1 Programme Summary: BELARUS: Combatting Trafficking in Human Beings: Prevention and Reintegration Assistance The deteriorated economic situation in Belarus is a basis for human flourishing. Even though Belarus does not hold a leading place in the list of countries of origin, every year a number of women trafficked from Belarus increases. The main reason for trying to get abroad is the economic situation, often impossibility to find a job in the native country and absence of any expectations for the future.66% of total number of unemployed population are women who look for their fortune across the border. However, once outside the Republic of Belarus, they risk becoming objects of in human beings. There is no reliable statistics regarding the number of Belarusian victims and their social status. But according to IOM office in Belarus, a typical Belarusian victim is a woman from a low-income problem family resident in a small provincial town. The Belarusian police reports Minsk, Svetlogorsk (Gomel region) and Baranovichy (Brest region) to be the main centres of in women in the country and young women years of age constitute the main risk group. Victims are trafficked mostly from more economically depressed areas, where traffickers recruit them through employment, marriage, and travel agencies and have links to organized crime and drugs. Belarus is at the crossroads of East and West. This location, and transparent borders with Russia, contributes to an increasing number of Belarusian people trafficked to various countries through Russia. This fact highlights the necessity for the Belarus Red Cross (BRC) to establish close cooperation wit the Russian Red Cross in identification of victims and assistance for them to return to Belarus. According to UNDP office in Belarus, the spread of human in the country is linked to the poor state of its economy and social sphere, as well as to extremely low public awareness. Only four per cent of Belarusians have a general notion of the problem. By complementing IOM's counter- efforts in Belarus, this BRC project intends to address two integrated and interrelated aspects of this problem: prevention through awareness raising and providing reintegration assistance to victims of who have returned to Belarus. The project is designed with the aim of preventing and discouraging and strengthening the capability of Belarus Red Cross and civil society in Belarus to more effectively combat this phenomenon. Owing to the funds from IOM, since the beginning of 2005, Belarus Red Cross has been actively involved in anti activities. In all five regional capitals of Belarus (Brest, Grodno, Vitebsk, Mogilev and Gomel) consultation centres Hands of Help were opened on the basis of medico-social centres. Red Cross personnel provide victims of with the psychological, legal and financial support and carry out educational lectures on human targeting youth in educational institutions. Awareness raising activities, above all in rural, are aimed at the entire general public with a particular focus on risk groups. No amount of information will substitute for providing good jobs and real economic opportunities to potential victims. Belarus Red Cross prevention activities are based on the premise that young people must have the information they need to make truly informed choices in their struggle for a better life. Victims of human face major problems being reintegrated into their home communities when they are freed from the situation into which they were trafficked. Social stigma and personal emotional scars must be overcome during the process of reintegration. The reintegration component of the Belarus Red Cross focuses on facilitating the recovery of women from traumatic experiences and on their return to normal life. This assistance includes psychological and legal counselling and provides information on options to victims for work, continuing education, and vocational training, offered to them by IOM, in order to help address the economic aspects of reintegration

2 The programme designed for will supplement preventive and reintegration work of IOM and other NGOs. Special attention will be paid towards establishing partnership with key actors in anti- work to ensure better coordination of efforts as well as introduction of BRC to the UN coordination group on counter-. Another challenge is to establish the role and mandate of the Red Cross in the National Plan of Action to Combat Human Trafficking in Human Beings.
