1 Service Document Correctional/ Residential Home for Children/Juveniles/Young Offenders I Service Definition Introduction Correctional/Residential Home for Children/Juveniles/Young Offenders, a gazetted home under the Protection of Children and Juveniles Ordinance (Chapter 213), the Juvenile Offenders Ordinance (Chapter 226), the Probation of Offenders Ordinance (Chapter 298), the Reformatory Schools Ordinance (Chapter 225) and the Immigration Ordinance (Chapter 115), provides statutory care and supervision to young offenders and mal-adjusted juveniles as ordered by the Courts. It serves the function of a place of refuge, a remand home, a place of detention for young illegal immigrants, an approved institution (probation home), and a reformatory school. Purpose and objectives 2. Based on social work principles and approaches, the purpose and objectives of Correctional/Residential Home for Children/Juveniles/Young Offenders are : To provide temporary custody/residential training programme in a stable, safe, fair and warm living environment. To use social work approach to implement the court directives with the ultimate goal of re-integrating children, juveniles and young offenders into the community. To provide academic and vocational training programmes to facililtate the children/juveniles/young offenders to pursue further studies and/or open employment upon discharge from the Home. To provide social work programmes and structured routines to address the problems leading to placement for residents under the place of refuge/remand home/place of detention for young illegal immigrants. To provide social work programmes and structured routines with the aim at helping young offenders acquire the ability, skills, motivation and maturity to lead a law-abiding life after discharge from probation home/reformatory school. To encourage the development of potentials, sense of responsibility, self-esteem, self-care and social relationship for children/juveniles/young offenders in care and remand.

2 To assist the children and juveniles and young offenders to develop better links with resources in the community. 1 To function as an assessment centre for children and juveniles in care under the place of refuge/remand home. Nature of the service 3. The service is to be operated in compliance with the Protection of Children and Juveniles Ordinance (Chapter 213), the Juvenile Offenders Ordinance (Chapter 226), the Probation of Offenders Ordinance (Chapter 298), the Reformatory Schools Ordinance (Chapter 225), and the Immigration Ordinance (Chapter 115). 4. Services provided include: Residential training in the form of small group living within the Home to promote and facilitate individual contact, treatment, attention, privacy and closer relationship among residents and with the residential workers. 2 Formulation, implementation and review of individual rehabilitation plans or programmes, together with relevant others involved in residents placement, through case discussion and conference. 3 Assessments on areas including physical condition, behavioural and personality characteristics, interpersonal relationship, general performance, attitude towards welfare plan and needs of the residents to assist the supervising officers to formulate welfare plan and the magistrates to decide on appropriate disposal. Individual or group counselling to relieve the residents anxiety and uncertainty, to help them adjust to the Home living, and to help them gain insight into their emotional and behavioural problems and plan realistically for their social rehabilitation. Working with relevant others including the supervising officer, family members, staff of other agencies and/or clinical psychologist to develop individual welfare plan for the residents 4. Training programmes to develop life skills. 3 Social, cultural and recreational activities to develop social skills and interest for better adjustment in the community. Family life education programmes to develop skills and knowledge for the improvement of family and inter-personal relationship. Encouraging and facilitating contact with families/guardians and arranging guardian visits for improvement of parent-child relationship and development of individual welfare plan for the residents. Introducing community resources to the residents 5 and their families, involving volunteers in the programmes and by involving the residents in community service projects to enhance their self-esteem and to develop their potentials. For residents admitted to the Probation Home and Reformatory School, education and employment guidance to facilitate academic and vocational development upon discharge. Aftercare services to the residents of the Reformatory School who are put on boarding-out arrangement and discharged on license to assist with their reintegration into their families and the community. Target group 5. The target groups are: Children and juveniles aged 8 to under 18 committed under the Protection of Children and Juveniles Ordinance, Chapter 213. Children and young persons aged 10 to under 16 committed under the Juvenile Offenders Ordinance, Chapter 226. Young illegal immigrants aged under 18 committed under the Immigration Ordinance, Chapter 115. Young offenders aged 10 to under 16 committed under the Probation of Offenders Ordinance, Chapter 298. Young offenders aged 10 to under 16 committed under the Reformatory Schools Ordinance, Chapter Excluding residents who are illegal immigrants -3-

4 II Performance Standards 6. The service operator will meet the following performance standards: Output Standard Output Indicators Agreed Level 1 Rate R(1) of successful home-bound statutory custody (i) within a year (applicable to place of refuge, remand home and place of detention for young illegal immigrants only) 2 Rate R(2) of completing assessment reports on cases detained by court within a year (applicable to place of refuge and remand home only) 3 Rate R(3) of successful completion of training (ii) within a year (applicable to probation home and reformatory school only) 4 Rate R(4) of completing half-yearly case review (iii) for individual residents within a year (applicable to probation home and reformatory school only) 5 Teaching hours (iv) for residents per school day within a year 6 Number of social work programmes (v) completed within a year 100% 100% 80% 100% not less than 4 not less than 100 (Keys and definitions at Appendix of this Service Document.) Essential service requirements 24-hour care per day, with at least six staff members on duty at all times. A scheduled daily routine as approved by Director of Social Welfare (DSW). Discipline be promoted through a scheme of reward and punishment as approved by DSW. Registered social worker and teaching staff. Sufficient and varied food on a dietary scale approved by DSW. Daily necessities including adequate clothing and other personal items as well as -4-

5 separate beds for residents. Nursing staff to look after residents general health and visiting Medical Officer to provide medical care. Toys, books and other equipment appropriate to residents age. All services to comply with the Manual of Procedures for Correctional / Residential Home. Quality 7. Service operator will meet the requirements of the 16 Service Quality Standards (SQSs). -5-

R(4) Rate of completing half-yearly case review = No. of half-yearly case review completed during the period x 100% No. of half-yearly case review required during the period (iii) (iv) Half-yearly case review refers to the progress review of the welfare plan and overall performance of individual residents in the Home completed once every six months. Resident s parents shall be informed of the residents progress. The parents and resident shall be involved in at least one of the reviews. Case review shall be documented. Teaching hours refer to academic and vocational training hours provided. (v) Social work programmes refer to number of groups or mass programmes organized by social work staff of the Home applying social work values, knowledge and skills and with planned objectives, programme contents, evaluation and documentation. Groups are not counted by number of sessions. -6-
