5 1 of Introduction Logan County has a significant share of employment in manufacturing compared to the state of Ohio (33% vs. 16%). Logan County has also been successful in developing a strong automotive industry cluster. These two facts on their own would be positive indicators for successful economic development. However, the reality is an increasing dependence on the automotive industry for local jobs while this industry is challenged with the current economic downturn. As recently as December, Honda (East Liberty Plant) has cut back production to only three days per week. November 2008 sales dropped 18%. The changing economic situation puts at risk many jobs in Logan County and motivates consideration of how to diversify the Logan County economy. As a result, Logan County leaders are seeking alternative industries to grow locally. Austin Consulting of Cleveland, OH and Chabin Concepts of Chico, CA were commissioned to complete a Target Industry Study to identify potential industries that could diversify the local economy. This report is the culmination of these research efforts. 1.1 What is a Target Industry Study? A Target Industry Study is an analytical method of identifying the best fit primary industries for Logan County thus benefitting from Logan County Assets while bringing the most value to the county in the form of investment, jobs, living wages and local purchasing. The resulting industry targets provide the Logan County Community Improvement Corporation (CIC) a means to focus the allocation of staff and resources. Although the Logan County CIC will facilitate services to companies representing all industry sectors, the target industries will be the focus for business attraction. This report contains: Review of methodology to identify target industries; Data on base industries and corresponding base occupations; Recommended target industries as a result of occupation matches, data screens and corporate location assessment; Geographic areas of greatest probability for recruiting the target industries; and Industry intelligence for each target industry cluster.
6 2 of Industry Selection Overview Logan County s industrial mix provides a unique opportunity for a target industry analysis. With a majority of the workforce employed in the automotive industry, a focus on the skills of the current workforce can provide the basis for our analysis. A traditional approach for a Target Industry Study evaluates business trends and likely would have resulted in a recommendation of the automotive industry based on that industry s historical growth in the region. However, for this research project, we worked backwards from Logan County s talent pool to identify opportune industries that also employ similar skill sets. This section of the report presents the methodology and data that leads to the final recommendations for target industries. 2.1 Methodology The methodology for the Logan County Target Industry Study involved five research and analysis steps to determine the recommended target industries: Step 1. Base Industries To determine the specific make up of the automotive cluster, we researched the base industries in automotive cluster using targets from Ohio Development Department Region 1, augmenting with additional related major industries in Logan County. 7 3 of 15 Step 2. Base Occupations The next step was to research the top occupations for the base industries of the automotive cluster. All of these occupations are among the top 20 occupations employed by these industries nationally. Potential Target Industries Using the national industry to occupation matrix from the Bureau of Labor Statistics, we identified other industries that use a significant number of workers in the base occupations (Figure 2). All of the potential target industries (shown in Figure 3) have at least 5 percent of their workforce in the base occupations. As the automotive cluster may decline, the county could support new industries that can take advantage of the existing skilled workforce. 12 8 of 15 Step 4. New Target Screening The potential target industries were further screened to find the best industries in terms of projected long term growth and high wage jobs. All of the recommended targets have average wages of $40,000 [or more] in Ohio and have projected national output and employment growth that exceeds the average for manufacturing industries. They also have manufacturing capacity utilization rates of 70 percent or higher nationally, which is a signal of near term potential for expansion. The target industries were further screened for projected annual output growth above 2.4 percent or projected employment growth above 1.1 percent which are the national averages for manufacturing industries. Because the list of potential industries did not meet both criteria for projected employment and output growth, and either/or screen was applied. Step 5. Corporate Location Assessment In addition, the potential list (Figure 4) was further screened based on the findings from the Corporate Location Assessment. See Appendix A for the complete assessment. The recommended target industries will be able to leverage Logan County s strengths and are not held back by the neutral and weak assessed findings. 2.2 Emerging Industries Emerging industries usually will not appear in business trend data because they are so new. Through the observations during the Corporate Location Assessment and Austin Consulting s experience with current industry activity for site location projects, the screened list of industries was augmented to include additional new industries of opportunity. The next section presents the outcome of the industry selection overview and final target industries for Logan County.
13 9 of Logan County Target Industries Based on our research and analysis of occupational data, Logan County s target industries align to three clusters: Fabricated Metal Products Manufacturing Machinery Manufacturing Electrical Equipment Manufacturing These clusters represent a sizeable number of industries that rely heavily on occupations similar to those used by the automotive cluster and that have projected industry growth nationally. These industries are the most likely targets for attraction for Logan County. The fourth industry cluster, Renewable Energy, was added to the list of recommended target industries based on growth opportunities for new technology in wind and solar products. The recommendation for this industry cluster was not determined through the methodology described in Section 2. 15 11 of Fabricated Metal Products Manufacturing As expected, fabricated metal parts are closely related in occupational skill sets to those that compose the automotive industry. In the list of recommended target industries for this cluster, the industries branch out into metal buildings, structural metal, plate work, metal windows and doors, as well as precision tuned manufacturing and bolts, nuts, screws, rivets and washer pieces. Many of the fabricated metal products cross over with solar module assembly and wind turbine parts manufacturing. Ohio High Point Career Center offers many training programs to support the skills needed for this cluster. A variety of industrially zoned sites in Logan County could house fabricated metal product companies. From agriculture and mining to construction and packaging machinery, this cluster ties into Ohio s strong industrial heritage. Additionally, a Logan facility has the opportunity to service growing equipment needs throughout the Mid west and Southern USA markets. Again the programs offered at Ohio Hi Point Career Center will be an asset to the Machinery Manufacturing cluster. Appropriately zoned sites and Ohio s incentives programs will help to support Logan County s attraction efforts for these industries. 16 12 of Electrical Equipment Manufacturing This cluster comprises energy and communications related wiring and devices, including the manufacturing of storage batteries, fiber optic cabling, current carrying wiring devices, other energy and communication wires as well as carbon and graphite products. Skills for electrical equipment manufacturing, although specialized, are strong in Logan County. The training at Ohio Hi Point Career Center is developing a pipeline of additional skilled workers. The local telecommunications provider runs fiber optic lines and employs a skilled workforce for this industry sector. There are many components that need to be manufactured for generation systems. With increasing political support at federal and state levels, this cluster is an emerging industry in its infancy in Ohio. Solar Surprising to many, Germany is the world leader in solar energy generation (and corresponding parts manufacturing) despite that country not having the most sunlight days in the world. Why Germany? Because of Germany s political will to support renewable energy and green development, the USA is behind but working to catch up quickly; the U.S. Senate Finance Committee last week approved some $31 billion in tax breaks and other incentives to boost alternative energy supplies and efficiency as part of the Obama administration's much bigger U.S. economic stimulus plan. According to Reuters, President Obama wants to double U.S. alternative energy output over three years. 2 Our domestic market is larger than Germany s and will be the largest market in the world for renewable energy. 17 13 of 15 Projected industry growth, worldwide, indicates that it will outstrip manufacturing capacity occurring in traditional industrial facilities where components are currently being made. Clean Edge and Co op America in a recent study, Utility Solar Assessment Study, calculated the required investment, in the United States alone, to reach ten percent energy sourcing from solar by the year 2025 to be in the range of $450 billion to $560 billion an average of $26 billion to $33 billion per year. The number of jobs in photovoltaics 3 (PV) will increase from 20,000 to 62,000 by 2015 [in the US]. Running counter to general economic trends, the largest portion of green business employment is in manufacturing. Eighty percent of these jobs are in manufacturing and the remaining 20% are in construction and installation. Within the solar sector, there are a variety of segments (shown in Figure 6), from silicon raw input to smart grid technology. Logan s solar targets involve manufacturing of modules and BOS components. Another target within solar is solar heating equipment, such as hot water tanks. Figure 6 Figure 3.2 illustrates the components of a flat plate photovoltaic module. 3 Solar and photovoltaic are often used interchangeably but definitions are not identical. Solar is the technology of converting sunlight into electricity by using photovoltaic cells. Photovoltaic (PV) is the production of voltage by exposure to radiant energy (i.e. light)
18 14 of 15 Typical Company Profile PV Module Assembly Solarbuzz is a leading international industry resource and published the following description for typical module assembly plants. Equipment Capital Cost: $0.5M to $5M. Jobs: range, dependent on level of automation. Development Timeline: Six to nine months from site location decision; constructing a new building would change the timeline to be operational in twelve to eighteen months. Wind In 2008, the US surpassed Germany as the leader in wind energy production. According to Reuters, global wind power production reached 121 GW at the end of 2008, growing by about 29 percent. New U.S. wind projects accounted for about 42 percent of the country's total new power producing capacity added last year, reported by the Global Wind Energy County, underlining its challenge to more traditional forms of power generation, including coal and natural gas. 4 Building on Logan County s manufacturing history; you are positioned to take advantage of the economic development opportunities associated with wind. Targets within this sector are the manufacturing of wind turbines, turbine generators and related turbine replacement parts. According to the Ohio Wind Working Group, wind generated $250 million in revenue, creating a total of 1,700 direct and indirect jobs in the Ohio (2006). Logan is able to tap into many coalitions and resource groups in Ohio. Training programs for green collar jobs are being created and expanding in the state s educational system. Fifteen of Ohio s higher educational institutions have formed the University Clean Energy Alliance of Ohio (UCEAO) partnership to work together on the discovery, development, and commercialization of energyrelated technology and the implementation of new energy curriculum. 19 15 of Reference Materials More in depth industry intelligence is provided in the appendix, including: Industry profiles; A list of occupations for each target industry cluster; Location factors of importance for each industry; An extensive list of source geographies; and Resource websites and industry associations. It is strongly encouraged for CIC staff to study the target industries in order to gain a better understanding of industry needs. The result will be the ability to prepare more competitive proposals, effective marketing materials and crafting a compelling business case that matches Logan County s assets to the prioritized needs of the target industries.
