General Information: Title: SOMALILAND Type of Contract: DEVELOPMENT OF A YOUTH POLICY FOR MIDA(2 individual expert) Duration of contract: Two and Half Months Date of Issue: 30th September 2016 Closing Date: 14 th October 2016 Organizational Unit: IOM Somalia in collaboration with UNFPA Somalia. 1. Background Somaliland is one of the youngest countries in the world, whereby seven out of ten are younger than 35 years old 1. Avenues for youth to obtain an education and gainful employment opportunities are limited and opportunities to engage politically, economically, or socially remain low. The space and opportunities are further limited for girls and young women. Different UN agencies working in Somaliland have projects which focus completely or partially on adolescents and youth, addressing the priorities outlined in Peace building and State-building documents. Although the UN recognizes the role adolescents and young Somalis could play in the peace- and national-building in Somaliland, so far, adolescents and youth programming and interventions have lacked a comprehensive and integrated long-term approach. There has been inconsistent engagement of Somaliland 1 Approximately 81,5% of the Somali population is under 35 years old according to the population Estimation Survey 2014, UNFPA Somalia 1
2 youth in the planning, implementation and monitoring of policies and programmes as well as limited success in effectively mainstreaming adolescents and youth issues in the political and development processes. Failing to respond to the needs of adolescents and youth in Somaliland put at risk the chances of lasting peace and stability. In order to appropriately respond to the needs and aspirations of young people, the UN has developed a Joint Youth Strategy for Somaliland. Placing youth empowerment at the centre of the UN work in Somaliland, the UN Youth Strategy for Somaliland articulates into a strategic and integrated framework all the different efforts, programmes and initiatives currently being implemented by the UN in the country. Furthermore, the Youth Strategy recognizes the role of adolescents and youth as partners of our development efforts, and challenges the misunderstanding that Somaliland youth are either part of the problem or simply passive beneficiaries of our work. Placing social, political and economic empowerment at the core of the UN Youth Strategy is a vital prerequisite for transformation in Somalia. The multidimensional concept of empowerment social, economic and political provides ample scope for harmonizing approaches to youth policies and programming. This will help harness the full potential of youth by ensuring youth become strategic social and economic actors, as well as peace builders. The Youth Policy Somaliland s national youth policy needs to be updated and revised so as to include more inclusivity for the youth. The development of a National Youth Policy is crucial to ensure that the Somaliland youth participates and contributes fully in the development of their country. The revision of the national youth policy will among others focus on strengthening the existing evidence based and successful interventions, introducing innovative ones, eliminating those that have not worked, enhancing the quality of the services rendered, extending coverage of information and services drawing from lesson learnt and good practices from regional and global perspectives. Goal of the Youth Policy The goal of the youth policy is to enhance the capacities of young people through addressing their needs, promoting positive outcomes, and providing integrated and coordinated package of information and services, opportunities, choices, relationship and support necessary for holistic development of all young people particularly those outside the social, political and economic mainstream. In hand work with the UN Youth Advisor, in the office of the Deputy Special Representative of the Secretary General to assist in the development of the National Development Policy. Objectives of the Youth Policy 2 Strengthen the capacity of key youth development institutions and ensure integration and coordination in the delivery of youth services; Strengthen the capacities of young people to enable them to take charge of their own wellbeing through building their assets and ultimately realizing their potential to the fullest; Strengthen a culture of patriotic citizenship among young people and help them to become responsible adults who care for their families and others; Support prioritized youth groups and ensure that they have every opportunity to
3 play their part in the development of the country; Foster a sense of national cohesion, while acknowledging existence of diverse circumstances and needs by providing opportunities to address these; Encourage the spirit of patriotism by encouraging visible and active participation in different youth initiatives/projects and nation building activities. Ensure that youth policies function effectively and curb the marginalization of young people Define the role of health institutions for the consideration of youth friendly services in health facilities of Somaliland Guiding Principles as per Baku Commitment on Youth policies Rights-based. Participatory. Gender-responsive. Comprehensive adopting a holistic approach to youth development. Knowledge-based and evidence-informed. Accountable nationally and locally owned and led. Scope of Work The purpose of the consultancy is to: Review the existing youth policy and account gaps and implementation challenges to avoid similar situation for this new policy Design tools to gather information in the consultation processes and Implement the various consultation processes nationwide. Draft documents/reports based on the results of the consultation processes in the different Somaliland regions. Develop a youth policy that is reflective of the enormous needs and respond to the aspirations of the Somaliland youths and also align with Somaliland National Development Plan (NDP). To develop national youth action plan that is costed as annex to the National youth policy. To assist in the draft development of the National Development Plan in hand with the Somaliland Ministry and Youth Advisor Office of the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator for Somalia 2. Objectives of the assignment 1.To develop a national youth policy in conjunction with the Somaliland Ministry of Youth, sport and tourism and other stakeholders especially Ministries of Health, Religion, Labor, employment and Social Insurance, Education, Women and Gender, Planning and Finance 2. To develop national youth action plan (costed) of the National youth policy. 3.Build capacity of the national counterpart to ensure sustainability. 3
4 4. To provide capacity building of Ministry of Youth and Sports (MoYs) staff. Methodological Approach to the development of the youth Policy The experts (s) are expected to conduct extensive literature review with primary and secondary data sources as part of the process for developing the youth policy. The review of literature will provide the consultant (s) with relevant information about the context including reviewing the previous Somaliland Youth policy. Desk review: Review of available various resources such as Human development reports,pess reports Review of Country documents such as New deal compact document, Review of existing draft documents and strategies available with other UN agencies (UNFPA, UNDP, ILO, UNICEF, IOM) The old Youth policy for Somaliland Field Data collection Interviews with relevant Government Ministries Wide consultation with the Youth all over the Somaliland. Consultation with women leader,youth groups, Civil society and other stake holders Observations The detailed methodological approach will be designed by the selected consultant(s) and included in the inception report. The consultant is expected to ensure the youth policy development is a truly participatory process with active and meaningful involvement of Government of Somaliland, Youth, beneficiaries, program staff and other stakeholders. 3. Timeline Two and a half months 4. Reporting The technical expert will report to and will directly be supervised by the Programme manager at International Organization for Migration (IOM). They will also be accountable and work within the guidelines of the director of planning and statistics department of Ministry of Youth, Sports & Tourism. However, the Consultant/s will work closely with the Ministry of Youth Somaliland and Youth programme Analyst at UNFPA Somalia, IOM and UNFPA field offices as well. 5. Qualifications Education: 4 The lead consultant should have Advanced university degree (Masters) in Social Science, Developmental Studies, Public policy, Public Health or related fields;
5 Experience: Language Requirements: A minimum of five years experience in similar or related TOR s in both local and international field in the area of adolescent and youth development. Fluency in written and spoken English and Somali is essential.
