2 Summary This Dangerous Goods Listing has been produced by Connect Plus to be read in conjunction with the ADR regulations 2009 for the transportation of dangerous goods through the Dartford tunnels. Dartford tunnels are rated as category C, but, as permitted under the ADR regulations, with some additional Dartford specific operating restrictions to safely manage the transit of dangerous goods e.g. vehicle convoys. IT IS THE RESPONSIBILITY OF THE HAULIER TO ENSURE THAT ADR REGULATIONS ARE FULLY COMPLIED WITH AT ALL TIMES WHEN TRANSPORTING DANGEROUS GOODS. All commercial vehicles carrying dangerous goods must report to the Kent Marshalling Area for checking prior to entering the tunnels. The Kent Marshalling Area can be accessed by leaving the M25/A282 at Junction 1a and following the signage. Before arriving at the Kent Marshalling Area, the driver/haulier should ensure that the load being carried is suitable for transit through the Dartford tunnels by checking this dangerous goods listing. The driver should also ensure that all paperwork for the load is correct. Incorrect or incomplete paperwork may lead to the vehicle being refused access to the tunnels. 3 Carriage of Dangerous Goods for Domestic Use Paragraph of the 2009 ADR states that provisions laid down in ADR do not apply to: The carriage of dangerous goods by private individuals where the goods in question are packaged for retail sale and are intended for their personal or domestic use or for their leisure or sporting activities provided that measures have been taken to prevent any leakage of contents in the normal conditions of carriage. When these goods are flammable liquids carried in refillable receptacles filled by, or for, a private individual, the total quantity shall not exceed 60 litres per receptacle and 240 litres per transport unit. Dangerous goods in IBC s, large packagings or tanks are not considered to be packaged for retail sale. This means that dangerous goods carried by private individuals, for example, gas cylinders for caravans or barbecues are not covered by the ADR regulations and are allowed carriage through the tunnels without restriction i.e. they do not have to report for checking provided the conditions above are met. Dangerous goods in IBC s, large packagings or tanks are not exempt under the domestic use provision and are treated as commercial dangerous goods and are therefore required to comply with the full requirements of the ADR regulations and Dartford Crossing procedures. Carriage of Propane/Butane for Commercial Use Carriage of Butane or Propane for commercial purposes, for example by White Liners or Roofers will be permitted at any time up to a total quantity of 200kg. Such vehicles will be allowed through the tunnel without reporting to the Kent Marshalling Area. Quantities in excess of 200kg will be subject to the procedures set out in the dangerous goods listing. Note: Loads in excess of 200kg will be turned around at the toll barriers.

5 Understanding the Dangerous Goods Listing The key details on the drivers ADR documentation are required to be set out in a standard format, which is: UN 1098, ALLYL ALCOHOL, 6.1(3), I, (C/D) or UN 1098, ALLYL ALCOHOL, 6.1(3), PG I, (C/D) The elements in the listing are: First element e.g. UN 1908 is the UN number. Second element e.g. ALLYL ALCOHOL is the name of the substance Third element e.g. 6.1 (3) is the material class Fourth element e.g. PG I or I is the packing group Fifth element e.g. (C/D) is the tunnel restriction code UN Numbers The UN number is a four-figure identification number of a substance or article. Name and Description The proper shipping name of the substance or article. Packing Groups
6 For packing purposes, many substances are assigned to packing groups in accordance with the degree of danger they present: Packing group I: Substances presenting high danger; Packing group II: Substances presenting medium danger; Packing group III: Substances presenting low danger. Tunnel Restriction Codes and Maximum Quantities The restrictions for the transport of dangerous goods through tunnels are based on the tunnel restriction code of these goods as described in Table 1 overleaf. When a transport unit contains dangerous goods to which different tunnel restriction codes have been assigned, the most restrictive of these tunnel restriction codes shall be assigned to the whole load. Note, for the tunnel restriction code C5000D, there will be a maximum load limit of 5000kg per transport unit when using the tunnel, all loads of greater than 5000kg are banned.

Dartford Tunnels Operating Restrictions Additional operating restrictions have been put in place at the Dartford tunnels to safely manage the transit of permitted dangerous goods. These additional restrictions are outlined in Table 2 below. Refer to the full list of dangerous goods included with this document for the restrictions applied to individual loads. Restriction Banned Meaning The vehicle is not allowed in the tunnel
9 Banned (In tanks) Clear tunnel, single vehicle Single vehicle convoy Convoy Check and allow The vehicle is not allowed in the tunnel when transported in bulk tanks The tunnel is cleared and the vehicle is allowed in by itself without an escort. (Only permitted between 22:30 and 05:30 hours) A dangerous goods vehicle, which is authorised to travel through the tunnel by itself with an escort / block vehicle following to maintain a safety margin between the following general traffic and to avoid dangerous overtaking manoeuvres. A group of dangerous goods vehicles, up to a maximum of 6 vehicles, which have been authorised through the marshalling area and forward stacking area to travel under escort through the tunnels in single file with an escort/block vehicle following to maintain a safety margin between the following general traffic and to avoid dangerous over taking manoeuvres. The HA TOS will undertake a cursory visual inspection of the vehicle for obvious faults and the driver to state if they are aware of any problems with the vehicle If no faults are found, or the driver does not declare any problems, it is allowed to enter the tunnel without an escort. Table 2: Dartford operational restrictions It should be noted that the restriction of Clear tunnel, single vehicle is only permitted between the hours of 22:30 and 05:30, this is due to the impact that closing one of the tunnel bores would have on traffic flows during peak travel periods. Definition of Tank and IBC The 2009 ADR regulations describe a tank as: Tank means a shell, including its service and structural equipment. When used alone the term tank means a tank-container, portable tank, demountable tank or fixed tank including tanks forming elements of batteryvehicles or MEGC s. Tanks of various sorts are commonly used to carry bulk supplies of dangerous goods. Common examples of tanks are listed below.
10 Fixed Tank This is the one of the commonest way of carrying liquids, gases and some solids (powders, granules etc). 12 Intermediate Bulk Container (IBC) IBCs vary in size, shape and material of construction. All are intended for mechanical handling (usually fork lift truck).
