1 JOB DESCRIPTION 1. JOB TITLE: Partnership Development Manager for CPD Fixed Term Post 2. DEPARTMENT: Faculty of Education & Children s Services 3. DATE: March ORGANISATION: CPD is led and managed by the CPD Co-ordinator, who is also a member of the Faculty s Senior Management Team. There are two other members of the core CPD team. CPD is supported by a designated administrative assistant. The new post holder will be a member of this small team and will work directly to the CPD Coordinator. Most members of the academic staff team within the Faculty have allocated hours to teach on the CPD programme. Visiting Lecturers also deliver modules, particularly where provision is school-based. The current CPD partnership comprises four Local Authorities and approximately 45 schools. There are 500 students on the programme. An extended partnership is likely to include schools, networks of schools, LAs and others who provide educational services to children. 5. JOB PURPOSE: To make a substantial contribution to the Faculty s growing CPD provision by acting as project manager for its partnerships To negotiate the delivery of CPD projects in a variety of settings To strengthen and expand the existing partnerships and actively seek and develop enterprise opportunities for CPD To promote, develop and enhance the Faculty s CPD provision with existing and future partners To collect evaluative data and uphold Quality Assurance procedures of both the University and the Training and Development Agency (TDA) 6. BACKGROUND INFORMATION: The Faculty of Education and Children s Services is a dynamic and expanding Faculty within the University of Chester. The Continuing Professional Development (CPD) programme is one of the Faculty s growth areas. The CPD programme is at Masters level and is designed to meet the professional development needs of practising teachers and other professionals working in extended school services. Modules are delivered at the University, Local Authority (LA) Professional Centres and in schools. Currently all the provision is funded by the TDA through the Postgraduate Professional Development (PPD) initiative.

2 The portfolio of the Faculty has expanded significantly over the past few years building on an historic base of quality provision in Primary and Secondary Initial Teacher Training (ITT). Undergraduate ITT is provided through four-year BEd (Hons) Primary and BEd (Hons) Early Years degree programmes. Postgraduate ITT is through a one-year PGCE in Early Years, Primary or Secondary education. Provision also includes a Graduate Teachers Programme (GTP), Higher Level Teaching Assistant (HLTA) preparation and assessment and Early Years Professional Status (EYPS) training. A BA (Hons) in Education Studies is offered at major, joint and minor within the combined honours scheme on the Chester campus. A BA (Hons) single honours in Early Childhood Studies operates at both the Chester and Warrington campuses. Part-time undergraduate study is available through a range of Foundation Degrees offered at the Warrington Campus and in partnership with West Cheshire College. Research and scholarly activity is an important and developing feature of the Faculty. The Faculty has its own research strategy led by a Professor of Education who has responsibility for research and development. There are five Professors, a HE Academy National Teacher Fellow and two Visiting Fellows, who contribute significantly to the Faculty s academic profile. 7. WORK PERFORMED AND/OR KEY RESULT AREAS: 7.1 Communication and Networks To exercise communication and networking skills appropriate for negotiation with external stakeholders, such as LA advisers, Headteachers, CPD leaders in schools and leaders of Children s Centres. This involves negotiating modules with headteachers to meet CPD needs of the teaching staff to meet a target of 500 teachers enrolled on Masters level modules, each year. To lead the Partnership Steering Group and be a member of a range of external partnerships, typically the TDA Partnership and Local Authority Workforce Development steering groups. To communicate directly with postgraduate students, who are serving professionals in the children s workforce. To communicate effectively with professional colleagues, using oral and written skills through face to face, telephone and interactions and through the production of promotional materials and reports. To explain complex provision and bespoke negotiated Masters module offers to approx 50 schools and 4 local authorities. 7.2 Service Delivery To manage the existing CPD partnerships and to take a lead role in their development. To market and actively promote CPD provision. To negotiate bespoke CPD with stakeholders and develop contracts for a range of delivery models. This includes complex negotiation of modules and writing modules to fit University criteria and to meet School Improvement needs. It is important that the role holder fully understands the needs of the

3 Schools and tailors a course that both meets their needs and would be successfully validated. To be responsible for creating and supporting systems for evaluating the impact of CPD on schools, educational settings, teachers and pupils. To work with the CPD team to analyse the data generated from impact evaluation and to review and develop provision appropriate to existing and future needs of partners and participants. 7.3 Decision Making and Problem Solving To be a confident ambassador for CPD. Independent decisions have the potential to have a high impact on the Faculty in terms of financial holdback and loss of reputation. To advise stakeholders about provision and agree arrangements for course and module delivery in schools. To liaise, as appropriate, with the CPD Co-ordinator over contractual and resourcing allocations and decisions. Problems relating to delivery of modules, suitability of premises, timescales, registration and QA issues. Some originality and confidence is required in responding to complex situations. To have a full understanding of all government and academic requirements and to devise courses that meet these requirements, and meet the needs of schools and the University. The role holder works closely with the CPD Co-ordinator who makes all final decisions. 7.4 Planning and Organising Resources To manage time and workload priorities effectively. To adopt a flexible approach to time management and exercise a degree of independent professional judgement. To negotiate with the CPD Co-ordinator workload and time allocations. Each school will have a unique CPD project negotiated by the post holder. 7.5 Analysis and Research To demonstrate knowledge of the market for CPD in educational settings. To keep up to date with changing governmental priorities for education and children s services. To set up data collection systems which support the CPD team in evaluating the impact of CPD on partners and participants. To contribute to the annual evaluation of impact report, against the criteria for PPD funding, required by the TDA. The post holder would collect data through participant evaluations including the schools and teachers demonstrations of impact the post holder would analyse the output. 7.6 Work environment / Physical Effort To visit schools, LA Professional Development Centres, Children s Centres and a range of CPD delivery sites. To work within an office environment using standard office equipment including computer systems and . When teaching, to be responsible for the Health and Safety of students in their care.

4 7.7 Team Development To support and manage staff across the Faculty who teach on the Masters programme. To support VLs who teach on the programme and in particular, when the delivery is in schools and other educational settings. To plan and deliver appropriate staff development to colleagues. To provide peer mentoring and support to colleagues working on the programme. 7.8 Teaching and Learning Support To teach on the Masters programme particularly when it is delivered in schools and other educational settings. To develop bespoke teaching in schools and other educational settings. To design inductions to modules and programmes for students, adapting delivery to suit learners needs. To design and deliver one off lectures or workshops as required, providing feedback on performance. To design and deliver modules on a long term basis, introducing new methods of delivery where required. To assess and to give feedback on students work and overall performance. To act as a personal academic tutor for students on the programme. To take responsibility for the overall quality auditing of course provision for both internal and external purposes. To contribute to overall curriculum development and course design of the postgraduate provision of the Faculty. 8. 6 UNIVERSITY OF CHESTER TERMS & CONDITIONS OF EMPLOYMENT FACULTY OF EDUCATION AND CHILDREN S SERVICES PARTNERSHIP DEVELOPMENT MANAGER FOR CPD MATERNITY COVER: 01/12/ /07/2010 SALARY SCALE University Scale TSR5, points 40 43, 39,920-43,622 per annum. CONDITIONS OF APPOINTMENT Permanent contracts will be offered to those candidates who possess both a higher degree and a postgraduate teaching qualification/higher Education Academy membership. A successful candidate who lacks either will be offered a fixed term contract, pending fulfilment of these conditions. RESIDENCE REQUIREMENT It is a requirement of this post that within 12 months of appointment, the post-holder should live within a 30 mile radius or within a one hour travelling time by public transport from the University. HOLIDAY ENTITLEMENT 35 days per annum (pro-rata during the commencement and cessation years). Two extra statutory days during the Christmas period. MEDICAL EXAMINATION Successful candidates will be required to complete an occupational health questionnaire, and may be required to undergo a medical examination. CRB CHECKS The successful applicant will have to undergo a CRB check before an appointment can be made. ESSENTIAL CERTIFICATES Short-listed candidates will be asked to bring to interview, proof of qualification as outlined on the Job Description and Person Specification provided. Upon appointment, copies of essential certificates will be required by HRM Services. PENSION SCHEME The University is an admitted body to the Teachers Pension Scheme. All academic staff are eligible for membership of the scheme, and upon appointment, will be asked to indicate whether or not they wish to join the scheme.
