MED HACKATHON Thematic Session: Spatial Planning & Governance CoMPi Coastal monitoring and prediction instrument through innovative lowcost technologies for Blue Growth in the Mediterranean Company: PL Surveyors July 2016 Patras, Greece

1. Company PL Surveyors undertakes property management projects and the provision of advisory services concerning future investments in real estate The company specializes in legislation matters related to coastal zones and also in land and coastal surveying studies concerning the seafront and the temporal shoreline movement Collaborates with Clients from the tourism industry, as well as with real estate stakeholders and local authorities Its vision is to contribute to the sustainable development of coastal areas through innovative ideas, while respecting the physical and anthropogenic environment

2. Horizon2020 SME Instrument PL Surveyors has developed CoMPi, an innovative tool which allows the estimation of the evolution of the shoreline, providing solutions concerning the coastal zone spatial planning and management The company is one of the winners of the HORIZON SME Instrument program (Phase 1) funded by the European Commission The successful proposal addressed the topic BG /2015: Supporting SMEs efforts for the development - deployment and market replication of innovative solutions for blue growth

The main problem: The change of coast/shoreline retreat/material loss and how societies and businesses of the tourism sector are affected The overall objective: The development of an innovative service on integrated coastal morphodynamics monitoring with low-cost autonomous observational technologies This will allow the estimation of the future coastline displacements and the evolution of the shoreline, contributing to the development of the Blue Growth Strategy

3. What is CoMPi CoMPi (Coastal Monitoring & Prediction Instrument) is an innovative tool which allows the estimation of the shoreline evolution and the future coastline displacements, providing customized information about: Indication of the historic profile of the coast Annual shoreline erosion/accretion rates Monitoring services of the dynamic coastal evolution (AUAV s) Predictions for the future positions of the shoreline Recent high-resolution images Digital Surface Models (DSM) and bathymetric information Protections strategies of the coastal systems

CoMPi s process Monitoring Selection of the study area, research and gathering of the geological, geomorphologic profile data of the coast Collection of available geo-information and historical data (aerial photographs, maps, diagrams, satellite images, open data) AUAV s (flying, production of high resolution images, photogrammetric process, extraction of bathymetric/dsm information) Prediction Computational process (estimation of the annual shoreline change rate by statistical, non statistical methods) Impact scenarios, estimation of land losses, vulnerability indexes, creation of maps/drawings with high risk areas along the coast

CoMPi s Prediction and Monitoring: Prediction Monitoring

3. Impact Size of market: One third of the EU population lives within 50km of the coast. The economic value of coastal areas within 500m from the European seas has been calculated to be around 500-1,000bn The cost of doing nothing against the effects of climate change in coastal areas is estimated to be higher than the annual cost of taking actions, which is estimated at 6bn by On the other hand, the net-benefit of adaptation is estimated at 4.2bn (source: EU) Under estimation, 6,000 out of 16,000km of Greek coastal areas are lowlying areas and the touristic exploitation and infrastructure is high and accelerating

The potential end users could be from both the public and private sector: The regional and local authorities that have authority on the coastline Hotel groups & consortia Investors and owners of tourism facilities at coastal areas Regional and local associations and chambers of tourist enterprises Environmental experts specialized in climate change impacts Banks and stakeholders related with subsidies Insurance companies, insurance consultants, etc Land development companies, real estate companies NGOs & Academia

Applications A tool such as CoMPi can provide solutions concerning the protection and sustainable development of coastal areas and can be used: To develop business-master plans for future tourism accommodation infrastructures (information for the budget for protection) Upgrade of current investments in areas with potentially increased tourism visitors More efficient time and spatial management of works against climate change in vulnerable areas As a Coastal Vulnerability Index in order to develop and monitor climate adaptation policies As an index estimate on the potential risk of salinization of coastal aquifers as well as the nearby water recipients As an index for real estate valuations and insurance schemes

4. Case studies Region of Central Greece, coastal area of Hlia, on the northern part of the Evia island. The shoreline was 1200m long, on an area of touristic and archeological importance *Google Earth: Hlia_Pilot.kmz

Based on the calculated shoreline change rates and the estimated vulnerability, different parts of the coastline were categorized: CoMPi s end results can be exploited in national, regional & local strategic planning for the monitoring, protection & management of coastal zones, coastal settlements, sensitive ecosystems, touristic investments etc. CoMPi offers an holistic approach to coastal zoning, future protection strategies and spatial planning

Gulf of Larnaca, Cyprus island The shoreline was 2500m long, on an area of touristic importance and industrial infrastructure The impact from the predicted shoreline retreat (years 2050 and 2100) on infrastructures, buildings, coastal properties, networks (roads) is evident

Large scale Application Total length of Skyros island shoreline: 130km Total length of shoreline under study: 30km

5. CoMPi in the National Climate Change Adaptation Strategy Potential stakeholders from the public sector: Regional authorities responsible for the implementation of studies and actions plans on the coastal areas management CoMPi is referred as the most appropriate tool for ICZM, in the Climate Change Adaptation Strategy that was voted in Greece P.48, Chapter 4.7 Coastal Zones, Climate Change Adaptation Strategy. (
