Reference #: EOI Title: Marine 3-D Seismic Acquisition Services Anticosti Basin Issue Date: December 20, 2013 Closing Date: January 17, 2014 Description: Black Spruce Exploration Corp. (BSE), a subsidiary of Foothills Capital Corp., is an exploration and production company with property rights, licences and interests in the province of Newfoundland and Labrador (NL) with offices located in the cities of Corner Brook and St. John s. Through a recent farm-in agreement with Ptarmigan Energy Inc., BSE is the 100% interest owner and operator of Exploration Licence (EL) 1120 awarded under the regulatory jurisdiction of the Canada-Newfoundland and Labrador Petroleum Board (C-NLOPB). This EL is located in the Gulf of St. Lawrence, just north of the Port au Port Peninsula (Attachment 1). BSE is seeking qualified contractors (Contractor) to submit an Expression of Interest (EOI) for Marine 3-D Seismic Acquisition Services in EL 1120 located in the Anticosti Basin. Successful candidates will be considered in an upcoming Invitation to Tender (ITT) process, subject to BSE receiving final management approval to proceed. For this reason, the planned program is subject to change or cancellation at any time. Under no circumstance is BSE under any obligation to proceed with an ITT or to award any contract with respect to this EOI request or future ITT. 1. General Requirements The Contractor must be qualified to conduct the Scope of Work outlined below and must be able to demonstrate previous experience in the delivery of such services. The intention is to execute this work from July 1 October 31, The proposed Marine 3-D Seismic Acquisition program is estimated to be between 600 to 1000 km 2. The program is subject to BSE and regulatory approvals. All expenses incurred by the Contractor relating to this request for EOI or future ITT shall be the Contractor s responsibility. The successful Contractor will be required to sign a Services Agreement with BSE.
2 2. Scope of Work The Scope of Work includes but is not limited to: Contractor will be required to acquire 3-D seismic data in the Anticosti Basin, offshore Western Newfoundland area with one seismic vessel and support vessels as required. The seismic vessel supplied must have, at a minimum, the following requirements: Hull and machinery less than 25 years old. Seismic recording, navigation, energy source and streamers less than 10 years old. Capable of towing 6 to 10 streamers with a minimum length of 6,000 metres per streamer. Streamers will have at least 480 traces at 12.5 metres spacing, for at least 6,000 metres in length. Solid steerable streamers preferred. Survey acquisition parameter optimization capability for broadband frequency acquisition techniques. Alternate broadband and steerable solutions will be evaluated. Capability of personnel transfer for operational and crew change requirements, details must be provided. Vessel must be available to acquire the survey for the entire period from July 1 October 31, It is anticipated that the data acquisition for the survey will commence no later than July 15 and will continue until the program is complete. Vessel source will be a dual flip/flop airgun array with a size in the range of 4,000 to 5,500 cubic inches, output at least 140 bar-meters and primary to bubble ratio of at least 20:1. Contractor s proposed vessel must have the capability to vary source output and/or depths to optimize broadband frequency acquisition techniques. Contractor shall supply an onboard, real-time, fully integrated navigation and quality control (QC) system suitable for QC of all aspects of the navigation, and positioning activities. Contractor shall supply an onboard QC seismic processing system capable of producing for each sail line (one streamer) 2-D full offset stacks relative amplitude, 2D stacks full offset stacks with AGC, 2D limited relative amplitude offset stacks, select shot gathers, and RMS values for each trace, streamer and shot in 3 windows. Source designature, first break mute, deconvolution and frequency filter applied at a minimum. Additionally, Contractor will pick a velocity every 1 km for use in NMO removal for the stack.
3 Contractor must identify the proposed method to be used for crew changes and personnel transfers (i.e., by vessel or helicopter). Contractor shall be expected to supply (or sub-contract) all essential seismic operations support services, such as, but not limited to, picket vessel, helicopter support, victualing, and medical support. 3. Preliminary Cost Estimate For budgeting purposes, a preliminary cost estimate including mobilization/demobilization, daily rate and total cost for program execution shall be provided for the following: 650 km 2 full-fold 3-D survey as shown in Attachment 2. 1,000 km 2 full-fold 3-D survey extending the survey perimeter as shown in Attachment 2 towards the northeast. 4. Canada-Newfoundland and Labrador Benefits Interested parties must comply with the provisions of Section 45 of the Canada- Newfoundland Atlantic Accord Implementation Act: to provide full and fair opportunity to participate on a competitive basis to local Newfoundland, Labrador and Canadian contractors. The Act also requires "the proponent provide for the employment of Canadians and, in particular, members of the labour force of the Province". Contractors will be expected to review all positions and provide employment to residents of Newfoundland and Labrador when they are qualified and the technical quality or safety of operations is not compromised. 5. Health, Safety & Environment Requirements BSE are committed to providing a safe, healthy and environmentally sound workplace for employees, contractor and subcontractors. Interested Contractors must have a comprehensive Health, Safety, Environmental and Quality management system that meets, at a minimum, all requirements of BSE, C-NLOPB and required regulatory processes. The successful Contractor will be required to be registered and in good standing with Workers Health Safety & Compensation Commission. 6. Submission Requirements Interested Contractors must provide all relevant information in electronic (MS Word or PDF) format by 3PM (Newfoundland Standard Time) on January 17, 2014 (closing date).
