2 2.1 District Level & County Summary of the Index of Multiple Deprivation 2004 Five district level summary measures were developed to compare each of the county council and unitary authorities (section 2.2) and district authorities (section 2.3). The ODPM suggests that there is no best way of describing or comparing England s 354 districts but provides the following 5 measures. Average Is the population weighted average of the combined scores for the Super Output Areas in a district or authority. Average Is the population weighted average of the combined ranks for the Super Output Areas in a district or authority. Extent Is the proportion of a districts population living in the most deprived Super Output Areas in the Country. The Average and Average measures in section 2.2 show that Essex compares favourably amongst other county councils and unitary authorities around England, ranking 121 out of 149 authorities. This places Essex within the 20% of the least deprived county councils and unitary authorities in England. Southend-on-Sea and Thurrock ranked 80 and 84 respectively out of 149 authorities, which places them just inside the top 50% of the least deprived authorities. The Average and Average measures in section 2.3 show that within Essex, it is only Uttlesford that is less deprived than Chelmsford Borough. This ranks Chelmsford within the 10% least deprived authorities in the England. Five of the nine Essex authorities are within the 25% least deprived authorities in England. The SOA s have been designed to provide better statistical comparisons between SOA s as they are of a more consistent size and population. For example, currently in Chelmsford Borough the wards vary considerably from 2,695 people in Chelmsford Rural West to 8,999 in. The SOA s have been developed from the existing ward boundaries with each ward typically having between four and six SOA s within it. Each SOA has a minimum size of 1,000 residents and 400 households, but averages 1,500 residents. In total there are 104 SOA s in Chelmsford Borough and 1,065 in Essex. The SOA boundaries are built for statistical geography only and therefore, do not represent local communities The Index of Multiple Deprivation 2004 Domains The concept of multiple deprivation is based upon the idea of distinct dimensions of deprivation, which can be measured separately. The Index of Multiple Deprivation contains seven domains of deprivation with each domain containing very specific indicators for that purpose. 4 2.5.3 Income Deprivation Domain This domain aims to identify the proportion of the population experiencing income deprivation in an area. The following indices were used to derive a score. Adults and children in Income Support Households (2001) Adults and children in Income Based Job Seekers Allowance households (2001) Adults and children in Working Families Tax Credit households (excluding housing benefits) is below 60% of median before housing costs (2001) Adults and children in Disabled Person s Tax Credit household s whose equalised income (excluding housing benefits) is below 60% of median before housing costs (2001) National Asylum Support Service supported seekers in England in receipt of subsistence only and accommodation. The indicators fall into two sub-domains (i) Geographical Barriers and (ii) Wider Barriers, which includes issues such as access to housing and affordability. Essex Within the analysis, Chelmsford has been ranked by the deprivation results of other districts within Essex. Chelmsford has very low levels of deprivation but there are pockets. There are just 5 SOAs out of a total of 104 Borough-wide that are ranked as being within the 25% most deprived SOAs in Essex. Furthermore, only 18 SOAs feature in the top 50% most deprived SOAs in Essex. This equates to just 17% of Chelmsford Borough s SOAs being present within Essex s top 50% most deprived SOAs. Of the five SOAs ranked in the 25% most deprived SOAs in Essex, three are located in north-west Chelmsford, creating a large pocket of deprivation. These SOAs are located in the wards of Marconi, and respectively. There are also pockets of deprivation in Great Baddow East and Waterhouse Farm. Please note that no ward has more than one SOA in the 25% most deprived in Essex. The worst ranked SOA in Chelmsford Borough is Marconi [E ] and incidentally the only SOA that ranks in the top 10% most deprived wards in Essex. In total there are 61 SOAs Borough-wide ranked as being in the 25% least deprived SOAs in Essex and 86 SOAs in the 50% least deprived SOAs in Essex. Thus, 83% of SOAs in Chelmsford Borough are ranked as being in the 50% least deprived SOAs in Essex. The highest ranked SOA in Chelmsford Borough is St Andrews [E ] which ranks in the top 0.5% least deprived SOAs in Essex. Notice that has the least deprived ward in the Borough and the second most deprived SOA in the Borough. Writtle [E ] is also ranked as being in the top 0.5% least deprived SOAs in Essex. Chelmsford Borough has 41 SOAs in the top 10% least deprived SOAs in England. This equates to two-fifths of the Boroughs SOAs being within in the top 10% least deprived SOAs in England. There are more pockets of Income Deprivation within Chelmsford than when compared to the overall the Index of Multiple Deprivation In total there are 9 Super Output Areas (SOA) ranked as being within the 25% most Income deprived SOAs in Essex and 29 SOAs ranked as being within 50% most Income deprived SOAs in Essex. Four of the nine SOAs ranked as being within in the 25% most Income deprived SOAs in Essex are located in northwest Chelmsford Borough and cross three ward boundaries, creating a large area of Income Deprivation. The wards of and Great Baddow East both have two SOAs that are within the 25% most Income deprived SOAs in Essex., Marconi, Waterhouse Farm, Writtle and Galleywood all have one SOA that is within the 25% most Income deprived SOAs in Essex. The worst ranked SOA in Chelmsford Borough is Marconi [E ] which ranks in the top 5% most Income Deprived SOA in Essex, top 2% most Income Deprived SOA in the and top 10% most Income Deprived SOA in England. There are 53 SOAs in Chelmsford Borough ranked as being within the 25% least Income deprived SOAs in Essex and 75 SOAs in the 50% least Income deprived SOAs in Essex. 72% of Chelmsford SOAs are thus ranked as being in the 50% least Income deprived SOAs in Essex. The highest ranked SOA in Chelmsford Borough is Little Baddow, Danbury and Sandon [E ] which ranks in the top 1% least Income Deprived SOAs in Essex and also is within the top 2% least Income Deprived SOAs in England. [E ] also ranks in the top 1% least Income Deprived SOAs in Essex. Notably though, the ward has the 2 nd least Income Deprived SOA in Chelmsford and the 4 th most Income Deprived SOA (see table 2.2). There are 24 Chelmsford Borough SOAs in the top 10% least Income Deprived SOAs in England and 81 SOAs in the top 50% least Income Deprived. Chelmsford Borough has just 23 SOAs in the 50% most deprived SOAs in England. The level of deprivation within this domain is more widespread than the overall Index of Multiple Deprivation. There are 8 Super Output Areas (SOA) that are ranked within the 25% most deprived SOAs in employment terms in Essex and 20 in the 50% most deprived SOAs in employment terms in Essex. Less than a fifth of Chelmsford Borough SOAs are ranked in 50% most deprived SOAs in employment terms in Essex. North-west Chelmsford contains five of the eight SOAs that are ranked 25% most deprived for employment in Essex. St Andrews and have 2 SOAs that are ranked 25 % most deprived for employment terms in Essex. The fifth SOA in north-west Chelmsford is Marconi [E ] and is the worst ranked SOA in Chelmsford. This SOA is ranked in the top 10% most deprived for employment in Essex and and is the only Chelmsford SOA ranked in 25% most deprived in employment terms in England. Waterhouse Farm, Great Baddow East and Rettendon and Runwell all have one SOA ranked in 25% most deprived in employment terms in Essex. 81% of Chelmsford SOAs are ranked within 50% least deprived in employment terms in Essex. There are four SOAs in Chelmsford Borough that are ranked within the top 1% least deprived for employment in Essex and top 2% in England. These are (in order) Little Baddow, Danbury and Sandon [E ]; Chelmer Village and Beaulieu Park [E ]; [E ]; and Writtle [E ]. There are 38 Chelmsford Borough SOAs in the top 10% least deprived SOAs in employment terms in England, which accounts for a third of the Borough s SOAs. There are 20 Borough-wide SOAs in the 50% most deprived SOAs in employment terms in England. Less than a fifth of Chelmsford SOAs are thus within the 50% most deprived SOAs in employment terms in England. Generally, Chelmsford Borough fairs well with this domain but there is a large pocket of health deprivation within northwest Chelmsford. Borough-wide there are just 7 Super Output Areas (SOAs) in the 25% most deprived SOAs for health and disability in Essex and 16 in the 50% most deprived SOAs. Five of the seven SOAs ranked in the 25% most deprived SOAs for health and disability in Essex are located in northwest Chelmsford Borough. and Marconi wards both have two SOAs in the 25% most deprived for health and disability deprivation in Essex, whilst has one. Waterhouse Farm and Rettendon and Runwell also contain one SOA in the 25% most deprived SOAs for health and disability in Essex. There are as many as 65 SOAs for Chelmsford Borough that fall within the in the 25% least deprived SOAs in health and disability terms in Essex. In total 88 of Chelmsford Borough s 104 SOAs are ranked as being in the 50% least deprived SOAs in health and disability in Essex. This equates to 85% of Chelmsford SOAs being within the 25% least deprived SOAs for health and disability in Essex, suggesting a healthy population. At a national level, Chelmsford Borough performs very well with 42, that s two-fifths of SOAs in the Borough featuring in the 10% least deprived for health and disability in England. Three Chelmsford Borough SOAs for ranked with the top 1% least SOAs deprived for health and disability in England. These SOAs are Boreham and the Leighs [E ]; Little Baddow, Danbury and Sandon [E ]; and Writtle [E ]. There are just 7 SOAs in Chelmsford Borough that fall within the 50% most deprived SOAs in England for health and disability Regionally, Chelmsford Borough fairs less well with 21 SOAs ranked as being within the 50% most deprived SOAs for health and disability in the. More worryingly though is that four of those SOAs feature in the regions 15% most deprived SOAs for health and disability. These wards are (in ascending order) are [E ]; [E ]; Marconi [E ; and Waterhouse Farm [E ]. There are however, 25 Chelmsford Borough SOAs ranked as being within the 10% least deprived SOAs in the East of England for health and disability. Page 76

This is a domain were Chelmsford Borough scored very well Borough-wide. There are just three SOAs in Chelmsford that are ranked in the 25% most deprived in Essex for education, skills and training and 15 SOAs in the 50% most deprived in Essex. North-west Chelmsford has a large pocket of education, skills and training deprivation with 7 SOAs in the 50% most deprived in Essex for education, skills and training.
