2 Human Resources Officer PRA 16/10 Full Time, Fixed Term 9 month parental leave cover (with possibility of extension) The Position An excellent opportunity has arisen for a dynamic and suitably experienced candidate to join the Shire of Broome in the role of Human Resources Officer for a 9 month fixed term parental leave cover (with possibility of extension). This position will report to the Manager of Human Resources. The Human Resources Officer will be responsible for the coordination of organisational training, staff health and wellbeing programs and initiatives, new employee inductions, workers compensation, and other generalist HR duties. You will be part of a small team serving a workforce of approximately 170 staff. The person we seek The desired candidate will have understanding of human resource issues, practices and policies whilst demonstrating excellent organisational, computing, problem solving and numeracy skills. You will be hands on and provide competent administrative support underpinned by your exceptional communication and customer-focused ethos. Previous experience in human resources, learning and development and organisational improvement will be highly regarded. 5 Summary of Conditions of Employment and Entitlements Salary Package details (per annum figures) Salary Level: 4.1 $63,564 Salary Level : 4.4 $68,102 Broome Allowance: A $11,180 Broome Allowance: A $11,180 Cash component: $74,744 Cash component: $79,282 Super 9.5% $ 7,100 Super 9.5% $ 7,531 Total Package Value: $81,844 Total Package Value: $86,813 Award: Employment conditions are in accordance with the Shire of Broome Inside Staff Enterprise Agreement. Salary: An expected commencement base salary is offered at Level 4.1 (may be negotiated, depending on qualifications, skills and experience). Broome Allowance: The Broome allowance is considered to encompass/include an individual person s living expense circumstances and is paid in addition to the above base salary figure. Hours of Work: This position is required to work 38 hours per week, working on average 8 hours per day. The current operating hours are 7.45 am to 4.30 pm, ordinary hours do not exceed 38 hours per week Monday to Friday inclusive of a break of 45 minutes for lunch. Overtime: No overtime is payable unless you have prior approval, authorised in writing, from your Manager. Annual Leave: Employees will be entitled to 25 DAYS annual leave after twelve months continuous service. In addition a 17.5% loading is paid after twelve months service on four (4) weeks both in proportion to the hours worked. You will also be entitled to two (2) days travel leave after twelve months continuous service. Personal Leave: You will be entitled up to fifteen (15) personal / Carer s leave days per year. Long Service Leave: Thirteen (13) weeks after ten (10) years continuous Local Government service, transferable between Local Authorities in Western Australia. Page 5 of 10

6 Uniform Policy: Employees are currently provided with a uniform in accordance with the Shire of Broome Inside Staff Enterprise Agreement. Broome Recreation and Aquatic Centre (BRAC) Membership: The Shire of Broome values a healthy, active workforce and acknowledges the many flow on benefits of having a healthy workforce. Employees shall be provided with an Adult Access or a Family Membership to the Broome Recreation and Aquatic Centre whilst they are an Employee. Superannuation: Superannuation Guarantee: Council currently contributes 9.5% of fortnightly salary. Additional contributions (optional): Council currently contributes an additional 6% (to a total of 15.5%) of fortnightly salary when an employee contributes a minimum of 6% of their fortnightly salary. If this option is taken, there is 21.5% contributed to the employee s Superannuation account; 15.5% from the Employer and 6% from the employee. Extra contribution is applicable only if contributing to the WA Super Fund. Probationary Period: A three-month probationary period is applicable to this position. At the successful completion of this period your continuity will be recommended to the Chief Executive Officer for confirmation. The period of probation can be extended by the manager/supervisor for an additional period of no greater than three months. Performance Appraisal: Appraisals are undertaken annually by the Manager. Medical Examination: All new appointees to Council staff are required to complete a medical questionnaire on commencement. If necessary a Medical examination will be required. Full documentation for the requirements of the position will be given to the Medical Practitioner prior to the examination and costs are paid for by the Shire of Broome. Existing illness will not preclude an appointment. 8 Position Purpose and Objectives To provide professional Human Resource service to meet the needs of our internal and external customers and to assist the Manager Human Resources to ensure that a productive and harmonious workplace prevails. Key Responsibilities and Duties Corporate/Organisational When requested assist with the preparation of the strategic and service level plans for the management of the Shire s Human Resources. Collaborate with the Manager Human Resources to identify, plan and develop initiatives and improvements. Ensure Human Resource s policies and operations conform to the statutory requirements within which it operates (Awards, Anti-discrimination Act, and OSH etc). Administrative Support Human Resources Assist in the coordination and organisation of the annual training and development calendar and training programs. Conduct new staff HR/OSH inductions. Conduct exit interviews, record details and prepare reports to CEO/Director where issues are identified. Control Stock uniforms and liaise with suppliers to ensure timely and adequate supply. Monitor and control expenditure. Process existing and new workers compensation claims. Process and record all changes in employees conditions of employment. Administer staff performance reviews, and follow up where necessary. Update position descriptions, policies and procedures where requested. Assist in developing an HR Procedures Manual for staff and managers. Assist with projects, strategic tasks and research within capability Implement Occupational Safety and Health initiatives as a result of OSH committee objectives or HR Strategic Plan initiatives. Check data entry of new employee set up on Synergy from payroll. Process Workers Compensation reimbursement claims and correspondence. Coordinate all recruitment processes, including advertisements, packages, queries, letters, and contracts in the absence of the other Human Resources Officer. Prepare government statistical employment returns and respond to government agencies queries re: staffs pay details. Human Resource Management Ensure active participation in your Annual Performance Review. Ensure organisational compliance with EEO and OSH legislation. Customer Interface Provide information and advice on Human Resource issues to the Shire staff, within scope of position and level of knowledge. Where relevant, ensure effective and co-operative communication with internal customers to ensure ethical and transparent working relationships are maintained. Page 8 of 10

Human Resource Management When required relieve positions within the department during periods of absences. Provide leadership to the development of staff according to both personnel and organisational requirements Work to foster a cooperative and harmonious team environment through effective communication and relationship building. Occupational Health & Safety Comply with all statutory obligations, including the Local Government, Equal Employment Opportunity (EEO), Organisational Risk Management and current OSH Act s, regulations and code of practice Seek guidance for all new or modified work practices to ensure safety is a high priority consideration Not willfully place at risk the health or safety of any person in the workplace Ensure that any hazardous conditions, near misses and injuries are reported immediately to the Supervisor Compliance: Ensure all documentation is appropriately recorded and stored. Ensure compliance with software license requirements. Ensure compliance with the State Records Act 2000 by ensuring corporate documents are recorded in the Shire s Record Management System. 10 Key Selection Criteria Essential Skills, Knowledge & Experience Working knowledge of Human Resource management issues. Experience providing quality and timely administration support. Well developed organisational skills and ability to keep to tight deadlines. Developed keyboard and computer skills (Microsoft suite of products). Highly developed verbal and written communication skills including an ability to deal with difficult employees. High level of attention to detail and accuracy. Developing problem-solving skills and analytical skills. Working knowledge of Awards, Payroll and costing systems. Ability to and work independently and apply initiative. Qualifications and/or Training Formal studies in Human Resources and Cert IV in Training and Assessment would be highly regarded Desirable Possession of or progress toward tertiary qualifications in a Human Resources Management / Industrial Relations fields.
