1 Community Arts Development Fund Application Form The Fund has been made available by Creative New Zealand and has been developed with, and is administered by the Christchurch City Council. The Fund is open between August and June or until funds have been spent. There are no specific closing dates however, before you submit this application form, you must contact an Arts Advisor at Christchurch City Council on to discuss your proposed project. Strong projects will strengthen community arts networks and organisations and support local professional artists who work with communities to build skills and connections, undertake special community arts research projects and develop community arts opportunities. 2 SECTION TWO: PROJECT DETAILS If there is insufficient room for your responses, please provide these as separate, clearly labelled attachments. 4. Briefly describe the idea for your project in. 5. When and how did you come up with the idea for the project and who was involved with putting the idea together? 6. How much funding are you seeking for this project? $ 7. This fund supports community arts projects. There must be an identified community that will benefit from the project. The community may be living in a particular place, share a cultural tradition or have shared beliefs, interests, aspirations or experiences. There are THREE types of community arts projects that this Fund can support. Please tick below, which type of project yours is: This is a project that involves artists and/or arts practitioners collaborating with communities and/or community groups to achieve artistic and social outcomes and/or undertaking processes of collective creativity and/or exploring issues and interests and communicating these through the arts. This is a project that involves maintaining and passing on cultural traditions from one generation to the next. This is a project that involves communities (including community-based arts groups such as craft guilds) working together to pursue leisure and recreational arts activity. What target community/communities/community group/s will benefit from your project? 2

3 8. There are THREE priorities that this Fund supports. You need to consider how your project aligns to one or more of these priorities. Please tick below which priority or priorities your project matches: My idea develops new or transitional community arts networks, information sharing and shared services (including shared services across Christchurch, Waimakariri and Selwyn districts). My idea involves the development and delivery of an innovative and high quality community arts project that will demonstrate leadership, innovation and best practice in community arts. My idea involves the development and delivery of new youth-led community arts activity. 9. What makes your project a community arts project? Refer to the type of community arts project that you selected in Question How effectively will your project deliver to one or more of the Fund Priorities as outlined in Question 8? 11. How have you have identified the need for this project? 12. Who will benefit from your project and how? Consider how many people will be involved with the project and tell us how many participants you estimate will be involved or how many attendees (if relevant) will experience the outcomes? 3

4 13. When, where and how will you deliver the project? 14. How will you know if your project has been successful? What systems and documentation will you use to track and evaluate the project s impacts? 15. Please provide a short biography on the key individuals and/or organisations that are involved in the development and implementation of this project. Identify their role/s within the project and describe how they have gained the skills that will contribute to the success of this idea. 16. Why are you so passionate about this project and the community that will benefit from your idea? SECTION THREE: SUPPORT MATERIAL You may include/attach support material with your application. Any support material you provide with this application needs to be brief, recent and relevant. The kind of support material will depend on your project, but it may include: 4

5 Letters/ s from the target community who support and/or will benefit from the project; Any background information that you think gives a wider context to the project; Samples of documents or tools that you will use to track and evaluate the project; Articles/Reviews. SECTION FOUR: BUDGET 17. Project Costs: Use the budget template to itemise the full costs of the project. Clearly identify the amount required of the Community Arts Development Fund. - Detail any, sponsorship, donations, crowd-funding, in-kind support (e.g. volunteer hours), and other funding you have applied for. Specify if these are confirmed or unconfirmed and what aspects of the project costs those funds are intended to cover. - Make allowances for the costs of any insurance where necessary. - Make allowances for these costs of documentation and evaluation of the project. - If your application is successful, you will be expected to lodge a project completion report which will include financial details, project outcomes and evaluation. Keep receipts as you may be asked to produce these. Applications are more likely to be successful if they can demonstrate that projects are leveraging off other support have a plan that ensures growth and sustainability of the project, group or organisation where appropriate. 5

6 SECTION FIVE DECLARATION I/We [Name of person or persons] [on behalf of [Name of organisation, if applicable]]: Please tick declare that the details contained in this application are true and correct to the best of my/our knowledge; confirm that I/we am/are the applicant/s, or that I/we have obtained the appropriate authorisations to submit this application and make the relevant acknowledgements, authorisations, declarations and confirmations in full on behalf of the relevant person and/or organisation and any other person and/or organisation noted in this application; acknowledge that CADF decision panel: (a) has the sole discretion to approve or reject applications; (b) will not enter into any further correspondence for unsuccessful applications; and (c) will not be liable for any loss caused by any reliance (whether perceived or real) on any unsuccessful application; and acknowledge that if my/our application is successful I/we be required to: (a) enter into a funding agreement with CCC that is in a form substantially the same as the CADF Application, but that may contain additional terms and conditions if required by CCC; (b) complete or have in operation the approved project within 12months of signing the funding agreement; (c) provide a project report within 2 months of completing the project; (d) participate in any audit or review conducted and required by the CCC, ; and (e) give positive acknowledgement in respect of the grant from time to time, as outlined in the funding agreement. Privacy Act 1993 CCC will collect the information provided in this application pursuant to the Privacy Act 1993 (the Act). I/We: acknowledge that: (a) CCC and Creative New Zealand are collecting this information for the purposes of considering and assessing this application, promotional purposes and conducting its relationship with the applicant (if the application is accepted); and (b) the information will be held by CCC and Creative New Zealand and any personal information provided by CCC and Creative New Zealand to other agencies will be held by those agencies; understand that I/we have rights of access to and correction of the information held by CCC in accordance with the Act; and authorise CCC to: (a) collect any information in relation to this application and the relevant person or organisation from any third party or source; (b) disclose any information to any third party CCC deems appropriate or is required to by law: (c) collect, retain, use and disclose personal information about individuals and organisations who are noted in this application for the purposes described above; and use any information received in respect of the application for promotional purposes. your completed application form, with all attachments and supporting material to: communityarts@ccc.govt.nz 6

7 SECTION SIX LIMITATIONS The following will not generally be funded: Projects already funded by Creative New Zealand Organisations in receipt of Creative New Zealand Tōtara or Kahikatea funding Purchase of capital items Retrospective costs or project or purchase costs incurred or settled before the agreed commencement date of the funding agreement Debt servicing or refinancing costs Stock or capital market investment Gambling or prize money Entertainment costs Payment of any legal expenditure, including costs or expenditures related to mediation disputes or ACC, Employment Tribunal, Small Claims Tribunal, Professional or Disciplinary Body hearings Purchase of land and buildings Building maintenance or facility design, development and renovation costs Activities or initiatives where the primary purpose is to promote religious ministry, political objectives, commercial or profit oriented interests Fundraising Medical or healthcare costs including treatment and insurance fees Payment of fines, court costs, mediation costs, IRD penalties or retrospective tax payments Costs to remedy, rectify, upgrade, retrofit or replace equipment, vehicles or premises as a result of action by central or local government departments or other agencies who hold regulatory or enforcement powers Purchase of vehicles and any related ongoing maintenance, repair, overhead costs or road user charges Projects that are considered to be the primary responsibility of: o Other central government than Creative New Zealand o Some other funding body o A Council Unit (where funding should come from an internal budget) 7

8 SECTION SEVEN PRIORITIES, CRITERIA & DEFINITIONS CADF Funding Priorities are: 1. Projects which develop new or transitional community arts networks, information sharing and shared services (priority given to those that work across Christchurch, Waimakariri and Selwyn Districts) 2. Development and delivery of innovative and high quality community arts projects which demonstrate leadership, innovation and best practice 3. Development and delivery of new youth-led community arts projects Community Arts includes: a. Community cultural development (CCD): This involves arts practitioners collaborating with communities and community groups to: achieve artistic and social outcomes undertake processes of collective creativity and/or explore and express issues and interests through the arts (for example relating to environmental or social equity issues) b. Maintenance and transmission of cultural traditions: This involves maintaining and passing on from one generation to the next Māori and Pasifika heritage art forms c. The distinctive artistic and cultural traditions of defined groups of interest (e.g. migrant communities) d. Leisure and recreational activity: This includes community-based arts groups devoted to the recreational pursuit of diverse artforms (for example pipe bands, repertory societies, craft guilds) Eligibility Criteria applications can be from individuals, groups or organisations individual applicants must be NZ citizens or permanent residents and must be resident within the Christchurch, Selwyn or Waimakariri districts organisations already supported via Creative New Zealand s Tōtara or Kahikatea programmes are not eligible projects already in receipt of funding from Creative New Zealand s Arts Grants, Quick Response Grants, Earthquake Recovery Grants or Creative Communities Scheme are not eligible Making an Application Potential applicants must make contact with Council Arts Advisors first 8

9 Proposals are to be submitted via (download an application on-line) with attached budget, quotes and other documentation supplied There are no closing dates for the CADF Fund however applications must be submitted no later than Monday 15 June 2015 Levels of Funding Projects must be completed within 12 months of receiving funding Individual applicants can request up to $25,000 excluding GST Groups or organisations requesting over $25,000 excluding GST must be able to demonstrate that they are financially sound and well run (this may include providing financial statements, audited accounts and governance documents) 9
