3 Introduction The move from a manufacturing to a service-based economy has brought with it a number of changes in the labour market. The sectoral, occupational and geographical make-up of the labour market has changed profoundly, so too has the nature of work with increases in temporary and part time work, as well as an ageing workforce and female participation. The UK labour market is progressively more characterised by higher wage work requiring advanced qualifications at the top and low wage service sector jobs at the bottom of the earnings distribution, while jobs in the middle have been in decline. In short there has been a polarisation of employment a trend that shows no real signs of abating. Understanding the business landscape of, including employment trends, skill demands, population trends and of course future investment projects have played a pivotal role in our ability to supply a wide spectrum of workers whether temporary or permanent.

4 City Profile is a borough of contrasts, with some of the most and least deprived areas in the country. About half of the area is built up, but the rest is countryside, either in agricultural use or open moorland. The metropolitan core of the borough is a place of economic scale and significance being one of two town centres in Greater Manchester outside the city core with economic critical mass and diversity, and the sixth largest employment centre in North West in its own right. As such, is well placed to contribute to the growth and competitiveness of Greater Manchester not only as a supplier of skills and labour but as an important economic centre location in its own right, particularly for the north of the city. The significance of as an economic centre is highlighted by travel-to-work flows, which show that has the most selfcontained economy of any authority bar the City of Manchester, which is host to the majority of the city centre. In total, 66.8% of residents work within the borough, with the majority of out-commuters going to the urban core of the cities of Manchester and Salford, though there is also significant crosscommuting with Bury. Whilst is closely interconnected with the Greater Manchester economy, it also remains well connected to the historic county of Lancashire, providing employment, labour and services to areas like Chorley and Blackburn with Darwen, and even Preston.

The latest Duport Business Confidence Report for the area shows that, during the first half of the year, there was an increase in new company formations for the fourth year running. They reported 912 new companies formed in the six months to June, representing a 2% rise on the same period in And in more good news, company closures fell by 10% leading to an overall rise in net company growth the number of company formations minus the number of closures. More people are in work than at any other time in this country s history and business investment is growing now at a faster rate than at any time in the last 10 years. University of already has a key asset in the University of, which provides it with the largest centre of learning and innovation in the GM North, and has hi-tech specialism in areas such as gaming design, information technology, and health. The area also has an important centre of private sector research and innovation in the Hitachi European Automotive R&D facility, and there is also some evidence that parts of the textiles industry have diversified to focus on product design and take advantage of the advanced materials expertise of the University. It is in key areas such as this that will be able to build on the growth of recent years and capitalise on future higher-value opportunities.

6 Investment s key location advantages include the M61 linking the borough to wider markets in the North West (especially to Preston) and towards the conurbation core. Train links to Manchester city, Southport and Blackburn also provide a wider labour market and easy access for commuters to jobs inside and out of. A key part of s appeal is its key strategic links both into the city core and beyond Greater Manchester to Lancashire and Leeds. represents a key strategic location for business investment in Greater Manchester. Industrial land in is more affordable than in the city core (typical price per ha 450,000 cf. 540,000 in Manchester and 650,000 in Salford/ Trafford). From the late 1990s until 2013, there has been a steady increase in industrial and warehouse and values reflecting the strong economic growth in the borough. s town centre is ranked as the sixth best retail offer in the North West. This strong retail and leisure offer is not only a significant provider of employment but makes town centre of strategic significance for Greater Manchester, particularly the north of the city.

7 Investment Multi-million pound education centre planned for A first of its kind multi-million pound education centre will open in. The 4.3 million STEM Centre a science, technology, engineering and maths facility is being built at College to train the next generation of scientists, technologists, engineers and mathematicians. 4.3m These are described as key in driving forward the economy. The centre described as world class will open in a 1,800m modern facility next spring. It will mark the final stage of the development of the 70 million College campus in Deane Road, which opened in The STEM Centre will complete College s transformation into a leading educational institute. The centre is the first of its kind in the North West and will offer students a cutting-edge environment in which to learn these important subjects. It already has the backing of local employers, such as Stateside Foods, MBDA and Warburtons.

8 Investment Multi-million pound education centre planned for Employers will be able to use the centre to up-skill their workforce. Students will benefit by learning from some of the leading companies and names in the STEM industries, while opening up clear career pathways to local jobs. The centre will offer a range of vocational STEM courses and apprenticeships, which will prepare students for jobs and/or higher education. Courses include applied science, engineering and motor vehicle maintenance with more to be added soon. town has a rich history in engineering and construction and it is therefore fitting to see this heritage honoured with the creation of the STEM Centre. These industries are vital to the country s economy and it is hoped to see leading the charge when it comes to launching careers and enabling professional development in these fields. The addition of the STEM Centre to s educational offering will help to make the town a leader in the training of future scientists, technologists, engineers and mathematicians. The North West region is a hub for these industries manufacturing, for example, constitutes 18% of jobs in so qualifications from the STEM Centre will take students into fields with excellent job prospects. The centre is being part-funded by the Skills Funding Agency, which promotes further education and skills training in England. In total, the agency has provided 1.4 million for he project.

9 Labour Landscape Outside manufacturing, has seen strong employment growth across the board over the last decade, but with particular gains in construction, hospitality & tourism, logistics, creative services and ICT digital, which have all seen double-digit growth. Public Sector Employment has a relatively high proportion of public sector employment, with 24,400 jobs making up 22.8% of total employment, above the Greater Manchester and national rates. There are an estimated 2,100 jobs (2.0% of total jobs) in the private sector that can be classified as para-state sector, where employment is dependent on government support. This sector is made up of activities like rubbish collection, the post office and certain research facilities that are heavily reliant on public sector funding and thus may be particularly vulnerable to public sector cuts. The borough suffers from a low skills base that hampers its ability to move towards higher-value and more productive economic activities. As with other predominantly industrial districts in GM North, only a fifth (21.5%) of residents hold at least degree level-qualifications (NVQ4+), compared to just over a quarter (25.1%) in Greater Manchester as a whole, and well below the national average of 28.9%. Overall, s workforce has more lower-level qualifications than the Greater Manchester average and slightly fewer with no qualifications.
