5 Outline of the USE HAAS Study The proposed USE HAAS study objectives aim to examine prospective aeronautical research agenda in the HAAS sector and mission/applications objectives that European deployment of High Altitude Aircraft (HAIRCRAFT) or High Altitude Airship (HAIRSHIP) would imply. Especially the objectives of the projects are to develop together with the European Aeronautical/Space Industry and Technological Research Institutes a EU advanced aeronautical research strategy in the HAAS sector and develop alternative solar-regenerative fuel cells propulsion for aircraft. Such an advanced research and mission/applications strategy will be presented and approved by European Governments and Regional Authorities and finally approved by the EC for possible implementation in prospective FP7 programme.
6 The structure of the work plan is based on 5 sub-objectives: 1.To analyse the world state of the art including European works related to HAAS aeronautical uses, and to programs and tests underway in USA, Europe, Japan, Korea etc. 2.To develop tentative Research Objectives for European/Global HAAS Deployment regarding a variety of end-users services, as in the GMES Program, and prepare an outline of Potential Aeronautical Research Program to support developed Objectives. 3.To discuss in workshops and working groups, Objectives and Potential Aeronautical Research Program to develop with major European Aero Space after discussions with relevant EU authorities.
7 4.To disseminate recommendations on the Objectives and the Aeronautical Research Agenda and on the way to exploit the USE HAAS study results. 5.To issue the Final Report including the conclusions, the impact on regulations and recommendations on how such call may assemble the activities in this sector and define a technological roadmap based on the inputs made during the workshops and the working groups with the end-users, the possible industrial partners and EU Community to examine perceived benefits and advantages; draw conclusions

11 THE LOCKHEED-MARTIN HIGH ALTITUDE AIRSHIP DESCRIPTION: The Lockheed Martin High Altitude Airship, an unmanned lighterthan-air vehicle, will operate above the jet stream in a quasigeostationary position to deliver persistent stationkeeping as a telecommunications relay, a weather observer, or a surveillance platform. Lockheed Martin has built more than 300 airships and several thousand aerostats(an unmanned ground-tethered blimp). The Lockheed Martin Airdock, which is 1,175 feet long, 325 feet wide and 211 feet high, may serve as a final assembly facility.

19 Strategic Research Agenda for the HAAS Sector Short range research agenda To achieve 1 week + flight endurance (hydrogen propellant). To improve regenerative fuel cells for electric propulsion. To improve aeronautical design for stratospheric flight. To streamline overall system design to comply with mission oriented deployment of HAAS. Medium range research agenda To achieve 6 months + flight endurance using regenerative fuel cells + improved accumulators. To introduce the use of alternative propulsion technologies like high power microwave-beaming. To develop HAAS configurations for multi use operations.
