1 Ministry Endorsement Policy As approved by the Council of Churches of Christ in Victoria and Tasmania Inc. on 27 June 2012 This replaces the policy Ministerial Formation and Assessment adopted by the then Vic/Tas Conference Board 23 August 2000

3 Definitions Endorsed (E) this is a term used to identify a minister who has completed all the requirements (both a course of study and Ministerial Assessment) for Ordination in Churches of Christ. A person may choose not to be Ordained, although they satisfy the requirements for Endorsement. Specific Endorsement (SM) An approved course of study might also be undertaken with a particular Specific setting of ministry in mind. This includes Specific Endorsement to a Local Context. Such candidates will, on completion of their program of preparation, be endorsed as an Endorsed Minister (Specific Ministry). Such programs of preparation would need to be specifically approved by the Endorsement Taskforce. Endorsement to a specific ministry area may be transferable to another and similar ministry area with another agency. However if ministry is sought in another but unrelated area of ministry, or if a call to general congregational ministry is being considered, then a further application will need to be made to the Endorsement Taskforce. (See Appendices for more information). Provisional Endorsement (PE) Persons who are provisionally Endorsed are those who have generally completed at least half of their approved course of study. Such candidates are provisionally Endorsed conditional on their completing the remainder of their approved course of study and ministerial assessment process. If such a program is not completed Provisional Endorsement will be lapse. An approved course of study is the program that is undertaken to prepare a candidate for Endorsement as a Minister of Churches of Christ. The requirements placed on candidates who undertake the approved ministry preparation program offered at the Stirling Theological College or the Australian College of Ministries will be used as the basic framework for considering the course of study that graduates from non-churches of Christ Theological Colleges need to undertake in order to be Endorsed. An approved course of study might also be undertaken with a particular specialized setting of ministry in mind. Such candidates will, on completion of their program of preparation, be endorsed as an Endorsed Minister (SM). Such programs may include the Gospel Ministry Course offered by UNOH. Such programs of preparation would need to be specifically approved by the Endorsement Taskforce. 1. Purpose 1.1 This Formation and Assessment for Endorsement Policy is designed to guide the process of Formation of those preparing for Endorsed Ministry by: Identifying and strengthening gifts for ministry Identifying and aiding development of Learning Tasks for Ministry Providing feedback to applicants on their progress Developing specific plans for personal and spiritual growth Clarifying specific personal and skill development according to the intended setting for ministry. 1.2 This policy also describes the process used whereby people are assessed as to their readiness for Endorsed Ministry within Churches of Christ in Victoria and Tasmania (CCVT). 1.3 This policy is prepared on the assumption that people preparing for ministry will do so with differing histories and experiences in ministry and will be preparing for ministry in a variety of possible settings. The intent of the policy is to enable candidates for ministry to prepare for the context that they believe God is calling them to. Accordingly each person seeking endorsement will have an individually shaped process of preparation. Endorsement Policy 27 June 2012 Page 3
4 2. Process 2.1 The overall coordination of the Endorsement Process will be by the Endorsement Taskforce of Mission and Ministry. 2.2 Feedback will be communicated to the applicant and written reports of decisions and recommendations made regarding an applicant s development, Provisional Endorsement or Endorsement will be given to the candidate, the Executive Director of Mission and Ministry and the pertinent College Registrar for filing. 2.3 The preparatory materials that candidates may be asked to prepare for the Assessment Panel are to remain confidential and all copies of these materials are to be destroyed immediately after the Panel has deliberated. 2.4 Any decision in regard to Ordination is contingent on the policy of the Council of Churches of Christ in Australia. 3. Preparation for Ministry It is anticipated that candidates without prior experience in ministry will participate in a process of preparation for ministry offered by the Stirling Theological College or the Australian College of Ministries or another recognised theological training institution. Candidates in this stream will usually be introduced to the assessment process for endorsement by their institution or they may apply directly to the Endorsement Taskforce of Mission and Ministry. Candidates, with prior training and experience seeking to enter the process of assessment with a view to Endorsed ministry in Churches of Christ, whether that is for a specific setting (E.g. UNOH, GMP or some other agreed setting) or for a more general setting, should submit an application 1 to the Endorsement Taskforce of Mission and Ministry via the Executive Director of Mission and Ministry. 3.1 It is anticipated that candidates generally will have completed a minimum of 25% of their approved course of study prior to applying. Candidates are required to submit the following in writing: A personal faith statement that includes an account of the applicant s sense of call and commitment to ministry A statement written in response to the Affinity 2 document of CCVT A statement that outlines the applicant s understanding and appreciation of the ethos of Churches of Christ Transcripts of any study that has been or is being undertaken A description of their previous experience in ministry A signed disclosure in relation to past ministerial ethical practice The names and addresses of three referees (including one denominational referee) and the results of a Police check obtained by the candidate. 4. Entry into Ministry Formation Stream The primary purpose of the initial stage in the assessment process is to determine the steps an applicant must fulfil in preparation for Endorsement as a Minister of Churches of Christ. 1 Application forms are available for download at 2 Affinity, as approved on 3 March 2012, can be found at Endorsement Policy 27 June 2012 Page 4
5 Students from a Churches of Christ training college in an approved course of study, may seek entry into the Endorsement process of CCVT after having completed one year of a Supervised Field Placement. Following acceptance into the Ministry Stream a Candidate Support Group (CSG) composed according to section 6 of this policy will meet with the candidate to set growth and development goals to guide their preparation for ministry. Once an applicant has been accepted into the process of Endorsement they are bound by the requirements of the Code of Ethics for People in Ministry (The Practice of Ministry - Code of Ethics: Professional and Ethical Standards Applicable to People in Ministry in Churches of Christ). 5. Assessment as a Provisionally Endorsed or Endorsed Minister (refer to point 10) Near the close of the academic year, a group, composed as described in this policy will meet with the applicant and review the progress made in the initial phase of ministerial formation. Further steps in preparation will be identified and the group may recommend to the Endorsement Taskforce that the candidate be granted Provisional Endorsement or Endorsement. Normally it is expected that before a candidate is recommended for Provisional Endorsement they will have satisfied the following: The satisfactory completion of at least half of their agreed course of study. At least one year of formal ministry experience. Demonstrate a high level of competency for the ministry they are seeking. Normally it is expected that before a candidate is recommended for Endorsement they will have satisfied the following: The satisfactory completion of most of their agreed course of study. At least two and a half years of formal ministry experience. Demonstrate a high level of competency for ministry. 6. Characteristics and Standards for Endorsed Ministry The following characteristics and standards are to be used as the basis for all ministerial assessment processes. It is expected that those in their final phase of preparation for ministry will have high levels of competence in most of the areas outlined below. (Note: that in most situations the characteristics and standards listed below will need to be interpreted according to the anticipated context for ministry (E.g. UNOH, Indigenous Ministry, Church Planting, Chaplaincy.) 6.1 Characteristics and Standards (Similar to that in the Accreditation Panel papers) A demonstrated and clearly articulated commitment to missional ministry A demonstrated and clearly articulated commitment to the ethos of Churches of Christ An ability to share personal faith with others An ability to integrate spirituality, learning and life An ability to relate to people pastorally An awareness of boundary issues and the limits of their skills Demonstrated communication skills on a personal and professional level An ability to reflect with others on personal strengths and weaknesses and how they impact on ministry. 6 6.1.9 An ongoing commitment to learning, working with a mentor and professional development An understanding of the process of change and skills to resolve / manage conflict A mature understanding of scripture and ability to share insights with others A capacity to lead, inspire and implement mission and ministry goals An understanding of the process of change and conflict resolution skills For those seeking Endorsement, short written responses to the following will be required during the assessment process: Why am I Christian? Why am I part of the Church and Churches of Christ in particular, with all its particular distinctives and diversity? Why do I believe I am called to be a minister? What do I understand to be the mission and ministry of the Church? 7. Endorsement to a Specific Ministry Specific Endorsement (SM) An approved course of study might also be undertaken with a particular Specific setting of ministry in mind. This includes Specific Endorsement to a Local Context. Such candidates will, on completion of their program of preparation, be endorsed as an Endorsed Minister (Specific Ministry). Such programs of preparation would need to be specifically approved by the Endorsement Taskforce. Endorsement to a specific ministry setting is not transferable to another distinct area. (e.g. SM- UNOH does not translate into SM-Chaplaincy or SM-Youth). A fresh application to the Endorsement Taskforce will need to be made if new areas of ministry are being considered. Applicants for Endorsement (Specific Ministry) from agencies that have not as yet formalized the formal courses of theological study, supervised fieldwork and spiritual formation required for their field of ministry, are advised to contact the Registrar of Stirling College: Mr John Williamson, Jacksons Road, Mulgrave, 3170 (03) registrar@stirlingcollege.edu.au to discuss and clarify the study program appropriate for the ministry in question. 7.1 Those candidates who have undertaken their agreed program of preparation and training will need to follow this process: An initial request for Endorsement comes to the Executive Director of Mission and Ministry from the person applying via the standard Endorsement application form. This form is used for both Specific and general endorsement When an application is made on the appropriate application form, the candidates need to provide the required documentation; attend the Healthy Ministry Seminar; gain the required referee reports, a letter of affirmation from their faith community and the results of a police check Candidates need to attach a transcript of the agreed courses they have completed as part of their training towards Endorsement (Specific Ministry) and a letter by their supervising agency identifying that the candidate has satisfactorily completed the program Once these have been received, the candidate will be invited to an interview with members of the Endorsement Taskforce Panel or their representatives. The Panel members meet, usually for 2-3 days each November, and interview candidates at each stage of their journey After the Endorsement Taskforce Panel has concluded the interview, it will deliberate Endorsement Policy 27 June 2012 Page 6
7 and respond to the candidate who has been interviewed. In some cases the Panel may have concerns as to the readiness of the candidate for ministry, and recommend a longer period of preparation to the candidate and the training agency. Candidates complete designated tasks and report on their progress and experiences to future Panels After the Panel interview, if the candidate has been set further tasks, the candidate will work through the further tasks set for them. When they have completed these they report in writing to the Endorsement Taskforce. Their letter should address what they have done, the outcomes and what they have learnt. Some candidates may have no further tasks to complete subsequent to the interview The Endorsement Taskforce will consider a candidate s progress and arrange for another interview as required It is important to note that the request to be issued with a Marriage Licence through Churches of Christ in Victoria and Tasmania is a separate though related process. Not all Endorsed ministers require status as a celebrant. The holding of such a licence is linked to the role of the minister rather than their status. A minister called to a non congregational or chaplaincy setting may no longer be eligible to keep their licence, though a new licence would be issued on their return to an applicable setting Once the Endorsement Panel recommends Endorsement (Specific Ministry), the Executive Director of Mission and Ministry writes to the Conference Council recommending the Candidate for Endorsement (Specific Ministry). On the success of this resolution the newly Endorsed Minister (SM) is advised of this, welcomed and invited to participate in a Service of Commissioning through their auspicing agency and/or their local congregation. 7.2 Consideration of the Application If the Endorsement Taskforce is satisfied as to the applicant s suitability for Ministry within Churches of Christ, and his/her commitment to and readiness for ongoing ministerial preparation, they will, in consultation with the applicant, invite her/him to an interview with the Accreditation Panel. Recommendations regarding further ministry preparation will vary from person to person and from one Specific Ministry to another. Although flexible to meet the needs of particular candidates, the Endorsement Taskforce will seek to ensure that applicants gain educational and training experience appropriate for ministerial candidates with Churches of Christ. 7.3 Specific Endorsement to a Local Context From time to time local congregations will appoint to a ministry role individuals who choose not to go through the full and lengthy Endorsement process. This includes employment and call of: Local church members who have a sense of call to serve only in that one local context for a limited period of time Older individuals who bring with them significant ministry and life experience and who are not considering longer term vocational ministry beyond their role in their local church. Associate ministers set aside for a particular ministry in a local context for example, youth pastor, school s worker, worship coordinator, playgroup director and so on. An elder who assumes the role of pastor for a set period of time in the absence of a vocational minister. Interns being trained for ministry through a congregation and its programs. 8 7.3.2 Those called to a local context will still need to apply for Specific Endorsement in the usual way, attending the pertinent seminars, interviews and providing the documents required They will need to complete some level of recognized formation training. In some cases candidates will be able to demonstrate that they have completed suitable formation at other times and with other agencies. (Documents and transcripts need to be provided) Churches managing their own internship or similar programs will need to submit their curriculum to the Endorsement Taskforce for scrutiny Where there is no locally set curriculum in place, nor evidence of prior ministry formation, the candidate will need to meet with representatives of the Endorsement Taskforce to agree on a suitable and achievable regime of study, reading and mentoring to ensure adequate training for ministry in their local context. 8. Candidate Support Group Composition The Candidate Support Groups (CSG) used in this process will normally be composed of the following and shall generally be a minimum of five persons (with attention being given to gender balance) including the applicant (not every category may be fulfilled for each applicant). Those representing various bodies will be approved by the Mission and Ministry Endorsement Taskforce and will also reflect the context of ministry of the applicant: Non-Minister representative/s (usually a leader) from a comparable ministry setting and/or mission agency to the one in which the applicant serves. Endorsed minister/s from a comparable ministry setting and/or mission agency to the one in which the applicant serves. Representatives of a Churches of Christ training body. Representatives of Mission and Ministry. In the case of an interstate applicant, an appointee of the State Conference in the home state of the applicant. A psychologist, Counsellor (or similarly qualified helping professional). 9. Probable Timeline for Candidates Phase 1 Enrolment as a Private Student During second semester application made for entry into the Ministry Preparation Stream. Participation in a monthly reflection group meeting. Commencement of mentoring. Phase 2 Formal Field Placement At the beginning of the year (February) Ministerial Assessment Group meets with the applicant and sets development goals. At the end of the year (November) review the applicant s progress in achieving their development goals. Further Goals may be set. Candidates continue to meet with a mentor and take part in a monthly group reflection meeting. Phase 3 Formal Field Placement Formal participation in the Field Education Program and weekly supervision. Monthly Spiritual Direction. At the end of the year (November) review the applicant s progress in achieving their Endorsement Policy 27 June 2012 Page 8
9 development goals. Further Goals may be set. A recommendation regarding Provisional Endorsement may be made. Phase 4 Formal Field Placement At the end of the first half of the year (June) applicants may apply for Endorsement. A review of the applicant s progress in achieving their development goals will then take place. Further Goals may be set. A recommendation regarding Endorsement may be made. Candidates continue in Spiritual Direction (monthly) and meet with a supervisor. NOTE: Part-time candidates within the ministry stream will take part at the relevant level according to their progress in completing their approved course of study and will generally participate in the Assessment process each year. The arrangements concerning part-time students will be negotiated with the Endorsement Taskforce of Mission and Ministry. 10. Appeal Process 10.1 An applicant who is unsuccessful in any of the Endorsement assessment processes outlined has the right of appeal to the Endorsement Taskforce of Mission and Ministry The right to appeal does not include issues relating to (1) disputes with academic institutions regarding to their course assessment, or (2) workplace matters with agencies where candidates may be employed. These need to be directed to the relevant agencies themselves The Endorsement Taskforce will appoint a committee of three people to meet with the candidate lodging the appeal and subsequently to bring recommendations to the Endorsement Taskforce No more than one member of the committee will have been party to the decision that is being appealed Committee members will be individuals with the appropriate ministry and academic experience to assess the appeal fairly The candidate may bring a support person to the meeting. Their role is to support but not to present the case for the candidate The Taskforce will consider the Committee s recommendations and come to a decision. The Taskforce s ruling is final.
