Missouri Commission Submitted Transmission Issues Adam McKinnie January 21, 2013
Seams Transmission issues The MoPSC asked, What seams issues were identified in previous MISO and/or SPP analyses where transmission solutions were either: (1) not identified; and / or (2) identified, but not constructed, possibly because the benefits and / or costs were not assigned to neighboring parties
Seams Transmission Issues This included: Congested Flowgates; and Potential Transmission Projects near or along the seams
Seams Transmission Issues Special attention was paid to transmission projects along seams where the analysis assumed: (1) the RTO doing the study would be responsible for the entire cost of the project (even portions outside of their footprint); and (2) only the benefits of the RTO doing the study would be considered

Issue Submissions Overview Associated Electric Cooperative, Inc. Name/Title of Issue: Number and magnitude of TLRS Driver: Reliability Need Date: 01/01/2014 Location: Missouri Issue Description: AECI would like the following lines to be considered: St. Francois (UE) to Fletcher along with St Francis to ISES 345kV Lines Thayer to Mariosa Delta 345 line Thayer to Franks 345 line Thayer to Loose Creek 345 line Thayer to St. Francois 345 line via Fletcher Lacygne to Mariosa Delta Maryville to Palmyra 345 Brookline to Thayer
Issue Submissions Overview GDS Associates Name/Title of Issue: Market to Market Efficiency Driver: Economic Need Date: 06/01/2016 Location: MISO-SPP Seam Issue Description: Need projects that will improve transfer capability between MISO and SPP. A MISO-OMS survey revealed that for the 2016 planning year, that MISO-South will have 7.6 GW of capacity in excess of its demand and reserve obligations. There is the potential to create large energy cost savings if the excess capacity in MISO-South can be made deliverable to SPP. The same MISO-OMS survey revealed that for the 2016 planning year, that MISO-North and Central will have a 7.5 GW capacity deficiency. There is the potential to create large capital cost savings if the excess capacity in SPP can be made deliverable to MISO-North and Central. 40
Issue Submissions Overview Public Service Commission of Wisconsin Name/Title of Issue: Transparent and Functional Interregional Planning and Cost Allocation Driver: Multiple Drivers Need Date: 06/30/2014 Location: Regionwide Issue Description: The Public Service Commission of Wisconsin Staff is concerned that interregional projects are not (or will not be) occurring when they should; i.e., when a project would clearly provide economic and reliability benefits to both RTOs, too often the project fails to be developed as a cross border regional project because of the potential for costs to be allocated inadequately and disproportionately. It would be helpful if the Coordinated System Plan Study could study how to appropriately quantify the benefits and allocate costs accordingly. 41
Issue Submissions Overview Southwestern Power Administration Name/Title of Issue: Multiple Submissions Driver: Reliability Need Date: When Available Location: Multiple Locations Issue Description: Submission 1: Greers Ferry Dam Heber Springs/Quitman Voltage issues occur when outages are teken in the Quitman Area or if the Greers Ferry Dam units are unavailable for synchronous condensing mode Submission 2: Post-contingent overloads on the Norfork-Dam-Calico-Sage- Melbourne-ISES 161kV line when opening the SPA terminal of the line at Norfork Dam Submission 3: Post-contingent overloads on the Bull Shoals Dam Midway 161kV line (North Arkansas Transmission loading) Submission 4: Overall net export of MVAR to Entergy across SPA interfaces 42
Issue Submissions Overview Xcel Energy Name/Title of Issue: Market Dispatch Driver: Economic Need Date: 01/01/2018 Location: Both RTO s Issue Description: MISO/SPP market dispatch with the objective of identifying economic opportunities across the RTO boundaries, and identifying any obstacles to opportunities identified. This should include WAPA/Basin as part of SPP, and WAPA/Basin not part of SPP. Economic benefits should exist, such as sharing renewable resources, peak load shifting, capacity sharing, etc. 43
