1 Scoping Study on intra-asean value chain cooperation and trade in energy efficiency and renewable energy technologies First Regional Stakeholders Consultation Workshop Tuesday 30 August 2016, Eastin Grand Hotel Sathorn, Bangkok, Thailand 1. Background: As detailed in the ASEAN Economic Community Blueprint, ASEAN s plans for the establishment of the ASEAN Economic Community (AEC) encompasses strengthened cooperation on trade and energy 1. In line with these plans, the International Copper Association (ICA) and the United Nations Environment Programme (UNEP) have launched in February 2016 a scoping study on intra-asean value chain cooperation and trade in energy efficiency and renewable energy technologies. The study focuses on seven technologies. The selection of the technologies has been carried out based on the following key criteria applied from an ASEAN regional perspective: Present and future equipment-specific electricity consumption Perceived potential for savings / GHG emissions reduction Potential increase in technology utilization Potential for significant production / value chain contribution from ASEAN countries The seven technologies finally selected for assessment by the study are as follows: Room air conditioners Refrigerators Distribution transformers Electric motors Lighting Solar PV Solar thermal (water heaters) 1 Source: ASEAN Economic Blueprint. 2 The study will notably investigate pathways and opportunities for: (i) Tariff reduction/removal for the targeted technologies and related equipment (ii) Integration of intra-asean value chains for these technologies (iii) Harmonization of standards and adoption of regional policy roadmaps The intended timeline of the study is as follows: 2. Specific objectives of the consultation workshop This first stakeholders consultation workshop aims to: Provide a formal introduction to the study Facilitate future cooperation and collaboration with strategic stakeholders Present the findings of the draft report Collect comments to finalize the draft report Collect feedback for the preparation of policy recommendations 3. 4 Time Agenda item Speaker / Facilitator Session 4: Report and recommendations Presentation of outcomes of break-out sessions (10 min each) By each Rapporteur 16:15-16:45 Panel discussion: how to increase intra-asean value chain cooperation and trade in energy efficiency and renewable energy technologies Panelists: Rapporteurs from break-out sessions, Moderated by UNEP 16:45-17:00 Closing remarks Chair/UNEP 18:00 Cocktail reception Objectives of the break-out session: The break-out session aims to: Gather participants views on the barriers and issues to be addressed, notably with regards to increasing intra-asean value chain cooperation and trade in renewable energy and energy efficiency technologies Stimulate discussion and brainstorming to identify potential options and opportunities to address the issues and barriers Plan the way forward Methodological approach: There will be a single break-out session with parallel working groups. Prior to this session, the organizers (ICA, UNEP) will organize the participants into breakout groups. For each group, the organizers will designate a Rapporteur, who will lead the discussions of the group and present the group findings in the following plenary session. The composition of the break-out groups will be balanced to include energy efficiency, renewable energy and trade specialists/policy makers. Representatives of ICA, UNEP, and P.T. Castlerock Consulting will act as facilitators and support the rapporteurs in taking notes. At the end of the break-out session, the organizers will review the outcomes with the Rapporteurs in a separate discussion during the afternoon tea break. At the end of the break, Rapporteurs will present the results during a final plenary session. A panel discussion, moderated by UNEP, will follow in which Rapporteurs will discuss and compare potential ways forward.

Profile of expected participants Participants of the first stakeholders consultation workshop will have the following profiles: Types of organizations ASEAN Secretariat, ASEAN Center for Energy ASEAN Member States representatives for energy efficiency policy ASEAN Member States representatives for renewable energy policy National ASEAN ministries of trade and related agencies Representatives of international organizations working on trade and sustainable energy Industry representatives (industry associations, manufacturers) Number of representatives invited 1-2 Representatives 1 Representative per country 1 Representative per country 1-2 Representatives per country 1 Representative per organization 10 participants In total, a minimum of Delegates is expected to attend the workshop. 5. Expected outcomes The first stakeholders consultation workshop will facilitate the drafting of policy recommendations for the promotion of energy efficiency and renewable energy in ASEAN. These policy recommendations will be reviewed during the second stakeholders consultation workshop to take place in Oct-Nov The final report, including the policy recommendations, will be addressed to ASEAN Member States through the ASEAN SHINE Steering Committee. Following the approval of the policy recommendations, regional policy roadmaps will be prepared under the direction of ASEAN Members States within the framework of the ASEAN SHINE program.
