5 Transitioning to Renewables Given relatively high level of skills required, and urgent demand to fill occupations, the sector is often faced with a shortage of adequate skills to successfully complete projects. Currently, most companies are recruiting experienced individuals with comparable skillsets and then providing job specific training. This strategy is costly and risky for a sector which faces dramatic increases in human resource requirements.

11 Current Knowledge Gaps Seeing a particular need not only for engineers and technicians, but also for specialized individuals within financial institutions who can adequately understand and review proposals for renewable energy developments. 13 Policy Recommendations: Strategic planning for skill needs, education and training The policy and regulatory environment has a significant influence on the number of renewable energy jobs available and required supply of skills. Countries that experience sudden changes in policy (either the enactment or removal of policy) typically experience either a shortage of adequate skills or an oversupply of labour. Need for stable and long-term renewable energy policy to support skills development and well planned education and training strategies. Both quantitative and qualitative research is necessary to effectively project skills needs and target areas for training and skill development.

14 Policy Recommendations: Standardisation and Accreditation of Qualifications Harmonised curricula and qualifications across countries can be helpful for reducing the time needed to react to market signals, easing company s workforce selection, and facilitating mobility of students and workers. Common quality standards make it possible to evaluate training programmes in an accreditation process against a set of defined requirements for competency, quality management, required resources and qualification.

16 Best Practices BZEE Global Training Initiative Designed to provide services to growing wind energy markets. The BZEE support package for developing wind markets comprises a condensed train-the-trainer programme, assistance in managing learning outputs, support in designing training workshops. The partnership currently includes 29 wind energy training centres in 12 countries.

17 Best Practices Intelligent Energy Europe BUILD-UP Skills Aims to set up national qualification platforms and roadmaps to train craftspeople, construction workers and systems installers in the building sector Also helps to introduce new qualification and training schemes based on the roadmaps that are developed.

18 Educating the next generation Education is a field based widely on the consensus between various public and private stakeholders, making it difficult for governments to simply mandate actions. One area where policy makers have a comparatively strong say in defining educational content is in primary and secondary education.
