1 JOB DESCRIPTION WILLINGDON COMMUNITY SCHOOL JOB TITLE: Human Resources Officer (Temporary Maternity Cover) HOURS: Full time post for up to one year (Working 37 hours per week/42 weeks per year) RESPONSIBLE TO: Headteacher/Business Manager GRADE Single Status Grade 8 Main purpose of the role: Provide an effective and efficient HR service, in direct liaison with the Headteacher and Business Manager. Ensure compliance with relevant internal policies and procedures as well as external requirements (including relevant employment legislation and codes of practice). Provide advice and guidance to the Senior Leadership Team (SLT), staff, governors and others on issues relevant to the post. Maintain an accurate and updated Human Resources database on the School s Information System (SIMS). Main responsibilities: Working with approximately 170 staff, the HR Officer is expected to provide guidance and support to all staff (including SLT and Governors) on the full range of HR activities including policies and procedures, terms and conditions of employment, absence management, recruitment, staff well-being, maternity/paternity/adoption, performance management, employee relations, learning and development, restructuring, safeguarding (including overseeing the Single Central Register) and internal communications; to ensure there is a consistent and fair approach to people management throughout the school. Absence Management Monitor all absence and provide management reports to the Headteacher and/or SLT. To monitor the attendance of all staff and advise the Headteacher and/or Business Manager when triggers are breached. To work with the Headteacher and/or Business Manager to initiate and oversee the Attendance Management procedure when necessary. To ensure that all absence records (sickness, annual leave, compassionate, dependent etc.) are accurately maintained and regularly updated on SIMS, and correlate with data provided to the County Council. To provide the County Council with monthly absence reports for pay purposes. In conjunction with the Cover Manager oversee the deployment of supply staff, providing monthly summary information on supply cover staff and related expenditure to the Finance Manager. Recruitment To manage and advise the School on all aspects of the recruitment process.

2 To manage the recruitment budget (approximately 15k) and track the expenditure throughout the year. To be accountable to the Business Manager/Headteacher regarding the deployment of the budget. To manage the co-ordination and administration of the recruitment of new staff. This includes preparing candidate information packs (advert, job description and person specification); and co-ordinating applications, interview arrangements and appointment processes. Ensuring all aspects of the process meet the safer recruitment guidelines and do not expose the school to risk in respect of recruitment and safeguarding practices. To work closely with external agencies in order to fulfil recruitment needs. To actively be looking at new approaches to reach new potential applicants. To manage the provision of Apprentices to the school working closely with individual departments and matching their needs. To foster relationships with Apprenticeship providers. To participate in the selection and/or appointment of staff, as appropriate. To work closely with the local universities and the school s Professional Tutor regarding student placements and ensuring relevant safeguarding checks are in place. To liaise with SLT in the design and updating of staff job descriptions and be responsible for maintaining an up-to-date database of all job descriptions. To manage the staff vetting process ensuring all staff where appropriate (salaried staff, volunteers, student teachers, agency staff) have under-gone relevant pre-employment checks, this includes; Disclosure and Barring Service (DBS) check; verification of qualifications, satisfactory references and health clearance. SIMS To be responsible for the implementation, updating and accuracy of staff personnel records in SIMS. To provide reports from SIMS, when requested by SLT. Other duties: Working alongside the Business Manager, assist and monitor the induction of new support staff. To work alongside the Business Manager in the identification, planning and organisation of CPD training activities for Support staff. To support and advise the Headteacher and/or Business Manager on all HR issues. Keep up to date with legal developments, ensuring policies are updated and advise on compliance and risk factors. To develop and improve internal practices where needed. To ensure that school staff are aware of County/School policies and procedures and able to operate within them effectively. To liaise with County HR advisory teams and ensure compliance with policies is maintained. To act as a first point of contact and provide support, advice and guidance for all staff in relation to HR issues (this will include information on contract, pay, recruitment, maternity/paternity/adoption pay and leave, flexible working requests, absence management, staff benefits etc.) To support and advise the Headteacher and/or Business Manager as well as other SLT staff in the performance management (PM) of staff. To recommend on appropriate measures and potential solutions during the PM process.

3 General: To co-ordinate and support investigations, grievance and disciplinary matters in conjunction with the Headteacher and/or Business Manager. To co-ordinate and support the settlement agreement process together with the Headteacher and/or Business Manager. To ensure that monthly reports and all paperwork regarding new appointments, changes to contract and resignations are completed and forwarded to the Personnel Support Unit (PSU) in order to meet required deadlines. To provide statistical returns, (including the School Workforce Return), internal school evaluation data and other relevant information on staffing, to SLT and external agencies as required. To produce annual salary assessment letters for all staff. To be directly responsible to the Headteacher for the maintenance and accuracy of the school s Single Central Register (SCR). To conduct exit interviews for staff leavers and provide feedback to the Headteacher and/or Business Manager. Contribute to the overall ethos/work/aims of the school. To take part in training activities offered to further professional knowledge and development. Be aware of the school s Health and Safety policies and take personal responsibility for ensuring they are put into practice. Committed to the safeguarding of children and the promotion of their welfare within the school. To carry out the above duties in accordance with the County Council s Equal Opportunities policy. To perform such other tasks as may reasonably be required appropriate to the grading of the post. The post holder should be aware of and comply with all school policies and procedures relating to child protection, health, safety and security, confidentiality and data protection, reporting all concerns to an appropriate person.
