The Office of Educator Licensure requested information from other state certification agencies regarding their reinstatement policy. The findings of that inquiry are listed below. Requirements of Other States South Carolina In SC, we allow an educator to request a one-year extension of an expired license if it has been expired for less than five years (then, they have to present 6 semester hours to fully renew for another five year period). The one-year extension is deducted from the next five year license. 3

2 If the certificate has been expired for 5-9 years, a one-year extension can be granted, if requested by a district that wants to employ the educator (then, as above, they must present 6 semester hours to fully renew and the one-year extension is deducted from the five year life of the renewed certificate). If the certificate has been expired for 10 years or more, no extension is permitted and the certificate cannot be renewed. The educator must reapply for initial certification from scratch and meet all current requirements. Louisiana E. Process for Reinstating Lapsed Level 1, 2, 3 Certificate 1. A certificate will lapse for disuse if the holder allows a period of five consecutive calendar years to pass in which he/she is not a regularly employed teacher for at least one semester, or 90 consecutive days. 2. To reinstate a lapsed certificate, the holder must present evidence that he/she earned six semester hours of credit in state-approved courses during the five year period immediately preceding request for reinstatement. 3. If the holder did not earn six semester hours or equivalent, the lapsed certificate may be reactivated upon request (at the level that was attained prior to disuse) for a period of one year, during which time the holder must complete reinstatement requirements. Kentucky Section 3. (1) Reissuance. (a) If a certificate has lapsed as a result of the applicant's failure to meet the renewal requirements, the certificate shall be reissued at a later date for a one (1) year period if the applicant completes at least six (6) semester hours of graduate credit applicable toward the Planned Fifth-year Program. (b) The applicant shall complete an additional nine (9) semester hours of credit applicable toward the planned fifth-year program by September 1 of the year of expiration to qualify for extending the certificate for the remaining four (4) years of the first five (5) year renewal period. (c) At the end of the renewal period established in paragraph (b) of this subsection, the applicant shall have completed the Planned Fifth-year Program to qualify for the next five (5) year renewal. After the renewal period established in this paragraph, the regular renewal schedule of three (3) years of successful teaching experience with evidence of continuing growth documented in a portfolio as required by 16 KAR 4:060 or six (6) semester hours of additional graduate credit each five (5) year period shall apply. (2) An applicant who has already completed the Planned Fifth-year Program and whose certificate lapses shall have the certificate reissued after completing another six (6) semester hours of graduate credit. The certificate shall be issued for a five (5) year period and subject to the renewal schedule of three (3) years of successful teaching experience or completion by September 1 of the year of expiration of at least six (6) semester hours of additional credit for each five (5) year period. 4

3 Alabama a. To reinstate a lapsed certificate is to validate it by meeting requirements on or after September 1 of the year of its expiration. b. Expired certificates may be reinstated, except those designated as not eligible for reinstatement in the current issue of the Department s Subject and Personnel Codes: 1. With verification of 9 semester/14 quarter hours of allowable credit earned within five years (60 months) prior to the July 1 beginning date of the reinstated certificate. A maximum of 5 allowable CEUs, which equate to 3 semester/4 quarter hours, may be applied to this requirement. See (3) below for special provision for some retired teachers; 2. If, within the ten years immediately preceding the submission date of the renewal application, the individual verifies having met the continuation requirements as previously listed for each of the two five-year periods. 3. Special provision for some retired teachers. An individual who retired from a teaching or instructional support (principal, counselor, librarian, etc.) position in an Alabama public school system and who had at least 25 full years of satisfactory educational experience and a valid Alabama Professional Educator Certificate at the time of retirement may reinstate the professional educator certificate(s) by documenting at least 15 allowable CEUs, which equate to 150 clock hours of professional development, earned within five years (60 months) prior to the July 1 beginning date of the reinstated certificate, in lieu of option 2.b.(1) above. Supplement RTD must be submitted with the application packet. Professional educator certificates shall be reinstated for a valid period of five years. See Fingerprint and Testing Requirements below. This issue was discussed with the Certification Commission at the September 7, 2007 meeting and received suggestions as to changes that could be made. As a result of a study of other state reinstatement policies and the suggestions from Commission members, the recommendation to the Commission was made and approved on March 7,

4 Proposed Change to Licensure Guideline for of an Expired License: FIVE YEAR LICENSE REINSTATEMENT Mississippi educators may reinstate an expired five-year standard license with one of the following options: One-year (issued at Class level of last fiveyear license) Requirements (During the 1-year license, the educator must meet approved five-year renewal requirements with CEUs or coursework appropriate for the Class level of the standard license. CEUs or coursework for renewal must be completed within the last five-years.
