1 Human Resources Officer About the HCPC The Health and Care Professions Council (HCPC) is the regulator of 16 different health and care professions. We were set up to protect the public. To do this, we keep a Register of health and care professionals who meet our standards for their training, professional skills, behaviour and health. The organisation has around 240 employees who work in a variety of departments see / for further information. About the Human Resources Department The team is currently made up of eight members: - The Director of HR heads up the department and is a member of the Executive Management Team (EMT), taking responsibility for the strategic organisation of both the department (HR and Partners teams), including the annual work plan/ agenda. - The Head of HR Operations reports to the Director of HR and is responsible for all operational aspects of HR, including operational organisation of the work of the team, and policy, process and procedure review. - The Learning and Development Manager reports to the Director of HR and is responsible for the delivery of the learning and development provision for the organisation. - The HR Manager reports to the Head of HR Operations and is currently seconded to a project to implement a new HR information system by the autumn of The HR Advisor reports to the Head of HR Operations and provides advice and support to line managers, and employee relations support. The HR Advisor also currently acts as Recruitment Supervisor to the HR Officers and department. - The HR Officer also reports to the Head of HR Operations and provides administrative support to the department, focusing on managing recruitment campaigns, administering payroll, monthly statistical reporting, database management and office organisation. 1

2 Vacancy We are currently recruiting for an additional HR Officer due to expansion of the L&D function, which now has an HR Officer dedicated to L&D support. - The HR Officer (Learning and Development) reports to the Learning and Development Manager. This role provides administrative and organisational support to the L&D function, including organisation of L&D activity across the organisation and assisting the Learning and Development Manager in the development and implementation of L&D policies and plans. The HR Department also incorporates the Partners team, which recruits, trains and provides administrative support to the HCPC s Partners (or self-employed contractors) who provide the HCPC with expertise in the professions we regulate. 4 Job Description Human Resources Officer Department: Reports To: Salary Band: Human Resources Head of HR Operations Band E Scope of Job To provide proactive support to the Head of HR Operations and the rest of the Human Resources Department in providing administrative support for the full range of HCPC s employee and human resources processes, including recruitment, payroll and regular reporting. Main Duties & Key Responsibilities Your principal duties and key responsibilities will be those set out below. In addition to those duties, HCPC reserves the right to require you to undertake additional or other duties within your capacity as may from time to time be reasonably required and necessary to meet the needs of the HCPC. Recruitment and Selection Day to day administrative management of the recruitment and selection processes for internal and external roles, covering advertisement, shortlisting, interviews and post offer actions. Draft recruitment advertisements, and assist with drafting job descriptions where required. Advise hiring managers on the recruitment process, covering advertising, agency involvement, shortlisting roles, arranging and holding interviews. Liaise with advertising agencies, recruitment agencies and online jobs boards to advertise and agree terms to assist with the recruitment of posts. Co-ordinate the arrangement of interview panels and associated correspondence and paperwork, including interview questions and forms. Create offers and contracts of employment for successful candidates, and obtain employment references and other necessary pre-employment checks in a timely manner prior to their scheduled start date. 4

5 Liaises with managers, potential and current employees in relation to the recruitment and selection processes. Act as a Human Resources representative on interview panels where required. Payroll Accurately prepare the monthly payroll information for approval by the HR Business Partners before processing by the Finance department, and carry out checking of the processed payroll. Carry out pensions, childcare voucher, gym membership and other employee benefit scheme administration. HR Induction and Exit Interviews Deliver the HR section of the organisations induction for new starters. Organise and conduct exit interviews for employees leaving the HCPC. Employee Relations/Advice Answer routine HR queries from line managers and employees and to provide more detailed advice as guided by the Head of HR Operations and the HR Manager. Liaise with and respond to more complex queries from existing employees on a range of employment processes as guided by the Head of HR Operations and the HR Manager. Keep all HR policies, procedures, guidance and forms updated and available on the intranet/ HRinfo through own initiative and as guided by the HR management team. Learning and Development Assist in the co-ordination of annual performance development reviews, and recording of outcomes. Where required, provide administrative support for high priority learning & development processes and tasks during exceptionally busy periods and to cover for absence. Maintenance of Human Resources Systems Update and maintain all human resources databases and filing systems (electronic and manual), including co-ordinating the archiving process. Undertake all administrative day to day tasks to keep the department running smoothly (including raising purchase orders, organising authorisation of invoices, and post). Produce a range of regular management information reports to support HR processes. 5

6 Update and maintain the human resources sections of the HCPC intranet. General Correspondence and Reporting Draft letters in relation to all human resources matters, including offer letters and contracts and contract variations. Record data and create reports on recruitment and selection and employee absence on a regular basis and on a range of other employee data as required e.g. organisational structure charts. Sickness Absence Monitoring Assist the HR management team in monitoring and maintaining sickness absence records for the organisation including producing regular reports. Inform managers of when to address sickness absence, providing appropriate guidance and advice. Employee Meetings and Hearings Assist in the organisation and preparation of papers for formal employee meetings and hearings, including creating meeting packs and invitation letters. Attending employee meetings and hearings in support of a member of the HR management team, to take notes as required. Project and Policy Work To support any project work and undertake research as requested by the HR management team. General To support the delivery of all Human Resources related services to HCPC employees and managers in accordance with the relevant policies and procedures in the HCPC Employee Handbook. To carry out the responsibilities of the post with due regard to the HCPC's Diversity Policy and to treat colleagues and other HCPC stakeholders with respect and dignity at all times. Person Specification Essential Educated to A level or equivalent knowledge and skills. Relevant skills and knowledge of carrying out administrative tasks within a Human Resources environment. Knowledge of recruitment, selection and HR processes. 6

7 Strong organisational and time management skills, attention to detail and the ability to manage conflicting priorities. The ability to follow and provide advice on processes and procedures, including the ability to seek advice where appropriate. A high standard of interpersonal skills and demonstrated ability to show sensitivity and tact in dealing with confidential matters. Proven ability to prepare correspondence, collate data and compile information to a high standard. Ability to show initiative in a wide range of tasks, recognising possible improvements and implementing solutions. Excellent verbal and written communications skills, including the ability to communicate professionally with customers from all backgrounds. Strong working knowledge of Windows based software packages, including Word, Excel, databases, , and the internet. Ability to collate data with the use of a database and produce various regular reports. Ability to research topics and report on recommendations. Desirable HR related qualification. Sound working knowledge of Human Resources databases. Experience of advising on Human Resources policies and procedures. 7
