1 GRAVESHAM BOROUGH COUNCIL JOB DESCRIPTION AND PERSON SPECIFICATION Division Department Section Grade Title of post Reports to Environment & Operations DSO Building Management Asset Management POE Housing Service Manager JOB ACTIVITIES AND OBJECTIVES This job description is intended as a working document only, giving a guideline to the major tasks to be performed. It is anticipated that the post will develop as working practices change in order to meet the demands of the service, new legislation or policies of the council. It is expected the post holder will contribute to and assist in the development of such changes Extent of authority. The postholder is authorised to: a. Commit, authorise and control expenditure against the Housing Service s capital and revenue budgets to a maximum of 20M per annum. b. Apply the Council s disciplinary procedures when appropriate to staff managed, and to staff managed by peers in the event of the peer s absence. Job activities and objectives. 1. To be responsible for the procurement, commissioning and delivery of all contracts within the Asset Management team, ensuring compliance with the Council s constitution. 2. To provide strategic vision within the department and the leadership to promote the ethos, ambition and enthusiasm to deliver high-quality services to residents as respected and valued customers of the Council s Housing Service. 3. To provide directly or through third parties all professional services required for the department to function efficiently, effectively and within statutory, regulatory and local policy requirements. 4. To prepare detailed and justified budget bids and reinvestment projections for periods of up to 30 years. 5. Provide comprehensively specified and estimated improvements programmes for tender or procurement by such other means as the Council instructs. 6. To ensure all performance indicators set for the service area are met and continuously look for ways to improve. 7. To manage overall the Asset Management team budgets, and regularly review and update to ensure sound financial awareness and stability. 8. To ensure that all financial activity within the department conforms to the Council s standing orders and that all business is conducted honestly and transparently. Page 1 of 5

To personally scrutinise each formal complaint made by customers, evaluate its veracity and provide not only a remedy to the complaint when justified, but effect pertinent remedies to the service overall to prevent recurrences of service failure. 10. To disseminate through the Business Manager comprehensive financial and performance data to the Service Manager, Director, Asset Management team managers and others as required or instructed. 11. To be responsible for the collection and readily-accessible storage of all data required for the Asset Management team to meet all statutory & regulatory maintenance requirements. 12. To be responsible for the collection, updating, re-appraisal and readily-accessible storage of all asset management data required to inform future maintenance programmes and reinvestment forecasts. 13. To be responsible for the overall efficient and compliant business administration of the Council s housing maintenance and improvement activities. 14. Be the Responsible Officer in all Health & Safety matters pertinent to the Asset Management team activities. 15. To provide directly or through third parties all training and work experience required to continuously improve the skill base of the Asset Management team, particularly to provide the team with transferable skills and staffing flexibility. 16. To promote the most economically advantageous use of new developments in ICT, materials and methodologies. 17. To be responsible for ensuring the services provided by the various managers within he department as described in their contracts of employment are delivered satisfactorily and are supported in doing so. 18. To write and present when required to do so, reports to elected Members and Senior Officers of the Council. 19. To participate in Tenant Participation initiatives in those instances when housing maintenance and improvement is pertinent and to maintain a high profile with residents groups in a leadership role. 20. To act as the Council s representative in Asset Management team activities with partnering and peer organisations, agencies and government offices. 21. To deputise for the Service Manager in their absence General To carry out such other duties as may be required of you, commensurate with the grade and level of responsibility, as directed by management. To participate as required in the Council s Emergency Planning Operations which may involve duties outside the post holder s normal job description and contracted hours. In the event that an incident has occurred which disrupts the council s ability to deliver it s critical functions, the post holder will be expected to participate in the recovery stage which may include undertaking duties within the post holder s competencies in other departments and/or at other locations. A commitment and contribution to the Council s Equal Opportunities Policy is an essential requirement of the post. The post holder will carry out all duties and activities having regard to the provisions of the Health and Safety at Work Act 1974, and in accordance with any instructions from senior members of staff under that Act or any Council or Departmental Codes of Practice or Procedures. The post holder must ensure that data quality and integrity is maintained and that data is processed in accordance with council policy, the Data Protection Act, the Freedom of Information Act and other legislation The post holder will comply with Statute and Council Policy in all respects. 4 CHARACTERISTIC SKILLS/ABILITIES (Specific skills and abilities required to undertake the duties) SPECIFICATION ESSENTIAL Ability to manage & motivate staff in supervisory, technical and administrative positions. Ability to work on own initiative with a high level of authority yet the ability to be a strong team player. DESIRABLE KNOWLEDGE (Particular knowledge which will be necessary to perform the work effectively, e.g. of specific legislation or regulations) QUALIFICATION TRAINING (Educational/vocational qualifications and other training) Verification will be required EXPERIENCE (Level and type of previous experience) Ability to demonstrate personal qualities of leadership, drive and enthusiasm. Ability to achieve and maintain effective work performance, including several concurrent projects, under pressure to meet deadlines. Well-developed organisational skills, with the ability to prioritise own and team s work. Excellent communication skills. A thorough understanding of the implications of the Construction (Design and Management) Regulations. Knowledge and experience of setting, monitoring and reviewing performance standards. A sound and in depth knowledge of building construction. Sound knowledge of Health and Safety Legislation A good understanding of the changing environment within the Social Housing Sector. Possession of a relevant professional qualification to a minimum of H.N.C level in Building Surveying, Construction or Housing Management. Professional membership of RICS C.I.O.B. or CIH A full driving licence Substantial experience in a Building or Housing environment at a senior level. Experience of Strategic Asset Management and programme delivery. Proven experience of contract preparation, documentation and supervision. Previous experience of consultation with residents, leaseholders, contractors and other agencies. A proven track record of Budget Management including allocation and monitoring. Extensive experience of developing and maintaining projects to tight deadlines. Experience of procurement and evidence of building successful contractor partnerships. Page 4 of 5
