2 Alberta Climate Change Office Overview Alberta is taking leadership to reduce greenhouse gas pollution and protect Albertans health, environment and economy for future generations. The Alberta Climate Change Office provides leadership for the government's efforts to address climate change. The Office leads a whole of government approach to implementing the province's Climate Leadership Plan with support from departments and agencies across government, and through working with and listening to stakeholders, communities and the public. For further information, visit the ministry website at Position Summary In this leadership role you will be the key policy advisor related to Alberta s Climate Leadership Plan. Working collaboratively with other divisions, ministries and external stakeholders you will develop policies that support the development and implementation of clean energy initiatives. Your strong background and passion for climate change will provide guidance to the development, implementation and maintenance of energy efficiency performance standards. You will develop a policy and planning approach to address emerging and changing energy system needs to address climate change issues. Through strategic relationships and policy initiatives you will provide leading climate change advice within national and global arenas. Major Accountabilities Providing leading research and analysis that support the development and implementation of climate change technical and non-technical policies related to the Climate Leadership Plan and other ministry priorities. Presenting planning and policy advice, information and support related to Alberta s climate change plan to key stakeholders and other jurisdictions including mitigation and adaptation policy. Guiding the development and implementation of Alberta s energy efficiency policies and programs. Building and maintaining effective, open and consultative relationships with key climate change, industry, and indigenous partners and stakeholders as well as other ministries to support policy research and feedback. Engaging others in policy and planning process and influencing local, national and global governments towards responsible climate change initiatives. Leading research and analysis on climate change and clean energy policy and making recommendations to inform and develop legislation recommendations. Developing and fostering sound working relationships with other ministries and other levels of government. Executive Search, Alberta Corporate Human Resources / Page 2

3 Leading, coaching, and mentoring a team to develop strategic and policy capacity, while promoting opportunities for professional growth, development and effective succession planning. Creating an organizational culture that embraces innovation and best practices. Authorities The Executive Director is involved with the administration of legislation relating to the business of the ministry and other legislation related to leadership responsibilities and delegated authorities, including: Financial Administration Act Government Organization Act Fiscal Planning and Transparency Act Public Service Act Freedom of Information and Protection of Privacy Act Organization Reporting to the Assistant Deputy Minister, Policy, Legislation and Evaluation, the Executive Director provides leadership and guidance to the following areas: Adaptation and Energy Efficiency; Industry, Emissions and Markets; and Legislation and Evaluation. This Executive Director works closely with other members of the division leadership team in providing direction for the Policy, Legislation and Evaluation division within the context of ministry goals and business plans and developing and implementing integrated cross-functional strategy teams and projects within the division. Financial and Human Resource Management The Executive Director is accountable for the effective management of a staff complement of 25 fulltime equivalencies and an annual budget of approximately $5 million. Contacts Internal contacts include the Assistant Deputy Minister, the ministry executive team, other senior government officials, and staff within the ministry and in other ministries. External contacts include province-wide clients, key climate change stakeholder organizations and partners, Provincial and National organizations, industry representatives and associations, nongovernmental organization, academic institutions, and technical experts Challenges and Opportunities Identifying and responding to policy challenges of the Climate Leadership Plan within a local, national and global stage. Developing strategic approaches to effectively address the impact of Alberta s climate change plan on the social, economic and environmental sectors. 4 Coaching, mentoring and supporting directors in optimizing fiscal and human resources to build and increase strategic leadership capacity. The Person (1) Knowledge/Skills/Experience Extensive related senior management experience and an understanding of technical and nontechnical elements of climate change initiatives. Demonstrated ability to build and maintain effective working relationships and partnerships with a wide variety of stakeholders, and to collaborate strategically while balancing their needs and interests. Excellent verbal and written communication and presentation skills including the ability to explain complex issues to a broad audience. Proven success in formulating policies and managing complex issues with demanding work volumes. Advanced planning, coordination, and project leadership skills and organizational abilities. Solid strategic, analytical and problem solving abilities with extensive project management experience. General knowledge of federal, provincial and municipal planning and decision making processes; general environmental principles; and the interaction between different jurisdictions. Ability to respond quickly to changing priorities. Leadership and coaching skills specifically applied to develop and optimize resources and build strategic capacity. Proven ability as a human resource leader with a commitment to creating, supporting and sustaining an environment that enables staff to achieve results and develop and build the organizational capacity. Exceptional interpersonal skills, proactive problem solving and decision-making abilities, excellence in issues management and team leadership and support.
