CSO LTCP OFF RAMPS PRESENTATION OUTLINE IDEM OFF RAMP MANDATE BENEFITS OF A CSO LTCP OFF RAMP LTCP OFF RAMP = SAVINGS In-House Measures Value Engineering Review Green Solutions New Technologies Conclusion QUESTIONS Scan with your smartphone to receive a copy of this presentation now.
CSO LTCP OFF RAMPS IDEM CSO LTCP Use Attainability Analysis Guidance & Senate Enrolled Act 431 Mandate LTCPs To Be Updated Each Five Years: CSO Operational and Long Term Control Plans should be updated as part of the community s application for renewal of their NPDES permit. In fact, SEA 431 requires LTCPs to be updated at least every five years and requires implementation of any controls determined to be cost effective.
CSO LTCP OFF RAMPS Any revisions to these plans must be supported by documentation of the successes and impacts of the plans to date and review of any new technology which may further the environmental health of their receiving stream. Changes of these plans must be submitted to IDEM for approval.
BENEFITS OF A CSO LTCP OFF RAMP SOME INDIANA CSO COMMUNITIES ARE DISCOVERING THAT THEIR INITIAL LTCP IS NOT WORKING AS EXPECTED Sewage floods downtown when CSOs are closed SOME LTCPS CONTAIN PROJECTS THAT ARE NOT ECONOMICALLY OR TECHNICALLY FEASIBLE FOR THE COMMUNITY Co-generation of power via digestor gas ECONOMIC CIRCUMSTANCES IN THE COMMUNITY HAVE CHANGED Population growth / Median household income
BENEFITS OF A CSO LTCP OFF RAMP SOME LTCPS WERE PREPARED FROM FAULTY DATA (GARBAGE IN = GARBAGE OUT) Model problems are key models generate LTCP project scope and costs Modeling was done with poor assumptions Pipe capacity assumed to be 100%, but pipe had only 50% Flows from CSO s contributing to a project phase never were measured by any flow monitoring devise Flows from CSO s contributing to a project phase were interconnected to other CSO s
BENEFITS OF A CSO LTCP OFF RAMP INTEGRATED PLANNING Green solutions have grown in popularity, and EPA has accepted the concept as a viable means to reduce CSO overflows while concurrently reducing LTCP costs NEW TECHNOLOGIES Collection System Sensor Networks Membranes GUARANTEED SAVINGS CONTRACT Proposals that address energy sustainability could be used more widely
FULLY IMPLEMENT NINE MINIMUM CONTROLS Look for capacity & capacity problems CONSIDER A VALUE ENGINEERING REVIEW New flow monitoring program SWMM or other model reviewed Implementing green solutions New technologies tunnels & tanks are not the only solutions to CSO overflows
IMPLEMENT THE NINE MINIMUM CONTROLS Proper Operation & Regular Maintenance of Collection System & CSOs Maximum Use of the Collection System for Storage Review & Modification of Pretreatment Requirements to Minimize CSO Impacts Maximize Flow to POTW Pollution Prevention Prohibit Dry Weather Overflows Public Notification of CSOs Control Solids & Floatables in CSOs Monitoring to Determine CSO Impacts & Efficacy of CSO Controls
IMPLEMENT THE NINE MINIMUM CONTROLS Proper Operation & Regular Maintenance of Collection System & CSOs
A VALUE ENGINEERING REVIEW Consider a new flow monitoring program Were all of your CSO s & the interceptor monitored? Are there cross connections between CSO s that were not modeled? Are your CSO s overflowing before the interceptor is full? Have flows changed during LTCP implementation?
A VALUE ENGINEERING REVIEW Have your SWMM or other model reviewed Is your model accurate? Bad assumptions lead to bad solutions Control measures can be oversized or undersized or in the wrong location Either way you lose (more costly) Is it up to date? Have you changed the collection system? Has there been a change in pervious area?
A VALUE ENGINEERING REVIEW Consider implementing green solutions Bioswales Pervious Pavements Green (LEED Certified) Buildings Water Reuse
CONSIDER IMPLEMENTING GREEN SOLUTIONS Bioswales
CONSIDER IMPLEMENTING GREEN SOLUTIONS Remember they must be maintained
AMOUNT LTCP OFF RAMP = SAVINGS CONSIDER IMPLEMENTING GREEN SOLUTIONS Pervious Pavement EFFECT OF PERVIOUS PAVEMENT ON INFILTRATION TIME
CONSIDER IMPLEMENTING GREEN SOLUTIONS Pervious Pavement
CONSIDER IMPLEMENTING GREEN SOLUTIONS LEED Certified
CONSIDER IMPLEMENTING GREEN SOLUTIONS Water Reuse
CONSIDER IMPLEMENTING GREEN SOLUTIONS Water Reuse Remember the 2012 drought? Sole source aquifer or low productivity aquifer? Climate change?? No more wastewater. It s water for reuse. Sellable product, not a waste.
HAVE A CONSULTANT PERFORM A VALUE ENGINEERING REVIEW Consider new technologies. Tunnels & tanks are not the only solutions to CSO overflows Distributed sensor networks In-line storage Parallel throttle lines and control valves Membrane bioreactors
CONCLUSION STATE LAW & IDEM REQUIRE REVIEW OF LTCP PROJECT SUCCESS EACH 5 YEARS THERE ARE MANY REASONS TO LOOK FOR A CSO OFF RAMP PERFORM IN-HOUSE MEASURES TO CONTROL COSTS FIRST CONSIDER A VALUE ENGINEERING REVIEW CONSIDER GREEN & NEW TECHNOLOGIES AS MEANS OF REDUCING COST
