1 International Shipment Policy Congratulations! We are pleased that you have accepted an overseas assignment. We look forward to working with you throughout the relocation process. As you travel back and forth overseas and have questions on travel, your safety, etc. We highly recommend using the web site: for any questions and concerns. The purpose of our policy is to do what is reasonable. Reasonable does not include multiple sets of furniture, goods for resale, excessive amounts of floor coverings of all types, etc. Items you ship must be for your personal use. 3M will not pay expenses related to the shipping of alcohol (i.e. wine, beer, liquors or spirits) in your air, surface or sea shipments of household goods and personal effects. For clarification on the laws governing export/import of alcoholic beverages, please visit the web site Policies for shipping personal effects and household goods apply whether this is your initial move, a return, or a subsequent move. The method of transportation and allowance is based on your specific assignment type. Your move coordinator will advise you as to the type and size of shipment you will be authorized. The current policy addresses size limitations for both air and ocean shipments. Please pay close attention to the following allowances. 1
2 Airfreight Shipment Allowances: 1-2 people moving: 1 D container 58 x 42 x 45 = 63 cu. ft./ 409 lbs. Your allowance is determined by space. Items that do not fit into this container will have to go into your sea shipment, if you are allowed a sea shipment. 3 or more people moving: 2 D 58 x 42 x 45 = 63 cu. ft. each or a total of 126 cubic feet /819 lbs. Your allowance is determined by space. Items that do not fit into the 2 D containers will be added to your sea shipment, if you are authorized a sea shipment. Please keep in mind these airfreight containers are tri-wall corrugated boxes, not wooden crates. They are not designed to ship furniture or large bulky items. Limit the airfreight to your immediate interim needs such as clothing, dishes, and some business documents. Think in terms of packing for an extended vacation. Office Items: Bring your office items home in time to be professionally packed by the moving company. Your office documents of immediate importance will ship with your household goods air shipment. This will not affect your allowance of household goods. All other office effects will be put into your surface shipment. 2
3 We strongly recommend taking personal vital documents with you. This will guarantee their safe and timely arrival. NOTE: Door-to-door transit times for Airfreight shipments are approx days. This time frame includes the following: packing and wrapping of household goods, inland transportation (at origin and destination), and actual air travel and customs clearance. New global security protocols have impacted air transit times that could delay your shipment. Take full advantage of the amount of accompanied luggage and carry-on luggage allowed by your airline. Surface Shipments: When planning your surface shipment, consider climatic differences (especially moves between the northern and southern hemisphere), cultural differences, and electrical current in the country to which you are moving. Consider how well your furniture will travel by surface freight. Use this time to evaluate your personal effects. Discard any household items that have outlived their usefulness, or have not been used in the last two years. Storage becomes costly for the duration of a 3-5 year assignment. Electronics and appliances deteriorate faster than furniture and other recreational items while in storage. Sea Allowances: Outbound Surface allowance: Unaccompanied and accompanied families will be limited to one 40-foot container, 2358 cubic feet/14,000 lbs Please note this allowance on outbound shipments is new: Maximum outbound limit of one 40 foot container 2358 cubic feet/14,000 lbs 3
4 Inbound/returning Unaccompanied and accompanied families will be limited to one 40 foot high cube container /2714 cubic feet/ 16,500 lbs. In preparing for your shipment, it is important that you follow international shipping regulations and restrictions. There are many useful websites available for shipping information; please contact us if you are interested. 3M s policy states items that can and cannot be shipped. Violations of 3M s policy or the law, which restrict household good shipments, are not tolerated. In the event the appropriate 3M personnel confirms that you have violated the law, or 3M s policy, 3M will invalidate and cancel any/all 3M s association with your shipment. You will be re-billed all expenses associated with arranging and affecting the shipment. SHIPMENT CONTENTS The air and surface shipments incorporate all of your household goods; however, certain restrictions dictate what can and cannot be shipped. Please respect this list as some of these items may damage other household goods in your shipment or delay customs clearance and delivery to your home. Items that cannot be stored, shipped by air or surface It is now prohibited to ship any food items including alcohol into the United States per a new FDA Bioterrorism act. 4
5 3M will not pay for the shipping of farm-related equipment, hobby items, tools of trade, and the following: All pressurized tanks Autos Bonds Cleaning agents, bleach, etc. Corrosives/Poisons Explosives Firearms Firewood Frozen Foods Goods of other 3M employees Items for resale Money Motorbikes, motor cycles, ATV s Narcotics Perishables Propane tanks for grills etc. Riding lawn equipment Trailers (campers/utility) Ammunition Boats Building Materials Controlled substances Excessive amounts of floor coverings of all types Fire extinguishers Firecrackers/Fireworks Flammables Goods intended for resale Goods that do not belong to you or your family Matches Motor homes Multiple sets of furniture Paint or stains Plants Recreational vehicles Switchblade knives/flick knives Surface Shipments only: Be selective in what you choose to ship by surface. Discard any household items that have outlived their usefulness. The time of year and the country to which you are moving will help you determine your moving needs. Electrical current differences may make your appliances and stereo systems unusable. Television sets can be converted; however, most American TV s will not pick up the frequency of the foreign broadcasts. Although these differences can often be overcome through the use of transformers, you will want to weigh the pros and cons of transporting such items. Check the web site: for currency questions. NOTE: Door-to-Door transit times for surface shipments can vary greatly depending upon where and when you are moving. Please verify all transit schedules with your Allied International moving coordinator. 5
6 Storage of Household Goods: Storage of household goods while you are on assignment is not automatically approved. This benefit, IF APPLICABLE, is determined by your assignment type. Please contact your Allied International Moving Consultant for clarification if you are considering storage. If storage is not a benefit per your assignment type, and you choose to store your goods with Allied and/or their affiliate, the charges will be your responsibility. Automobiles: 3M does not pay any expenses related to shipping a vehicle. Know the rules prior to shipping a vehicle. The rules and regulations on shipping vehicles are your responsibility. Most cars manufactured overseas for use outside of the U.S. will not meet U.S. EPA or DOT standards. These vehicles require extensive and costly modification. During modification, the vehicle will be held on a security bond posted by you based on the vehicle s value and the shipping cost. Shipping a car in your household goods container can cause delays in customs clearing and delivery. 7 INSURANCE: 3M Company is self-insured and uses UNIRISC to process damage claims on air and surface shipments along with household goods placed in storage. Do not discard or repair any damaged items without prior approval from UNIRISC. File your claim as soon as possible. UNIRISC should receive notice of your intent to file a claim within 90 days of your delivery date. FILING YOUR CLAIM ON LINE: 1.) Go to the Internet, type in: 2.) On the UNIRISC Home Page click on Submit Claim 3.) At the Account Login Enter your 3M External Address 4.) For your password use the word claims (all in lower case) 5.) Click on Register 6.) Complete the Create a new Account information 7.) Enter RC5237 for your Company Code 8.) Enter your password claims 9.) For your confirm password enter claims 10.) Click on the Register and sign in Now 11.) Proceed by following the instructions provided This is a quick and easy way to submit your claim and trace the status of your claim once you submit it. These items are potentially subject to the foreign exchange control laws, and high customs duties. Prior to considering shipping any goods listed below, please contact the foreign consulate and your local HR/Transportation person listed on page 1 of this policy. Restricted and prohibited articles include: Always check the country of destination for the latest regulations. Many countries restrict books, tapes, films, unauthorized reprints and pornographic material. Cultural property, architectural murals and sculpture may require an import/export certificate. Please check with the proper authorities prior to purchase and shipping. Fruits, vegetables, plants, skins, hides (leather, furs) from animals covered under the Endangered Wildlife Act are prohibited. If you have any health issues, have a prescription or statement from your physician stating that the medicine is required. Narcotics, pornography, fireworks, poison, dangerous toys and switchblade knives are not allowed under any circumstances. Pets are your shipping responsibility. For assistance in shipping a pet, please contact one of the following preferred vendors: Air Worldwide In General It is imperative that all documentation prepared to accompany an import shipment of household goods and personal effects be 100 percent accurate. Your inventory must be accurate and not contain any slang or arbitrary descriptions. Customs agents look for omitted or incorrectly documented items. Random customs inspections may take place, resulting in a partial or complete inspection. An inspection will delay your shipment for up to 10 days while the local government confirms its contents. Our brokers are working on your behalf to secure a shipment clear of any delays. Many situations that occur these days are simply out of their control. Your patience during this time is greatly appreciated. We suggest you register foreign-made articles such as watches, cameras, stereo or video equipment with customs in your home country prior to your relocation, as these items may be otherwise dutiable when brought back at the conclusion of your assignments without proof of prior possession. 9
10 Please retain sales receipts and a ledger of household goods purchased during the course of you international assignment. Customs reserves the right to ask for these documents in order to clear your shipment. Violations: Good relations with all government entities are essential, not only as a matter of good business practice, but also to ensure the availability of the company s relocation program. You must comply with all regulations and file all customs declarations with complete and unfailing accuracy. Violations of 3M Company Relocation Policy, or the laws, which govern household good shipments, will not be tolerated. In the event 3M learns that you violated the law, or 3M policy, 3M will invalidate and cancel any/all 3M association with your shipments and you will be re-billed and/ all expenses associated with arranging and affecting the shipment. Customs Documents required for clearance into the U.S.A Supplemental Customs Form Power of Attorney Copy of your passport 3299: The following pages contain a sample of the U.S. Customs form 3299 which you are required to complete and sign in order to clear your unaccompanied personal effects and household goods through U.S. customs. One is needed for each shipment you have, as they clear at different times and at different ports. The following web page has current down loadable U.S. Customs form Part I You (the shipper) must complete the following sections of Part I of the form Importer s name (Your complete name, first, middle, last) 2. Date of birth (your date of birth) 3. Date of arrival (the date you arrived in the USA) 4. U.S. address (your residential address in the USA is required; business addresses are not acceptable, you must put an address even if it is your temporary address i.e Tahoe Place) 5. Port of arrival (your first port of arrival in the U.S.A.) 6. Name of arriving vessel/carrier and flight (this is your information on how you arrived U.S.A.) 7. List the names of all accompanying household members. (Husband/Wife: his/her name, Daughter: her name, Son: his name You are not required to complete section 8, Part I of the form. 10
11 Part II The following sections of Part II must be completed. 1. Residency. This section is used to indicate your previous and present residency status 2. Statements of eligibility for free entry of articles. You must declare the items for which you seek duty-free entry. Part III If your shipments are not moving under a Government Bill of Lading, you are not required to complete Part III of the Part IV In Part IV, you must mark all the applicable boxes and declare any of the following items contained in your shipment: 1. Articles for the account of other person (gifts) 2. Articles for sale or commercial use. 3. Firearms and / or ammunition 4. Alcoholic beverages of all types or tobacco products 5. Fruits, plants, seeds, meats or birds 6. Fish, wildlife or animal products 7. Foreign household effects acquired abroad and used less than one year 8. Foreign household effects acquired abroad and used more than one year 9. Personal effects acquired abroad 10. Foreign-made articles acquired in the United States and taken abroad on this trip or acquired abroad on another trip that was previously declared to U.S. Customs 11. Articles taken abroad which were altered or repaired overseas PLEASE NOTE: Part IV, section D, requires that you list any of the items declared in Part IV, items 1-11, and then provide customs with a description and a value of this merchandise. Part V You are not required to complete Part V. Part VI Sign your name in Part VI, Section 2 and date the form in part VI section 3. This is a required document that must be completed to clear your shipment of personal effects and household goods. Without this signed and completed form, the agent will not be able to arrange customs clearance. 11
12 Supplemental Customs Form In addition to Customs Form 3299, you must complete this Supplemental Declaration for Unaccompanied personal and household effects. Be sure to complete items #1, #2, #3, #4, #5, #7 #8 and #9. If you are a resident alien, complete #6. If you are a corporate transferee, complete items #10, #11, #13 and #14. You are not required to complete #15 and #16. At #17, check Import. Then sign the form at line #18. Power of Attorney It s always best to complete a Power of Attorney form before leaving your country of origin. If one is not complete and given to your agent, or 3M contact you will need to be present at customs for your shipment to clear. TO complete the Power of Attorney form, mark the box individual in the upper right corner. Print your name in the first blank on the form. Then skip to the bottom where it reads has caused these presents to be sealed and signed: (Signature). Write your name and date the form on the next line to the right. No witness necessary. This form does not have to be notarized. These forms are required to clear customs, please complete them and get them to the contact at the moving company In addition to the custom documents mentioned, Foreign Nationals, customs will need a photocopy of the I-94 stamp found in your passport Scheduling and organizing the shipment Once the authorization has been received, the Human Resource department will contact you and the Carrier. The Carrier will contact you for scheduling the residence survey and moving consultation. The moving counselor will use this time at your home to do a thorough survey of your belongings and assess your moving needs. Please address any unusual situations that may require the carrier s special attention; i.e. crating, disassembly, high value items, antiques, etc. You will arrange the actual date for packing and loading with your mover. Please avoid the end of the month since that tends to be the busy time for movers. Once you have confirmed the removal dates, the carrier will determine the best routing for your shipment(s). This tentative schedule will provide approximate transit times to your new destination. Please keep in mind that these scheduled dates are tentative. Always verify the final schedule with your move coordinator. Thank you! 12
