1 PREA ANNUAL REPORT 2015 (PRISON RAPE ELIMINATION ACT) OVERVIEW In 2015, Pioneer Human Services (PHS) contracted for 14 community confinement and juvenile programs across the State of Washington. These contracts are with the Washington State Department of Corrections (DOC), Federal Bureau of Prisons (FBOP) and Juvenile Justice & Rehabilitation Administration (JJ&RA). PHS ceased operations of two of the 14 programs during 2015 (Reynolds Work Release and Camp Outlook). The development of an agency-level zero tolerance policy ensures that awareness and accountability exist within the agency and throughout its community confinement and juvenile facilities. PHS facilities work with the contracting agencies to increase awareness, training, accountability and focused program procedures to work towards sexual safety and a decrease in sexual misconduct. Overall, there were five allegations in Of those allegations, one was found to be substantiated. 4 STATE WORK RELEASES (DOC) AHTANUM VIEW WORK RELEASE The Ahtanum View Work Release is a co-ed 60-bed facility, housing 52 males and 8 females located in Yakima, WA. Programs include chemical dependency and family, personal and anger management counseling. BISHOP LEWIS HOUSE Bishop Lewis Work Release is a 69-bed, male-only facility, located in Seattle, WA. Programs that are offered to the residents in the work release include chemical dependency recovery and the D.A.D.S. program. The D.A.D.S. assists fathers with resources to help them develop a sense of self, family, and community responsibility through education, effective parenting, mentoring, and partnering. Residents may also attend programs in the community such as Alcoholics and Narcotics Anonymous meetings. BROWNSTONE WORK RELEASE The Brownstone Work Release is an 80-bed, male-only facility located in Spokane, WA. Programs include chemical dependency treatment, Alcoholics Anonymous meetings, life skills and other cognitive-behavioral classes. Additional programs are available at the Spokane Criminal Justice Center.
5 ELEANOR CHASE HOUSE The Eleanor Chase House Work Release is a 45-bed, female-only facility located in Spokane, WA. Programs offered include chemical dependency, parenting classes, life skills, weekly wellness meetings and Pick-A-Partner. Additional programming is available at the Spokane Criminal Justice Center. Residents are involved with the community as members of Department of Corrections work crews and providing labor to non-profit organizations. Residents also volunteer with local social service providers and businesses. HELEN B. RATCLIFF The Helen B. Ratcliff Work Release is a 47-bed, female-only facility located in Seattle, WA serving women released from state prison or King County jail. Programs offered include a residential parenting program, chemical dependency, parenting advocacy, bible studies, Alcoholics Anonymous meetings as well as monthly art and poetry classes. LONGVIEW WORK RELEASE The Longview Work Release is a co-ed 60-bed facility, housing 54 males and 6 females located in Longview, WA. Programs include chemical dependency and sex offender aftercare. Additional services are available in the community and include mental health, parenting and anger/stress management classes.
6 MADISON INN WORK RELEASE The Madison Inn Work Release is a 25-bed, all male facility located in Seattle, WA. Programs available include: outpatient and intensive outpatient chemical dependency treatment, life-to-work skills and community speakers/resources. Residents may also attend programs in the community such as Alcoholics and Narcotics Anonymous meetings. There was one substantiated allegation of staff sexual harassment in Staff discipline, resident education and an ongoing increase in PREA training are being used to address the issue moving forward. PENINSULA WORK RELEASE The Peninsula Work-Training Release is a co-ed 60-bed facility, housing 54 males and 6 females. Residents receive treatment for chemical dependency issues and also have access to attend anger management, grief counseling and other treatment in the nearby community. There is one pending allegation for If substantiated, there will be a facility action plan. RAP LINCOLN WORK RELEASE The Rap House and Lincoln Park Work Releases provide specialized programs for populations with unique needs. Rap House is a 20-bed facility, housing 17 males and 3 females. Lincoln Park is a 30-bed facility, housing 24 males and 6 females. Both are located in Tacoma, WA. On-site programming includes chemical dependency, Moral Reconation Therapy (MRT), Partners-in-Parenting, stress/anger management, and family support activities.
7 There is one pending allegation for If substantiated, there will be a facility action plan. REYNOLDS WORK RELEASE The Reynolds Work Release is a 99-bed, male-only facility in Seattle, WA. Programs that are offered to residents include chemical dependency, anger/stress management, Moral Reconation Therapy (MRT), Home Free, Getting It Right, Alcoholics Anonymous and Narcotics Anonymous. Residents may also access a variety of other treatment programs available within the community. Pioneer ceased operations of this program in June The program is now operated by the Washington DOC. FEDERAL RESIDENTIAL REENTRY CENTERS (FBOP) PIONEER FELLOWSHIP HOUSE The Pioneer Fellowship House Residential Reentry Center (PFH/RRC) is a 60-bed facility that houses both males and females located in Seattle, WA. PFH/RRC provides both in-house treatment as well as referrals within the community for substance abuse, job and life skills, educational opportunities and financial education. not warranted. However, any substantiated or unsubstantiated allegations would automatically go to the PHS PREA Review Committee.
8 SPOKANE RESIDENTIAL REENTRY CENTER The Spokane Residential Reentry Center (SRRC), located in Spokane, WA, serves males and females who are in the custody of the Federal Bureau of Prisons, or under the supervision of the US Probation or the Pre-trial Services. The 40-bed facility houses males only, but supervises both males and females while on home confinement. Residents are required to be fully employed or enrolled in an education program, participate in recovery/counseling, complete in-house work details and meet all screening requirements for placement. go to the PHS PREA Review Committee. TACOMA RESIDENTIAL REENTRY CENTER The Tacoma Residential Reentry Center (TRRC) houses both males and females who are in the custody of the Federal Bureau of Prisons, or under the supervision of the US Probation or the Pre-trial Services. The facility houses a maximum population of 35 residents. go to the PHS PREA Review Committee. JUVENILE FACILITIES (JJ&RA) CAMP OUTLOOK
9 Camp Outlook, Washington State s Juvenile Offender Basic Training Camp located in Connell, WA, provides a chance for change to youth trying to overcome the challenges of their current life situation. Funded by the state Department of Social and Health Services, Juvenile Rehabilitation Administration (JRA), the 15-bed Camp offers a safe, secure, treatment-oriented and disciplined military environment. The four-month intensive program centers around three key components: military structure, treatment and education. The State of Washington stopped all funding for this program, so Pioneer ceased operations in May There were no substantiated PREA investigations in 2015 thus a facility action plan is not warranted. However, any substantiated or unsubstantiated allegations automatically go to the PHS PREA Review Committee.
