Developing a vision and objectives Putting the pieces together
What is a vision? An overarching statement, or series of statements, describing what you want your neighbourhood area to be like at the end of the plan period It may cover what the area will look like, what facilities will be needed and what it will be like to live and work there It should be concise and locally distinctive Aspirational but grounded
Similar to a company mission statement Ford: We are a global family with a proud heritage passionately committed to providing personal mobility for people around the world. We anticipate consumer need and deliver outstanding products and services that improve people's lives. Google: To organize the world's information and make it universally accessible and useful. Nike: To bring inspiration and innovation to every athlete in the world. 3
Capturing the essence of your area! What is unique about? What do you like best about? What does the area look like now? What might it look like at the end of the plan period? 4
At a city level: The vision for London Over the years to 2031 and beyond, London should: excel among global cities expanding opportunities for all its people and enterprises, achieving the highest environmental standards and quality of life and leading the world in its approach to tackling the urban challenges of the 21st century, particularly that of climate change. Achieving this vision will mean making sure London makes the most of the benefits of the energy, dynamism and diversity that characterise the city and its people; embraces change while promoting its heritage, neighbourhoods and identity; and values responsibility, compassion and citizenship. The London Plan, July 2011
At a neighbourhood level: Our vision is to conserve Birdham as a beautiful harbour-side parish with a close, supportive community at its heart, promote a sustainable thriving economy with a robust infrastructure and maintain the AONB and character of the harbour, canal and its rural and agricultural surroundings Birdham Neighbourhood Plan
What are objectives? Will set out what you want to achieve in order to help make the vision a reality For each element of the vision there may be one or a number of objectives Detailed policies and proposals will then follow from these objectives
Link between vision and objectives Vision: Thame must maintain its character as a real market town Objectives: continue to feel compact continue to have a close relationship with the open countryside around it retain its markets continue to act as a centre for the surrounding area, not just residents remain attractive to residents and visitors. 8
How do you start to develop a vision and objectives? Views of your community Statistics e.g. Census data Existing policy framework and documents Input from your local planning authority Vision Walkabout Location of facilities what is in your area? Existing visions e.g. Village design statement
Engage with the community Dialogue Tools by ImaginePlaces
Gather the views of the wider community Brick Lane Centre Audit & Action Plan Co-create/ ImaginePlaces for London Borough of Tower Hamlets Brick Lane Centre Audit & Action Plan Co-create/ ImaginePlaces for LB Tower Hamlets
Bringing it all together: Hold a vision day! Approach adopted by many groups including Grove Park and East Shoreditch East Shoreditch have produced a video Elephant and Walworth Neighbourhood Forum, London supported by ImaginePlaces
Bringing it all together: Design charrette (for example, Enquiry by Design) More formal approach: process that brings together key people to collaborate on a vision for a new or revived community. Enquiry by Design workshops - led by Prince s Foundation are explained in this video of ImaginePlaces working with the Prince s Foundation
Consult on the vision and objectives Draft vision and objectives need to be tested: do the wider community agree with the emerging vision and objectives? Opportunity to get community buy in Range of methods can be used
How should the vision and objectives influence policy direction? Identify the emerging topics e.g. retail, housing, open space and public realm Separate these into land use and non land use: Identify land use issues that can be addressed through the neighbourhood plan Proposals and projects can form part of a separate document or an appendices

Policies flow from your vision: V I Topic e.g. housing Objective 1 Objective 2 Policy 1 Policy 2 Policy 3 S I O Topic e.g. open space Topic e.g. design and heritage Objective 3 Objective 4 Objective 5 Policy 4 Policy 5 Policy 6 N Policy 7
What the examiners are saying: Together with the objectives, the vision establishes a framework for the rest of the Neighbourhood Plan and as one reads through, the link between the vision and the detailed policies of the Neighbourhood Plan is clear. Nigel McGurk Tattenhall Examination Report
Link between objectives and policies: Objective Provide new housing as required by the South Oxfordshire Core Strategy Integrate new housing into Thame Provide a greater range of affordable housing Provide a range of different housing types across all tenures Neighbourhood Plan Policy H1: Allocate land for 775 new homes H2: Review delivery of Lord Williams s Lower School Allocation H3: Review delivery of land at The Elms H4: Integrate allocated sites H5: Integrate windfall sites H6: Design new development to be of high quality H7: Provide new facilities H8: Provide affordable housing H9: Provide a mix of housing types H10: Provide a Thame-Specific Affordable Housing and Dwelling Mix Strategy Housing theme: Thame Neighbourhood Plan
