudan and Regional Development Programmes Organisation Management Team Director of HR/Operations, UK Director of Finance and Procurement, UK Director of Policy, Advocacy and Communications, UK Regional Funding Team Programme Partners Contract Duration: 12 months initially. This could be extended. Salary range: 47,000-55,000 gross per year + benefits Background: Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research, and policy development, and through supporting the actions of others. Saferworld has worked in Africa since We have well-established programmes in Kenya, Uganda, Somalia/land, South Sudan, and Sudan. Overall our engagement in Africa combines programme implementation at the community level, dialogue, capacity-building, policy research, networking and advocacy, and working with institutions and civil society at national, regional, and international levels. Job Purpose: The Head of East Africa is responsible for overseeing the design and delivery of Saferworld s country programmes in Kenya, Somalia, Uganda, and Sudan. The post-holder will be responsible for line-managing the Kenya Country Manager/Head of Office and Somalia Country Director who are based in Saferworld s Nairobi and Hargeisa offices, and the Sudan Country Manager, Finance Manager, and Regional Administrator, who are based in the Kampala office.

2 S/he will also lead in the development of the Uganda programme, with the aim of securing funding for a Country Manager. With the Head of South Sudan and Regional Development Programmes, the post holder will also contribute to the development of broader regional interests and identify strategic opportunities for new engagements where they occur. The post holder will contribute to Saferworld s organisational learning and strategy development as a member of the Organisational Management Team. Key areas of responsibility: Organisational leadership Strategic planning Programme management and implementation People management Safety, security, and risk management Fundraising Financial management Representation and advocacy Key areas of responsibility Organisational leadership Actively participate in Saferworld s Organisational Management Team, including by representing the interests of the country programmes, and the organisation as a whole, in wider discussions and decision-making. Lead and inspire staff to identify innovative approaches and methods of working which enable Saferworld to address violent conflict and insecurity in fragile contexts. Contribute to the development of organisational systems and policies. Undertake senior representation for the programme. Strategic planning Oversee the implementation of country strategies reflecting Saferworld s organisation-wide strategic priorities. Oversee the strategic development of Saferworld s work in Somalia, Kenya, and Sudan, and Uganda, including identifying relevant funding opportunities and emerging issues for programme development in those countries. Identify, develop, and manage external relationships, ensuring meaningful engagement with key strategic partners in the government, security, and justice service establishments, civil society, media, and the international community. Promote cross-organisational lesson-learning between the countries under responsibility and other Saferworld programmes to ensure effective knowledge management of Saferworld s organisational strategic priorities (such as conflict sensitivity, access to justice and community security) and functions (such as capacity building, policy research, advocacy, fundraising and communications). Provide strong leadership from the country programmes to Saferworld s wider organisational strategy and development by participating in the Organisational Management Team and other cross-organisational processes.

3 Programme management and implementation Provide overall oversight for the country programmes. Lead Country Managers/Director to undertake annual planning and strategy review processes across all country programmes in the region. Lead the Country Managers/Director on the development and implementation of country advocacy strategies targeting decision-makers and opinion-shapers in the region and amongst the wider international community. Ensure overall monitoring and evaluation of the country programmes, including through providing leadership to Country Teams to develop M&E plans and undertaking bi-annual programme reviews, outcome harvesting, and reporting. Oversee the timely production and delivery of all relevant narrative reports for donors for the countries under responsibility. People management Manage the performance of direct line reports and oversee other senior staff and consultants where necessary. Oversee the management of the Kampala office. Ensure the office is well-managed and appropriate procedures are in place in line with Saferworld s policies. Monitor and support the performance of staff on the basis of Saferworld s performance management system. Oversee the timely completion of staff performance reviews and address their learning and development priorities. Ensure effective and appropriate staff recruitment processes are maintained in line with Saferworld s recruitment policy. Ensure Saferworld s HR policies are practised, liaising with the HR department when required. Safety, security, and risk management Ensure organisational security protocols and duty of care standards are maintained by Country teams. Working closely with the Regional Security Advisor in Kenya, ensure country safety and security plans for Kenya and Somalia/land are regularly reviewed and updated, and ensure that all staff fully comply with the policies and procedures contained therein. Ensure optimum safety of Saferworld staff, consultants, interns, and volunteers as per agreed standards and use any information/learning to guarantee safety of staff. Fundraising Work closely with the Regional Funding team and Country Managers/Director to develop and implement the country programmes fundraising strategies. Raise the programme s funding portfolio by overseeing the overall growth and implementation of its funding strategy. Lead and oversee the development of funding proposals for the country programmes. Contribute significantly to the Organisational Management Team to further develop Saferworld s

4 organisational funding strategy. Financial management Provide overall financial oversight to the countries under responsibility. Oversee finance functions in the Uganda office to ensure effective financial control and compliance with organisational policies and procedures. Ensure all accounting and finance functions and donor financial regulations are complied with by all staff and partners. Maintain and review a risk analysis, updating regularly; ensure risks associated with fraud, bribery, money laundering, and reputation of Saferworld are prevented and managed. Ensure that Country Managers/Director understand and apply financial management and control policies, and work within their budgets to deliver agreed priorities. Oversight the development of the country programme s annual budget and contribute to the development of the organisational budget. Contribute significantly to the Organisational Management Team s development of the organisational wide financial management processes and procedures. Representation and advocacy Provide high-level representation at external meetings and raise the profile of Saferworld s country programmes both in terms of promoting our in-country work and cross-organisational lessons learnt. Work closely with Saferworld s Policy, Advocacy, and Communications (PAC) team to develop key messages and policy advocacy briefings for external communication purposes. Raise the profile of Saferworld s work in the countries under responsibility by providing guidance and advice to Country Managers/Director, and the PACTeam in-line with Saferworld s overall advocacy and communication strategies. Support the building of organisational contacts and the participation in networks in support of Saferworld s strategies for the region. Identify and facilitate opportunities for policy dialogue and problem-solving amongst a range of decision-makers within and between different sub-regions, and with the international community. PERSON SPECIFICATION Knowledge A Master s degree (or equivalent) in international relations, development studies, political science or a related field; An excellent understanding of the discourse on conflict prevention and transformation, peacebuilding, security and justice sector development/reform, and of the international policy environment in which these issues are addressed; Experience A good understanding of the countries under responsibility, and experience of working in Africa; Minimum of five years senior management experience, preferably in an international nongovernment organisation; Experience of budget development and financial management;

5 Experience of donor liaison and fundraising (including reporting to donors); Proven experience of working in partnership with NGOs and other civil society organisations and networks; Experience of relating to government officials at a senior-level; Skills Other Proven ability to manage and motivate staff at all levels. Experience of remote line management is desirable; Proven ability to undertake and lead strategic planning, programme development, and evaluation; High-level communication skills, including experience of communicating effectively across cultures and with diverse audiences, both verbally and in writing; Excellent written and spoken English, and preferably of another language spoken in the region. Ability to undertake extensive travel (up to 3 months each year); TERMS AND CONDITIONS Location: Kampala, Uganda. Salary range: 47,000-55,000 gross per year + benefits Holidays: Hours: Probation: 28 days per year in addition to agreed Uganda public holidays Standard working week is 37.5 hours a week (Monday-Friday) There will be a probationary period of three months.
