2 Introduction Subject to subsection (5) per the Merchant Shipping Act 1975, a new built shall, before registry be surveyed by a surveyor and, subject to subsection (4), its tonnage shall be ascertained by the surveyor in a prescribed manner and notified to the Authority who shall issue a tonnage certificate in respect of the ship. A ship shall not be registered only after a survey which will determine if she is sea worthy and able to operate in Papua New Guinea. Survey & Registration Requirements Requirements for vessels to be built (new constructions), purchased, chartered or altered and is intended to operate on the coast of Papua New Guinea. The documents and information to be urgently submitted to the Authority are as follows: 1. Vessel(s) Length overall (LOA)/ Length Between Perpendicular (LBP) 2. Gross Tonnage / Net Tonnage / BHP / RPM 3. Number of Deck, Bulkheads, Framework, & Description of Vessel(s) 4. Vessel(s) classification status or is to be classed and if so the name of the classification society and details of the Society. 5. The following classification societies are recognized by the PNG National Maritime Safety Authority for the purpose of registering the vessels in PNG survey. i. American Bureau of Shipping (ABS) ii. Bureau Veritas (BV) iii. Det Norske Veritas (DNV) iv. Gemanischer Lloyds (GL) v. Lloyds Register of Shipping (LR) vi. Nippon Kaiji Kyokai (NK) or vii. Any International Association of Classification Societies (IACS) 2
3 Whether the vessel(s) holds any other certificates relating to survey and if so the type of each certificate, its date of expiry and the name of the authority who issued the certificates must be made known to the Authority. viii. Vessel must comply with the SAFETY EQUIPMENT REQUIRMENTS per attachment from page 9 (SAFETY REQUIREMENT LISTS ) 6. Deletion certification from former classification society or Registry Office 7. Builder(s) certificates indicating Builder and Builder(s) addresses (if unavailable, a Statutory Declaration is required by the Authority to that effect. 8. Delivery Crew list 9. Crew accommodation and arrangement 10. General Arrangement Plan Will be retained by the Authority 11. Capacity Plan Will be retained by the Authority 12. Stability Data ( required in English Translation) Will be retained by the Authority 13. Nature of activity in which the vessel will be engaged 14. Intended area of operation of the vessels 15. Fire Control Plans 16. Details of fire protection arrangements 17. Hull structural Plans 18. Machinery details and general arrangements If a survey is found to be necessary by this Authority, an application for survey should be lodged and the associated fee paid. Plans, information and data should then be forwarded as soon as possible, and in this regard attention is drawn to the following: (a) Application form for survey is obtained from NMSA, filled and returned to the Authority. (b) Print outs should be clear and easy to read. (c) Where a design is amended subsequent to the initial submission every plan affected by the alternation shall be amended and the amended plans forwarded immediately. (d) Final information submitted must be for the as fitted vessel. (e) Information must be sufficient in detail to establish that all the relevant requirements of applicable regulations have been met. 3
4 The information to be submitted depends on the type of certificate to be issued and the extent of the information required is dependent on the size and type of vessel. The following may be used as a general guide: (i) (ii) (iii) (iv) (v) (vi) General arrangement plan retained by the Authority Capacity plan retained by the Authority Fire Control Plan This plan should be prepared after the structural fire protection, means of escape and the appliance and fittings associated with the detection, prevention and extinction of fire have been finalized. Details of fire protection arrangements 1) Details of structural fire protection (to be submitted in the case of a vessel of less than 500 tons gross or an un-classed vessel of 500 tons or over). 2) Details of appliance and fittings associated with the detection, prevention and extinction of fire. 3) Means of escape. Details of arrangement of all life-saving appliances including lifeboats, life-rafts, davits and their attendant gear, emergency lighting installation etc. Hull structural drawings Sufficient drawings shall be submitted to show details of the following: 1) mid-ship section 2) scantling profile and decks 3) shell expansion 4) deck plans 5) watertight and oil tight bulkheads 6) pillars and girders 7) bottom construction, floors, girders etc 8) Scantling Plans 9) deep tanks 10) oil fuel bunker tanks 11) fore and aft peak tank and spaces 12) stem, stern frame and rudder 13) propeller bracket and bossing details 14) seating main and auxiliary machinery and including main thrust block 15) shaft tunnels 4
5 16) superstructures and deck houses 17) hatchways and their closing appliance 18) windlass, anchors and chain cables 19) masts, derrick posts and standing rigging 20) Steering gear including tillers, quadrants etc. 21) full details of all materials, electrodes etc. together with welding schedule 22) bilge and ballast pumping and other drainage arrangements (vii) Watertight doors Details, location, method of control, position of controls, indicators, etc. 1) Machinery details and arrangements 2) Machinery specifications and general arrangement of machinery space. 3) Pressure vessels 4) Propeller and shaft 5) Pumps and piping arrangements not included in paragraph (vi), (v) above e.g. air, sounding, oil fuel, compressed air, lubricating oil, cooling water, sanitary water, fresh water, oil cargo, etc. 6) Machinery controls and monitoring devices (to be submitted in the case of a vessel intended to operate with the machinery space unattended at anytime). 7) Means of communication between machinery space and bridge. 8) Electrical equipment and wiring. 9) List of spare gear. (viii) Additional Plans 1) Pressure vessels which are not covered by the continuing survey of a Classification Society. 2) Arrangement and details of navigation, lights and sound signals. 3) Details of main radio installation and emergency installations where fitted. A radio survey will be required. All Drawings Will Be Returned To Applicant After Full Registration Of Vessel(S) Except For General Arrangement Plans, Capacity Plans & Stability Data, Which Will Be Retained By The Authority. 5
6 Information may also be required on the following matters and it is considered advisable to have plans and/or data readily available. (a) Crew accommodation (b) Stability plans and date (c) Plans and data required for assignment of loadline. (d) Number of crew required and their certificates. (e) Numbers of passengers, owners expect to carry, if vessels intend to carry passengers. Any application for exemption from a section of the regulations should include grounds on which the application is made and should be lodge at the office of the National Maritime Safety Authority. The following items of compulsory surveys would have to be carried out by PNG i. Cargo Ship Safety Equipment Survey (PNG Survey Certificate issued) ii. Cargo Ship Radio Telephony Survey (Survey Certificate issued by PANGTEL) iii. Whether the vessel hold a loadline Certificate and or Cargo Ships Safety Construction Certificate issued by a classification society iv. Whether the vessel holds any other certificates relating to survey and if so the type of each certificate, its date of expiry and the name of the authority who issued the certificate. Provisional Certificate of PNG Survey Certificate and Registry Provisional status is granted for a period of 3 months to give owner sufficient period to submit all required documents and information to the Authority. Refer to survey and registry requirements in order to apply for Provisional status for your vessel(s). Full Certificate of Registry Prospective Applicant/Owner 1. Owners must be citizen of PNG or 2. Corporations which are incorporated in PNG and has its principal place of business in PNG and/or 3. Is a corporation that is registered by the Investment Promotion Authority (IPA) to carry out business as ship-owner in PNG. 6
7 4. Meet the survey & registry requirements listed above. Formal Procedures are as follows; 5.1 Letter from owner(s) requesting/applying for the Provisional Certificate of Registry 5.2 Application for Registration ( Form R4 obtained from NMSA office) 5.3 Declaration of Ownership ( Form R3 obtained from NMSA office) 5.4 Builder s certificate- original must be submitted to NMSA; if unavailable a Stat. Dec is accepted. 5.5 Bill of Sale ; information from this document is very important as this the document Registration information is obtained from (Form R6, obtained from the Authority) 5.6 Deletion Certificate from former Registry Office or Class Society (original required, and will be retained) 5.7 Previous certificate of Registry and documents 5.7 Company s Registration Certificate (IPA) 5.8 Authority of Agents 5.9 Original Provisional Certificate of Registry and Provisional PNG Survey Certificate must be surrendered back to NMSA 5.10 Refer to survey & registry requirements PNG Survey Certificate Full Term certificate is valid for 4 years, and vessel(s) are subject to periodic (annual) survey, with annual fees applicable. 7
