1 JOB ANALYSIS NORWIN SCHOOL DISTRICT JOB DESCRIPTION Under the supervision of the Director of Facilities and Property Services, the Supervisor will provide students, staff, and community with a safe, clean and well-maintained environment that is conducive to learning. The Supervisor will provide strategic planning, general management, professional direction and leadership for all facilities including custodial services, operations and fiscal accountability for the Norwin K-12 main campus, stadium complex, and District elementary schools. The Supervisor will also serve as District Energy Manager, providing accountability for energy consumption in the Norwin School District by developing and monitoring the District s energy management program and implementing conservation measures to reduce utility consumption. ESSENTIAL FUNCTIONS: 1. Supervises, manages, and provides input to building principals regarding the evaluation of second and third shift custodial employees. Performs nightly walk-throughs of all work areas in each building, and performs a minimum of quarterly inspections for all custodians work areas to complete custodial inspection reports. Provides specific feedback to the building principals for the shared responsibility of supervising and evaluating second and third-shift custodians. 2. Supervises, manages and evaluates security employees. 3. Assists in the development of the summer work schedule in cooperation with the Director of Facilities and Property Services. 4. Plans and implements programs and scheduling needs for custodial and security employees. 5. Keeps administration informed of all operations. 6. Works closely with department personnel, administrators and building principals to coordinate the programs of operation. 7. Coordinates the necessary custodial and security equipment and supply needs for each building. 8. Works cooperatively with the Director of Facilities and Property Services. 9. Maintains regular, ongoing communications to ensure cost-effective and efficient facilities operations. 10. Assists in the management of snow plowing operations.
2 JOB DESCRIPTION, CONTINUED Page 2 of Coordinates the maintenance of records on personnel, purchasing, building data, building sites, and inventory of supplies and material. 12. Creates staff development plans for custodial and security employees and actively participates in the training for Department groups. This program must be approved by the Director of Facilities and Property Services. 13. Works with Administration for recruitment of staff. 14. Coordinates the efficient scheduling and staffing of facilities for scheduled events in conjunction with the building principals for the judicious authorization of custodial overtime hours. 15. Evaluates work schedules quarterly, and maintains employee work assignment areas, to ensure the best operation for the system. 16. Keeps abreast of the procedures and changes in equipment and technical data to ensure a quality operation. 17. Supervises safety, working conditions, and other OSHA-related requirements of the custodial and security staff. 18. Approves requests for housekeeping, chemical and cleaning supplies. 19. Under the supervision of the Director of Facilities and Property Services, develops and manages the Custodial Services budget as required for an efficient and cost-effective operation. 20. Inspects the buildings, grounds and other facilities of the District and confers with building principals to ensure proper appearance and standards of workmanship, materials and equipment. 21. Responds to District emergency calls as determined by the Director of Facilities and Property Services, and/or the Coordinator of Safe Schools, and works with Administration to establish emergency, evacuation and fire procedures. 22. Completes custodial and security tasks necessary to keep District schools safe and clean for student, staff, and community use. 23. Works outside the assigned shift a minimum of four (4) times each month to ensure proper supervision of employees and their work. 24. Ensures proper administration and enforcement of provisions within collective bargaining agreements. 25. Ensures proper adherence to District policy and procedures, and ensures proper adherence to applicable contract language that is in effect for the District. 26. Accepts all other responsibilities as assigned by the Director of Facilities and Property Services. The District reserves the right to add or change duties at any time.
3 JOB DESCRIPTION, CONTINUED Page 3 of 7 PROFESSIONAL QUALIFICATIONS Requirements for the position of Supervisor of Energy Conservation and Custodial Services include: Associate degree, or five years experience in supervising custodial/maintenance staff, custodial services, facilities operations and management. Bachelor s degree preferred. Experience in the supervision of employees. Ability to plan, organize and coordinate operational activities. Experience in use of computer and software, including Microsoft Office and Excel. Knowledge of HVAC, plumbing, electrical, carpentry and snow plowing operations. Ability to work cooperatively with other supervisory personnel to provide a consistent focus to ensure efficient and cost-effective operations. Strong oral and written communication skills, and strong problem-solving skills. Demonstrated knowledge and application of effective custodial and security services principles, practices and trends. Experience in school maintenance, construction, and renovation preferred. Experience in working with union employees and contracts preferred. Ability to perform the above responsibilities at a high level. ESSENTIAL FUNCTIONS: District Energy Manager Administration and Record Keeping 27. Serves as District representative at management-level meetings, seminars, and conferences relating to energy use and conservation. 28. Works collaboratively with the Director of Facilities and Property Services on alternate energy sources, consumption and general energy conservation measures. 29. Develops and maintains contact with federal and state agencies. Monitors state and national energy policy trends.
4 JOB DESCRIPTION, CONTINUED Page 4 of Provides input for contractual support activities (capital projects) related to energy management and the purchase of any products that affect energy consumption. 31. Prepares energy requirement estimates and budget allotments for District facilities and develops procedures for efficient utilization of energy sources. Maintains all energy and water consumption records and data. 32. Maintains records of federal energy conservation grants received by the District. 33. Ensures proper adherence to District policy and procedures, and ensures proper adherence to applicable contract language that is in effect for the District. Accountability and Reporting 34. Reports status of District energy consumption to Director of Business Affairs at least once monthly. Reports quarterly to the Board of School Directors. 35. Communicates with principals and custodial staff concerning building energy consumption. 36. Reports safety hazards to the District s Workplace Safety Committee. Implementation and Compliance 37. Performs walk-through audits of all District facilities to ensure operating efficiency, optimum educational environment and compliance with the District s energy policy. 38. Coordinates usage of facilities and ensures proper space utilization consistent with energy conservation. 39. Reviews weekday, weekend, holiday, and summer shutdown checklists for District buildings. Implements night setback program for District buildings on weeknights, weekends, holidays, and summer recess. 40. Organizes meter reading program for building principal or custodian to coincide with readings by utility companies. 41. Verifies proper utility rate schedule and monitors utility billing for District. 42. Ensures District participation in energy rebate programs. 43. Interacts with outside consultants and agencies regarding energy consumption and conservation.
5 JOB DESCRIPTION, CONTINUED Page 5 of 7 Publicity and District Involvement 44. Establishes program to promote energy conservation through positive feedback to all levels of the District. Involves all District personnel and students in taking ownership for success of energy management program. 45. Utilizes media opportunities to promote success of District energy management program. Energy Management Systems 46. Works cooperatively with the Director of Facilities and Property Services and HVAC maintenance technician for the installation and/or repair of energy management systems; maintains wiring and installation diagrams of systems. 47. Reviews the design, maintenance, and update of programming for computerized energy management system. 48. Works cooperatively with building and maintenance personnel on proper operation of systems and equipment. Attends all scheduled in-services on energy management systems. 49. Accepts all other responsibilities as assigned by the Director of Facilities and Property Services. The District reserves the right to add or change duties at any time. PROFESSIONAL QUALIFICATIONS Qualifications for the position of Energy Manager include: Minimum three years of classroom, administrative or other professional experience. Current Pennsylvania administrative or teaching certification or at least three years experience as a facilities manager, including the area of energy management. Ability to perform the above responsibilities at a high level. COGNITIVE ABILITIES Ability to establish and maintain rapport with staff, business associates, and general community. Ability to work on multiple tasks and prioritize appropriately. Ability to recognize areas of concern relating to custodial and security services issues and propose or recommend appropriate solutions to problems. Ability to communicate effectively.

REPORTS TO Director of Facilities and Property Services. POSITION REQUIREMENTS Physical Demands: Frequent travel to School District offices, buildings, classroom and grounds. Frequent traversing throughout various buildings. Sitting for extended periods. Standing for periods of time. Moderate lifting from pounds. Some moving of various items - up to 30 pounds. Manual dexterity to use office equipment. Repetitive operation of computer keyboard. Sensory Abilities: Ability to communicate effectively in all aspects of the job. Work Environment: Generally, some office setting year round. Temperament: Ability to work as a leader, coordinator and a member of a team. Must be courteous and able to effectively manage job responsibilities. Must be cooperative, congenial, service oriented, and promote these qualities. Ability to use computer technology efficiently including word processing, presentation/webpage software, PowerPoint and Excel software applications. Ability to appropriately handle confidential information in accordance with District policies. Ability to use technology for group meetings, presentations (i.e. overhead, document camera, projector and video equipment). Driver s License: Must have a valid PA driver s license. Clearances: Every employee must submit an Arrest/Conviction Report and Certification Form as required under Pennsylvania Act 24 of 2011, Act 34 (Criminal Record Check), Act 151 (Child Abuse History Check), FBI (Federal Bureau of Investigation) Criminal History Check, and Act 126 Child Abuse Recognition and Reporting Training. As per Act 15 of 2015, all clearances must be renewed every five (5) years. Also, as of December 22, 2014, Act 168 of 2014 requires all newly hired employees to provide the District with the Sexual Misconduct/Abuse Disclosure Release Form for all former employers in which they had direct contact with children and any current employer/s. A pre-employment drug testing will be required upon offer of employment. The District may not hire any applicant for a position until the employment history review process has been completed. TERMS OF EMPLOYMENT Twelve-month position. Salary and benefits will be in accordance with the Act 93 Agreement. EVALUATION Performance will be evaluated annually by the Director of Facilities and Property Services in accordance with the provisions of Policy on Evaluation of Administrative Personnel, as amended. Approved by Administration and provided to the Board of School Directors on September 19, 2011; updated Clearances Section January, 2016.
