4 CEOS Who we are Mission CEOS ensures international coordination of civil space-based Earth observation programs and promotes exchange of data to optimize societal benefit and inform decision making for securing a prosperous and sustainable future for humankind. Established in 1984 under auspices of G-7 Economic Summit Objectives are; Focal point for international coordination of space-related EO activities Optimize benefits through cooperation of members in mission planning and in development of compatible data products, formats, services, applications, and policies Exchange policy and technical information to encourage complementarity and compatibility among space-based EO systems currently in service or development, and the data received from them Operates on best effort basis with voluntary contributions 4

6 Providing coordination in satellite Earth Observations CEOS coordinates satellite Earth observations by: Coordinating satellites, ground stations, and data delivery systems to meet a common set of requirements within a specific domain. Leveraging inter-agency expertise, collaboration and partnerships. Developing observation strategies for continuity of missions and data. 9 Building on Existing Efforts Blue Planet builds on existing programmes and coordinating mechanisms addressing ocean observations and their societal applications. Blue Planet adds value by: Providing additional exposure and visibility to these programmes Identifying synergies between programmes, both within Blue Planet and with related activities across the GEO community and beyond Linking data to products to information to knowledge Demonstrating societal benefits Where possible, making a concerted effort to link to relevant policies and policy frameworks.

11 New Vision and Mission (Aug 2015) Vision An informed society that recognises the oceans crucial role in Earth's life-support system and is committed to stewardship of the oceans for a healthy, safe and prosperous future for all. Mission To advance and exploit synergies among the many observational programmes devoted to ocean, coastal and inland waters; to improve engagement with a variety of users for enhancing the timeliness, quality and range of services delivered; and to raise awareness of the societal benefits of ocean observations at the public and policy levels.

14 How could CEOS contribute to GEO Blue Planet? Providing increased coordination on satellite observation data to respond to ocean ECV requirements/priorities. Providing coordination on missions, calibration/validation, products and services by Virtual Constellations. Helping coordinate and optimize satellite observations across key communities: Carbon, Climate and Water. CEOS relies on the GEO Blue Planet to identify observation requirements/priorities for oceanrelated services. 14
15 Challenges New generation geostationary satellites - increasing in spectral and radiometric resolution, as well as spatial resolution and temporal frequency Complimentary to low-earth-orbiting observation platforms So called GEO-LEO applications Operational use will pose significant Big Data challenges and opportunities 15
16 Australia assumes chair of CEOS, 2016 As Chair of CEOS for 2016, CSIRO proposes to provide leadership and coordination on two new initiatives: A study of non-meteorological applications for next generation geostationary satellites A study of Future Data Access and Analysis Architectures 16
17 Summary CEOS is the space arm of GEO/Blue Planet Blue Planet is effectively the ocean arm of GEO CEOS provides coordinated satellite-based Earth observations, and de rived products and services, to support GEO Blue Planet. CEOS will be best positioned to support Blue Planet when there is a clear understanding and rationale for requirements and priorities Specific topics incoming Chair is keen to explore: Space-ocean alliance to develop ocean information services in cooperation with related organizations, responding to ocean needs Opportunities to leverage next-generation GEO satellites, including in combination with LEO missions Next generation architectures for distribution and analysis of big space data 17

20 GEO Work Plan Information for Societal Benefit SB-01 Oceans and Society: Blue Planet Provide sustained ocean observations and information to underpin the development, and assess the efficacy, of global-change adaptation measures (such as those related to vulnerability of coastal zones, sea-level rise, and ocean acidification). Improve the global coverage and data accuracy of coastal and open-ocean observing systems (remote-sensing and in-situ). Coordinate and promote the gathering, processing, and analysis of ocean observations. Develop a global operational ocean forecasting network. Establish a global ocean information system by making observations and information, generated on a routine basis, available through the GEOSS Common Infrastructure. Provide advanced training in ocean observations, especially for developing countries. Raise awareness of biodiversity issues in the ocean. 20
