5 INTRODUCTION BACKGROUND The 0 Certified Organic Production Survey (COPS) includes all known farm operators who produce certified organic crops and/or livestock. The survey was conducted in all 0 States. The 0 COPS was conducted by the United States Department of Agriculture s (USDA) National Agricultural Statistics Service (NASS) in conjunction with USDA s Risk Management Agency (RMA). RMA intends to use the data to aid in improving insurance products for organic agriculture. The results of the 00 Organic Production Survey, the first organic production survey conducted by NASS, showed that certified and exempt organic farmers in the United States generated over $. billion in sales in 00. The average organic producer had sales of $, with average expenses of $,. The 00 Census of Agriculture showed that the average value of sales for all farmers was $,0 with average expenses of $0,. It is important that detailed, unbiased information is available to help determine the economic impact of organic production at the National and State levels. USES OF SURVEY DATA The 0 Certified Organic Production Survey provides acreage, production, and sales data for a variety of certified organic crops and inventory and sales data for selected certified organic livestock commodities. In addition, data for land in farms, participation in federal farm programs, and marketing practices on certified organic farms are included. Data from the 0 COPS provide industry with a reliable source of public information to use to justify research projects and fund requests to benefit producers. Producers can make informed decisions about the future of their organic farming operations. The data will help shape future decisions regarding farm policy, funding allocations, and availability of goods and services. AUTHORITY General authority for these data collection activities is granted under U.S. Code Title, Section 0 which specifies that "The Secretary of Agriculture shall procure and preserve all information concerning statistics... and shall distribute them among agriculturists." CERTIFIED ORGANIC FARM DEFINITION In 000, the National Organic Standards Board of the USDA established a national standard for the term organic. Organic food must be produced without the use of conventional pesticides, petroleumbased fertilizers, sewage sludgebased fertilizers, herbicides, pesticides, genetic engineering (biotechnology), antibiotics, growth hormones, or irradiation. Animals raised on an organic operation must be fed organic feed and given access to the outdoors. Land must have no prohibited substances applied to it for at least years before the harvest of an organic crop. The National Organic Standard became law on October, 00. The law states that all farms and handling operations that display the USDA Organic seal must be certified by a State or private agency that ensures the National Organics Standards are followed. Certifying agents are accredited by the USDA. Farms that follow the National Organic Standards and have less than $,000 in annual sales can be exempt from certification. These exempt farms can use the term organic but cannot use the USDA Organic seal. DATA COMPARABILITY The 0 COPS results reflect the industry as of the time the mail list was built and the 0 production year. Data users should allow for differences when comparing data between the 0 COPS and the 00 Organic Production Survey (also conducted by NASS). The 00 survey collected data for floriculture, Christmas trees, and mushrooms, while those commodities were excluded from the 0 0 Certified Organic Production Survey
6 survey. (Go to for the most recent certified organic mushroom data which are collected as part of the annual mushroom survey program.) In addition, the 00 survey collected data from certified and exempt organic operations while the 0 survey collected data only from certified organic operations. REFERENCE PERIOD Crops, livestock and poultry production, and marketing practices are measured for the calendar year 0. TABLES AND APPENDIX Tables through. The tables show data for certified organic farms at the U.S. and State level. Appendix. Provides information about data collection and data processing activities and discusses the statistical methodology used in conducting and evaluating the survey. It also includes definitions of specific terms and phrases used in this publication. Table A provides the counts by State of the final mail list and the response rates. In addition, facsimiles of the report form and instruction sheet used to collect data are included. RESPONDENT CONFIDENTIALITY In keeping with the provisions of Title of the United States Code, no data are published that would disclose information about the operations of an individual farm or ranch. All tabulated data are subjected to an extensive disclosure review prior to publication. Any tabulated item that identifies data reported by a respondent or allows a respondent s data to be accurately estimated or derived, was suppressed and coded with a D. However, the number of farms reporting an item is not considered confidential information and is provided even though other information is withheld.
