2 THE COMMUNITY The City of Redding, a dynamic community with a population over 90,000, is located at the north end of the Sacramento Valley, 150 miles north of Sacramento. As the center of trade and commerce for the upstate region of northern California, Redding is the largest city north of Sacramento and is strategically located on Interstate 5 equidistant between Seattle and Los Angeles. Redding has a superb climate with moderate springs and falls, sunny summers with low humidity, and mild winters. Warm weather signals the start of after work and weekend trips to the local lakes, Shasta and Whiskeytown, as well as the Sacramento River. Snow decorates nearby Mt. Shasta and Mt. Lassen year round. Snow skiing, sledding and other winter sports are abundant within a short drive. A twenty-eight mile paved trail along the Sacramento River, over 100 miles of mountain biking single track trails, the Sundial Bridge, numerous community parks, nearby Whiskeytown National Recreation Area, a world class museum and arboretum complex, and continuous community events provide for a healthy environment in which to live and work. The community offers an impressive complement of housing in all areas and housing types: riverfront, mountain view, country acreage, and traditional subdivision. The median home price is well below the statewide average. Redding has excellent schools. Shasta Community College, Simpson University and National University provide advanced educational opportunities. Chico State University is located only 70 miles south of Redding, and offers extension courses in Redding. With veteran s medical services, two major hospitals, and a number of specialized hospitals, Redding offers big city medical facilities. THE ORGANIZATION Established in 1887, Redding is a General Law city operating under a Council-Management form of government. Five council members, elected at large, serving staggered terms, appoint the City Manager and City Attorney. The City Clerk and City Treasurer are elected. Redding is proud of its excellent, supportive City Council and the dynamic and dedicated management team. The City Council, City Manager and city staff take pride in working in partnership with an active and involved citizenry to continually improve the community within the framework of clearly articulated vision and mission. The City of Redding is fortunate to have a top-quality workforce that includes over 750 full-time and more than 350 part-time employees that help make the City Council and community visions a reality. City Manager, Kurt Starman, and his senior staff guide this dedicated workforce. Redding s financial footing is secure with a total fiscal year budget of approximately $293 million and a General Fund budget of
3 approximately $73.5 million. The General Fund provides most of the City s core services including public safety, street maintenance, parks and recreation programming. Every fund has a long range financial plan. THE POSITION The City of Redding is establishing an eligibility list in the Environmental Management Division of the Public Works Department. This list will be used to fill subsequent vacancies that occur during the life of the list. The Environmental Compliance Manager, under general direction: helps ensure compliance with federal, state, and local environmental laws, regulations, and policies in the development and delivery of the City s extensive capital improvement program as well as the day to day operations of the Public Works Department; manages the City's Storm Water Management Program, including industrial, construction, and municipal activities and operations within the City; and supervises staff. The Environmental Compliance Manager makes decisions regarding the appropriate type of environmental documentation and procedures for public and private projects in concert with the Public Works Director and others as appropriate, and performs related duties as required. This is a classification performing highly specialized and technical functions on a City wide basis. An incumbent in this job class must plan, develop, direct, and manage programs and projects to ensure compliance with a variety of environmental guidelines, laws and regulations. This job class requires in-depth knowledge of storm water management and environmental compliance principles and the federal, state, and local laws, regulations, and guidelines that govern them. This job class also requires a strong technical and scientific background to analyze and interpret pertinent data and documentation as well as to communicate with specialized consultants and governmental/enforcement agencies. The following are duties performed by employee in this classification. However, employee may perform other related duties. Not all duties listed are necessarily performed by each individual in the classification. Manage and/or prepare categorical exemptions/exclusions, initial studies, negative declarations, environmental assessments, draft and final environmental impact reports/statements, and other environmental documents, pursuant to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) for City projects; prepare environmental documents, reports, and other supporting documentation required by Caltrans, Federal Highway Administration, and the Federal Aviation Administration; prepare environmental permit applications for the U.S. Army Corps of Engineers, California Department of Fish and Wildlife, California Reclamation Board, State Lands Commission; and Regional Water Quality Control Board; perform and/or obtain and manage any needed technical studies in support of environmental documentation; provide notification to the State Historic Preservation Office, and prepare other environmental permits and approvals; perform legislative review and advocacy activities on various environmental and compliance issues as assigned; analyze impacts, prepare position statements and/or backup documentation, and make recommendations upon request; represent the City and its departments to outside agencies and organizations; participate in community and professional groups and committees; act as a technical and professional resource providing support and assistance reflective of the City s concerns and interests; build and maintain positive working relationships with co-workers and other City employees, outside environmental agencies, and the public using principles of positive customer service and communication skills; manage the Storm Water Management Program and staff to ensure compliance with National Pollutant Discharge Elimination System (NPDES) permits for City and private projects, including the Industrial, Construction, and Municipal Separate Storm Sewer System (MS4) General permits; review erosion control plans and monitor construction sites for erosion, sedimentation, wildlife and vegetation impacts; work closely with construction inspectors and contractors to ensure storm water compliance and environmental issues are managed properly and effectively; manage habitat restoration projects including
4 marsh, riparian woodland, oak woodland, and vernal pool restoration projects and conservation areas owned by the City; disseminate information on changes in environmental regulations to Project Managers of departments with capital projects; prepare Council communications, staff reports, and general informational memos on CEQA, NEPA, Clean Water Act, and permit compliance; provide technical and specialized support to various City departments regarding storm water and environmental compliance issues; collect, monitor, and analyze data; document findings; prepare technical reports and recommendations; assist citizens with environmental issue complaints relating to City projects; negotiate mitigation requirements with federal and state agencies related to NEPA, CEQA, state and federal Endangered Species Acts, Clean Water Act, and agency permit regulations; review consultant proposals and interview consultants for environmental projects; prepare Requests for Proposal (RFPs) to recruit consultants to perform various environmental tasks; manage consultant contracts as required by City, state, and federal requirements; and develop community outreach and training opportunities to promote environmental education and awareness. QUALIFICATIONS Knowledge of: Principles and practices of environmental compliance, planning and development, ecology, biology, threatened and endangered species, and resource restoration; federal, State, and local laws, rules, and regulations that govern environmental planning and management; storm water management laws and regulations; contract administration principles; construction practices and methods, including access and staging requirements; methods of evaluating environmental impacts; resource impact mitigation and monitoring methods and principles; budget management, principles, and practices; and modern office methods, practices, procedures, and computer equipment operation. Ability to: Interpret and apply federal, state and local policies, procedures, laws, and regulations; prepare, coordinate, and review environmental studies, reports, and documents in a timely manner; interpret and review construction plans and specifications; gather, analyze, and present technical data to coworkers and the general public; work effectively as a member of an interdisciplinary team; represent the City at various meetings involving the public, public agencies, and advocacy groups; and negotiate and develop contracts and agreements. On a continuous basis: Know and understand all aspects of the job; analyze program budget and technical reports; know, understand and interpret department/program policies, procedures, rules, codes and related laws; analyze and solve program and/or technical problems/issues and take appropriate corrective action; observe and evaluate consultant program performance; develop and explain department policies and procedures; sit at desk or in meetings for long periods of time; use a personal computer proficiently; communicate effectively using written and verbal skills. Intermittently: Twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; talk, see and hear with sufficient acuity to successfully perform all aspects of the job; use telephone, computer and communicate through written means. Working Conditions: On a continuous basis, work both indoors in an office environment and outdoors throughout the year; intermittently, travel in vehicle; may be exposed to dust, noise, slippery or uneven surfaces, electric energy, machinery, moving objects and other vehicles while in the field; may be exposed to varying climates and temperatures while performing duties in the field. Education & Experience: Any combination of training and experience equivalent to a bachelor s degree from an accredited college or university with major course work in environmental science, environmental engineering, biology, geology, hydrology, engineering or a closely related field and at least four (4) years of
5 increasingly responsible experience in managing environmental compliance programs for a public agency or private firm to include significant experience of demonstrated supervisory and/or project management responsibility. Special Requirements: Possession of the appropriate California driver s license, or the ability to acquire one within ten days of appointment. COMPENSATION & BENEFITS The City of Redding offers a competitive salary and compensation package. The base salary range for this position is up to $104, annually DOQ. The benefits package includes: Retirement: CalPERS The City does not participate in Social Security. Health, dental, and vision: plans for employee and dependents (90 percent of premium paid by City). Vacation: accrual at the rate of two weeks per year up to the fourth year of service. Accrual rate increases thereafter based on tenure. Holidays: 13 ½ holidays annually, nine and a half fixed holidays, four floating holidays. Administrative leave: up to 80 hours annually. Sick leave: accrual at the rate of 12 days annually, with 10 plus years, eligible sick leave transfers to Retiree Health Savings Plan on pre-tax basis upon retirement, remaining sick leave converts to service credit through CalPERS. Life insurance: equal to two times annual salary for employee and $3,000 for each dependent. Long-term disability insurance. Deferred Compensation: 457 plan available for employee contribution. Supplemental insurance: AFLAC plans available at employee expense on a pre-tax basis. Credit Unions available.
