1 HR Officer (12 month fixed term) Job Profile About the HCPC The Health and Care Professions Council (HCPC) is the regulator of 16 different health and care professions. We were set up to protect the public, to do this, we keep a Register of health and care professionals who meet our standards for their training, professional skills, behaviour and health. The organisation employs around 200 employees, who work in a variety of departments see / for further information. About the Human Resources Department The team is made up of four members, comprising: - The Director of HR heads up the department and is a member of the Executive Management Team (EMT), taking responsibility for the strategic aspects of HR and the work plan/ agenda. - The HR Manager reports to the Director of HR and is responsible for all operational aspects of HR including performance and conduct management, policy and procedure review, advice to managers and introduction of initiatives. - The HR Advisor reports to the HR Manager and provides both administrative and first line query response for the department, managing recruitment campaigns, writing correspondence, administrating payroll and supporting the HR Manager. Vacancy - The HR Officer also reports to the HR Manager and provides administrative support to the department, focussing mainly on recruitment, reporting and database management. The department is currently undergoing a major project to review its processes and IT systems. All roles in the department will contribute to this project, alongside the completion of their normal duties. The HR Department also incorporates the Partners team, which recruits, trains and provides administrative support to the HCPC s Partners, or self-employed agents who provide the HCPC with the expertise in the areas of the professions we regulate (see 1

3 Job Description Human Resources Officer Department: Reports To: Salary Band: Human Resources Human Resources Manager Band E Main Purpose of Job To provide proactive administrative support to the Human Resources Manager and the rest of the Human Resources Department. To provide proactive administrative support to the HCPC s employee and human resources processes, ensuring a high quality of service is maintained at all times to both internal and external clients. To co-ordinate, administrate and undertake timely recruitment and selection processes. Position in Organisation Liaises with HCPC employees at all levels. Liaises with recruitment and advertising agents, job applicants, training providers, venues and other suppliers of the Human Resources department. Scope of Job Liaises with managers, along with potential and current employees in relation to the recruitment and selection processes. Liaises with and responds to queries from existing employees on a range of employment processes. 3

4 Maintains the human resources databases and filing systems, and undertakes general administrative duties as required by the Human Resources Manager and the Director of Human Resources. Supports the full range of HR department processes by providing administrative support to all HR team members. Dimensions and Limits of Authority Provides advice to managers, employees and potential employees about recruitment processes, organises advertising for jobs, and organises recruitment campaigns. Refers to Human Resources Manager in the case of any complex and/or budgetary issues. Carries out HR inductions for all new starters and provides induction information for all temps. Raises purchase orders for goods and services and organises the authorisation of invoices for the HR Department. Skills, Knowledge and Abilities Essential Educated to A level or equivalent knowledge and skills. Relevant skills and knowledge of carrying out administrative tasks within a Human Resources or recruitment environment. Knowledge of recruitment and selection processes. The ability to follow and advise on processes and procedures, including the ability to seek advice where appropriate. A high standard of interpersonal skills and demonstrated ability to show sensitivity and tact in dealing with confidential matters. Proven ability to prepare correspondence, reports and compile information to a high standard. 4

5 Excellent oral and written communications skills, including the ability to communicate professionally with customers from all backgrounds. Strong organisational and time management skills, attention to detail and the ability to manage conflicting priorities. Strong working knowledge of Windows based software packages, including Word, Excel, databases, electronic mail, and the internet. Sound ability to research topics and report on recommendations. Desirable Sound working knowledge of Human Resources databases. Understanding of Human Resources policies and procedures. Duties & Key Responsibilities Your principal duties and key responsibilities will be those set out below. In addition to those duties, HCPC reserves the right to require you to undertake additional or other duties within your capacity as may from time to time be reasonably required and necessary to meet the needs of the HCPC. Recruitment and Selection Day to day administrative management of the recruitment and selection processes for internal and external roles. To advise management on the recruitment process, shortlist positions, arrange interviews and act as a Human Resources representative on interview panels where required. To liaise with advertising agents including recruitment agencies and online job boards to advertise posts. To co-ordinate the arrangement of interview panels and associated correspondence and paperwork, including interview questions and forms. To create offers and contracts of employment for successful candidates, and obtain employment references and other necessary pre-employment checks. To organise and carry out HR inductions for new starters. 5

6 Performance Management and Training To support delivery of employee training by compiling and recording training needs, training attended and training evaluation. To research and compare training courses/providers, provide findings to Human Resources Manager and book training in line with the organisational training plan. To assist in the booking and allocation of training course places to employees. To assist in the co-ordination of annual performance development reviews, and the recording of the results. Maintenance of Human Resources Systems To update and maintain all human resources databases and filing systems (electronic and manual), including co-ordinating the archiving process. To update and maintain the human resources sections of the HCPC intranet. To undertake all administrative day to day tasks to keep the department running smoothly (purchase orders, invoices, and post). General Correspondence and Report Writing To draft letters and standard reports in relation to all human resources matters, in particular recruitment correspondence including offer letters and contracts and contract variations. To record data and create reports on recruitment and selection and employee absence on a regular basis and on a range of other employee data as required e.g. organisational structure charts. To draft recruitment advertisements and job profiles, and assist with drafting job descriptions where required. To assist with the monthly payroll information report for approval by the Human Resources Manager or Director of Human Resources, as required. 6

7 Sickness Absence Monitoring To assist the HR Manager in monitoring and maintaining sickness absence records for the organisation including producing regular reports. To assist the HR Manager in organising occupational health referrals and workstation assessments. Employee Meetings and Hearings Conduct exit interviews for employees leaving HCPC. To organise one off/ annual events, as directed by the HR Manager e.g. Department Away Day. Project and Policy Work To support any project work and undertake research as requested by the HR Manager or Director of HR. General To support the delivery of all Human Resources related services to HCPC employees and Managers in accordance with the relevant policies and procedures in the HCPC Employee Handbook. To carry out the responsibilities of the post with due regard to the HCPC's Diversity Policy and to treat colleagues and other HCPC stakeholders with respect and dignity at all times. 7
