1 CONSTITUTIONS AND BYLAWS OF UNICEF INITIATIVE CLUB AT MARQUETTE Article I: Name UNICEF initiative club at Marquette conveys a group of students from Marquette coming together to spread awareness about UNICEF on their campus. UNICEF at Marquette does not claim to be an organization created by UNICEF, the U.S. Fund for UNICEF, or Marquette. It is a registered student-run organization at Marquette and a registered Campus Initiative Group. (All Campus Initiative Groups are recognized by the U.S. Fund for UNICEF as clubs founded and run by college and university students at their respective institutions to contribute to the work of UNICEF). The name, emblem, and insignia of UNICEF or the United States Fund for UNICEF shall be used for only such purposes as shall be authorized by the United States Fund for UNICEF. In no case shall they be used as a trade name or trademark, nor in a way or for a purpose that demeans or impugns the name UNICEF or United States Fund for UNICEF. Article II: Purpose UNICEF initiative club at Marquette has three main goals: engaging students in community service that benefits children locally by educating students of UNICEF s work on global issues affecting children, and fundraising to support UNICEF s aid programs. Article III: Structure In fulfilling these goals, UNICEF at Marquette is divided into three communities: Volunteering Committee, Advocacy Committee, and Fundraising Committee. The President would oversee and manage the club, and he/she would be assisted by the vice president while the Chair of Volunteering, Chair of Advocacy (Campus awareness and publicity), and Chair of Fundraising oversee their respective committees. Semester themes should be created to promote focus and organization within the club. Article IV: Membership and Recruitment Regular and Associate members Regular members: Regular members are full-time undergraduate students who would be able to participate in all club events and s/he is eligible to be eligible to be elected to the above office positions. Associate members: These would be part-time undergraduates, graduate students, faculty and staff member, or administrator at Marquette University who can participate in events but cannot be elected to the board of officers or vote on official business Non-discrimination clause: consistent with all applicable federal and state laws and University policies, this organization and its subordinate bodies and officers shall not discriminate on the basis of race, color, age, sexual orientation, religion, Veteran s status, sex, national origin, or disability in its selection of members, educational programs or activities. 2 All full-time Marquette undergraduates are welcome to join UNICEF Initiative Club at Marquette. No specific academic or particular GPA is required. The undergraduate needs to show commitment and he/she is highly encouraged to attend all general meetings, join a committee, and participate in club events. Part-time undergraduate students, graduate students, professional students, faculty members, staff members, or administrators would be allowed to participate as associate members. Recruitment would take place during Organization Fest at the beginning of the semester. However, full time undergraduate students are free to join anytime within a semester. Part-time undergraduates, graduates, and faculty can as well join during the course of the semester. Article V: Officer Positions and Responsibilities Founder or President: lead UNICEF at Marquette; plan and run the general and officer meetings; oversee the committees; delegate responsibilities to other officers and members; manage the club mailing-list accounts; track and communicate with new and continuing members; make room reservations; attend all required workshops; keep constitution updated; keep President s manual updated; communicate frequently with the faculty advisor and U.S. Fund for UNICEF Campus Initiative representative. Vice President: should be active in all events; assist the President when planning the officers meeting agendas; assist the president manage the club and mailing-list accounts; mailing-list weekly about upcoming events and meetings when the president is occupied; also track and communicate with new and continuing members; can also make room reservations after consulting the president; takes minutes of officer meetings; create and update a calendar of events; keep Vice President s manual updated; run meetings and undertake relevant actions in the absence of the President. Secretary and Chair of Volunteering committee: The secretary who would also chair the volunteering committee; he/she would be active in all community service and major club events; organize at least two different child based community service projects per semester relating to the theme of the goals in that semester; collaborate with other organizations and clubs; create activities to do with local children; provide a summary of committee activities via to the President and Vice President after each general meeting; complete Event Logs for each community service event; keep members updated. Chair of Awareness and Publicity: The chair of the awareness and publicity would lead the Awareness and Publicity Committee; very active in all awareness and publicity activities and major club events; organize at least two campus-wide awareness and publicity event per semester; recruit new members; make and set up posters announcing meetings and events; publicize events on Facebook and campus media; create presentations to educate the club about local and global issues at least once a week; collaborate with other organizations and clubs; provide a summary of committee activities via to the President and Vice President after each general meeting; complete Event Log for each awareness and publicity event; keep officer manual updated. 3 Treasurer and Chair of Fundraising: Treasurer who would also be the chair of the fundraising committee shall lead the fundraising committee; he/she would be active in all major fundraising events; organize at least two fundraisers per semester; make contacts for donations; apply for campus funding; managing club financial account; provide a summary of committee activities via to the President and Vice President after each general meeting; complete Event Log for each fundraiser; keep officer manual updated with the assistantship of the vice-president. Article V: Committees Members are allowed to join any of the committees below. However, they are also encouraged to contribute ideas to the other committees as well. The various committees are Fundraising; Awareness and publicity; and Volunteering. They are spelled out below. Also, members are encouraged to stay in one committee for a semester so as to avoid chaos or lack of members of in a certain committee. All committees contribute equally to all activities and are given the same value as well. Suggestions of ideas for an event or activity would not be limited to a committee but if the activity is closely connected to a particular committee, they have to put more effort in it by doing most of the planning and organization for that event. Fundraising Committee: This committee deals with fundraising and is chaired by the Treasurer Awareness and publicity committee: This committee is involved with awareness and publicity about educating students of UNICEF s work on global issues affecting children. Volunteering Committee: This committee is responsible for organizing volunteering activities around the school. It would be chaired by the Secretary. Officer Terms: Article VI: Officer Terms, Conditions, Elections, and Impeachment There may be Co-Presidents, Co-Vice Presidents, and Co-Chairs in any given academic year. There shall not be more than two people occupying an officer s position. A person cannot hold more than one position in any given academic year. All officers are responsible for fulfilling their respective officer duties for the two semesters of the academic year upholding ethical behavior and professional conduct, and abiding by the rules and regulations set forth in the most up-to-date Marquette eligibility and requirement for organization membership. An officer s term officially starts in September of the year he/she will hold the position and officially ends in June of that academic year. Officer Conditions: Should an officer be absent for more than half a semester, s/he would be replaced by another member in the club through an open election. Elections Page 3 of 5

4 To be eligible for an officer position, all persons interested must have been an active club member that is someone who has been participating in two out of three events and general meetings in a semester. All eligible persons interested must demonstrate their interest by the end of the fall semester. Should a current officer choose to rerun or run for a different position, he/she should inform the club about his/her intention at the same time.. During the spring semester, the new officers shall attend all officer meetings and train for their new positions. Offtime elections shall only take place when an officer position becomes vacant or there is a need to induct a co-officer. Implementation for an off-time would be based on what all the club members prefer. It is the responsibility of a member to participate in all electoral procedures. Two-third of the members MUST be present during a vote on a situation for it to be considered acceptable. Also, a nominee for an office has to receive two-third or 66.7% of the votes in an election to be considered the winner or the elected official. Conflict and Impeachment If there are conflicts/problems within the officer board at any given time, the Rules of Order should be implemented for a peaceful resolution. When meetings to resolve the conflicts/problems are called for, full and timely attendance is required of every officer. The decision to impeach an officer on the basis of misconduct shall be up to every member in the club through a secretive vote and a vote of more than half of the general membership shall result to impeachment. Cases of misconduct includes, but shall not be limited to, stealing from/during club fundraising or tabling events, stealing from the club financial account, using club funds inappropriately, falsifying the club financial logbook, disrespecting fellow officers or club members on several occasions that more than half of the general membership do not find appropriate, damaging the reputation of UNICEF, evading officer responsibilities, and breaking one or more of the rules and regulations set forth in the most up to date eligibility and requirement for organization membership. The impeachment would follow the Robert s Rules of Order. Article VII: General and Officer Meetings There shall be general meetings every week and these meetings would depend on the pressing topics of discussion for that week and time period would as well depend on that. The meeting agenda shall entail an interactive educational activity for all members to participate in, a presentation or video, a description of upcoming events, and committee meetings. The officer board shall hold officer meetings as reasonably necessary to ensure the success of the club. All officers must be present at each officer and general meeting; granting excused absences shall be up to the discretion of the rest of the officer board. General and officer meetings shall be conducted in a semi-formal manner. They shall be run according to a pre-established agenda. All officers and members shall at all times be recognized to speak according to the Robert s Rule of order. At least two-third of the members should be present if any major decision is made during the course of a meeting. Page 4 of 5

5 Article III: Financial Account The names of the President, Vice President, and treasurer shall appear in the most up-to-date Marquette club re-registration document. Only those officers whose names and signatures appear in the club re-registration document shall have permission to access the club financial account. Only the President, Vice President, and treasurer can deposit money and checks, and only the President and treasurer can withdraw money for donations and reimbursements. The club financial account shall be used to hold all funds raised for UNICEF donations and club expenses. All club financial activities shall be tracked using the club financial logbook. The logbook shall be maintained by the President and Treasurer, and may be reviewed by any member at any time upon request. All checks shall be signed by both the President and the treasurer. Article IX: Affiliation This organization shall be affiliated with the United States Fund for UNICEF and shall abide by its constitution and by-laws in all cases where there is not conflict between their constitution and by-laws and this constitution and/or the rules, regulations, or policies of Marquette University. In instances of conflict, this constitution and/or rules, regulations or policies of Marquette University shall take precedence over the constitution or by -laws of the United States Fund for UNICEF. Article X: Amendments and Ratification All amendments to this constitution require notice of one week prior to being discussed and voted openly. Amendments shall be made by all members and voted for approval by more than half of the general membership and must be approved by more than half of the officer board in order to be ratified. All amendments only become final on the approval of the Office of Student Development and Marquette University Student Government. Page 5 of 5
