6 1.DEVELOPMENT OF TELEMATICS TECHNOLOGY With the development of ICT and control system technologies, telematics has become a vital part of IoT (Internet of Things) architecture. Telematics is defined as an interdisciplinary field that integrates GPS (Global Positioning Service) technology and transport infrastructure for various transport purposes, such as traffic safety, real-time traffic, in-car entertainment, remote driving diagnostic and emergency roadside rescue services. Those services aim to provide a smarter driving environment so as to effectively improve the efficiency of road use and reduce accidents, fuel consumption, and carbon dioxide emissions. In regards to application levels, telematics can be divided into smartcar and smartway. As for smartcar applications, vehicle information is captured using the main vehicle networking system, in-car information sensing technology, and vehicle control technology, while providing electronic system controls, vehicle diagnostics and security services. As for smartway applications, vehicle information is connected using wireless communication systems to interact with external environments. Wireless communications technologies include: communications technologies for vehicles connecting with external environments such as WiMAX (Worldwide Interoperability for Microwave Access)/GPRS (General Packet Radio Service)/3G, communication technologies for on-road vehicles such as Wi-Fi (Wireless-Fidelity)/DSRC (Dedicated Short Range Communications), and inter-vehicle communications technologies such as WAVE (Wireless Access in Vehicular Environments)/DSRC; accessing those smartway applications, people are able to receive external traffic information, real-time traffic information and GPS services, inter-vehicle crash preventions services and emergency notification services of an approaching vehicle. 1.1 Vehicle Tracking Using GNSS (Global Navigation Satellite System) receivers, sensors and electronic network equipment, a vehicle is able to collect the information at all time, to track the location, movement, status, and behavior of a vehicle or fleet and the back-end 4
7 data management system will handle collected information. Combined with a display, a vehicle is able to help its driver respond to any traffic situations and provide emergency notification services. 1.2 Trailer Tracking Combined with sensors, RFID (Radio Frequency Identification), GPS, and network electronic equipment, trailers are designed to monitor the position, movement, status and behavior of a vehicle or fleet. In addition, refrigerated trailers are often equipped with temperature and humidity sensors; leveraging telematics technology, trailers are able to obtain real-time information regarding internal temperature and humidity for commercial purposes such as providing warning messages and tracking related information. 1.3 Fleet Management Fleet management encompasses a wide range of fleet management features, such as auto financing, vehicle repair and maintenance, vehicle remoted information processing, driver management, fuel management, vehicle safety management, and vehicle scheduling. For example: a logistic service company is able to capitalize on fleet management to reduce investment risks and transportation costs of vehicles. 1.4 Satellite Navigation Combined with vehicle networking and vehicle satellite navigation technologies, vehicles are able to receive the latest traffic information and transmit to the remote systems for information integration. The message will then be sent back to the GPS, which is able to instantly capture the latest road conditions. 1.5 Wireless Vehicle Safety Communications The installation of wireless communications equipment on the road or in the vehicle enables a vehicle to capitalize on communication protocols such as Wi-Fi/DSRC to get connected with on-road communications equipment and/or inter-vehicle communication protocols such as WAVE/DSRC to get connected with another 5
8 vehicle using wireless communications technology. The data transmission of a vehicle with another vehicle and/or communications equipment allows safe information exchange between vehicles and/or between a vehicle and on-road communications equipment. Additionally, vehicles can receive emergency alerts to prevent close proximity with other vehicles or be advised to take detours to avoid accidents, breakdowns, road closures and traffic jam, whereby effectively reducing vehicle collisions. 1.6 Vehicle Insurance Development of driver risk assessment technology include vehicle information sensing module, traffic information correction mechanism and risk indicators of drivers, to track real-time and long-term evaluation. Table 1: Telematics Applications: Smartcar and Smartway Telematics Type Smartcar Smartway Application Coverage Vehicle networking, in-vehicle information sensing technology, and vehicle control technology Communications technologies for vehicles connecting with external environments, communication technologies for on-road vehicles, and inter-vehicle communications technologies Source: MIC, July PATENT MINING 2.1 Patent Search To further understand telematics patent portfolios of assignees and the possible impact on the industry, MIC conducted a patent mining with a step-by-step procedure as follows Selecting a Patent Database This research is based on the search results obtained from the USPTO (United States Patent and Trademark Office). 6
9 2.1.2 Identifying Search Keywords Major keywords related to telematics were identified by reviewing publicly available data from research papers, news reports, exhibition vendor lists, patent litigation cases, keyword search, patent classification, and technical blog posts. Set up patent mining keywords using patent classification codes, the number of key vendor, and keywords such as "Smart Vehicle," "Intelligent Vehicle," "Telematics," "Digital Car," "Smartcar," "Smartway," "Connected Car," G06F001900, G06F001700, G06F000700, B60R002510, H04M000342, B60R002500, G06F000944, H04M001104, G07C000500, H04Q000900, B60Q000100, B60R001602, H04W000400, B60R , B60R002504, G06F000945, G05B001900, H04M000300, Audi, Honda, Hyundai, Toyota, Volkswagen, Daimler, Nissan, Tesla, Honda, Mercedes-Benz, Ford, General Motors, Audi, Microsoft, Intel, LG, Apple, and Google. This patent search contains all searchable patents at the USPTO website from 2001 up until now. Other columns such as Title, Abstract, and Claim fields were also used for keyword search Data Selection Based on the preliminary results of patent search, MIC used relevant researches and necessary adjustments, adding more cited patents for data enhancement. After filtering, a total of 7,069 patents were left for analysis Data Analysis Using data mining techniques, MIC analyzed and cross-examined 7,069 patents by sector and field. The same method was duplicated again to analyze the relative R&D intensity of the assignees. Next, text mining was undertaken to analyze the key technologies covered by 7,069 patents so as to gain the full picture of key patented technologies. For each patent, MIC conducted a survey on its citation and patent family numbers. The top 10 patents with the highest citation and patent family numbers are argued as the most important patents in regards to telematics. Patent Generality Index was calculated for each patent to evaluate the patent's impact on the industry. 7
