2 1. PURPOSE Texas A&M University-Texarkana has formulated this health and safety program with the intent of fully complying with all applicable environmental health and safety laws, standards, rules and Texas A&M University Systems regulations. A&M-Texarkana has a deep-rooted concern for protecting the health and welfare of all employees, students and visitors to our campus. This manual was developed with the intent to; protect employees from job-related injuries, prevent accidents and fires, identify and correct hazardous conditions, control the possibility of chemical hazards, inform staff and students of potential hazards, and planning and training for emergencies. 2. PROGRAM One of the main goals of Texas A&M University-Texarkana is to provide a safe, secure, healthy environment for all employees, students, and visitors. Safety education and training will be emphasized as the primary means to accomplish this goal. While the Environmental Health & Safety (EH&S) Office will be the department that is primarily responsible for the health and safety functions of A&M-Texarkana, all employees are responsible for maintaining full compliance with the A&M-Texarkana safety program. Safety is everyone s responsibility and every employee is responsible to assist and support the EH&S programs. 3. GOALS AND OBJECTIVES A safe healthful workplace and learning environment is essential to the success of A&M-Texarkana. Accident prevention through education and training is the main goal for A&M-Texarkana. The following goals and objectives have been developed by the EH&S Office and constitute the work plan for this office: 3.1 Establish an Environmental Management Advisory Council that will include representatives from all area of the A&M-Texarkana staff. This council s primary function is to evaluate A&M Texarkana s Environmental Management System. This council will also help plan, create and evaluate all current and future safety training plans and programs to determine their effectiveness and make funding requests to correct major safety deficiencies. 3.2 Establish an office and building inspection program whereby employees and supervisors will become involved in the health and safety inspection process. This will include instituting employee awareness in maintaining a safe working environment. 3.3 Establish a health and safety training program for all employees. 3.4 Communicate the responsibility of health and safety to all employees and devise a procedure for all employees to report unsafe conditions. 3.5 Document all accidents and near miss incidents and the appropriate actions taken to reduce the possibility of recurrence. 3.6 Make management support of the program a top priority. The health and safety program cannot be effective without the commitment of all supervisors and the motivational forces and resources they can provide. 2

3 3.7 Provide each department with a new first-aid kit. Provide CPR certification training to Emergency Response Team (ERT) members every two years. 4. RESPONSIBILITIES 4.1 Health and Safety Officer The Environmental Health and Safety Officer (EHSO) is responsible for implementation of the A&M- Texarkana health and safety programs. The EHSO is responsible for meeting compliance initiatives of existing and future systems, state and federal rules and regulations pertaining to health and safety. The EHSO shall have the authority to inspect all building facilities and investigate all reports of unsafe conditions. The health and safety officer shall investigate all accidents and near miss incidents and shall take corrective actions as necessary. 4.2 Other responsibilities would include: Establish a safety-training program for all employees. Target specific training based on job hazard analysis Conduct a yearly review of the health and safety program to establish its effectiveness. This would include documenting the number of injuries, lost workdays, and workers compensation claims on an annual basis Create an Environmental Management Advisory Council to ensure that program goals and objectives are being met Set long range plans and goals. Serve as chairperson for the Environmental Management Advisory Council. 4.3 Sub-Unit Supervisors A supervisor should have the utmost concern for the safety of his/her employees. Sub-unit supervisors should report unsafe working conditions (Appendix B) in their department to the EH&S office. Sub-unit supervisors should forward all employee complaints, comments and notifications of unsafe working conditions to the EH&S office for review. Sub-unit supervisors should notify the EH&S office of all accidents and near miss incidents so a follow-up investigation can be conducted as to the cause of the injury or incident (Appendix A). When performing annual performance evaluations, the sub-unit supervisor should incorporate health and safety compliance into the evaluation of the employee. Subunit supervisors should be aware of the health and safety guidelines and ensure that employees attend regularly scheduled health and safety training programs as directed. 4.4 Employees Employees are responsible for following health and safety guidelines: All employees are required to participate in the A&M-Texarkana health and safety program Any job related accident or injury is to be reported to the EH&S office by phone or and an Incident or Injury report completed before the end of the workday (Appendix A) Safety devices or equipment for job specific assignments shall always be used. Broken equipment or tools will not be used and the employee shall notify his/her supervisor about repairing the item. 3

4 5. TRAINING All fires or damage to A&M-Texarkana property shall be reported to the EH&S office and UPD All near miss incidents shall be reported in writing. The Incident or Injury Report (Appendix A) must be completed and forwarded to the EH&S office All employees are expected to report unsafe conditions or practices that are occurring anywhere on A&M-Texarkana property (Appendix B) All employees shall attend regular health and safety training sessions as directed. 5.1 New Employees All new employees will receive training that is specific to their work environment. Training will be provided as needed after initial employment. The following types of training will be available: General office safety Maintenance, custodial safety Hazardous material safety Housekeeping safety Use of personal protection equipment Fire extinguisher use New employees will be informed of the health and safety rules and/or regulations pertaining to their job. Training that identifies the hazards of their job will assist in preventing job related injury or illness. 5.2 Annual Training Each year employees receive training entailing the following topics: EH&S Awareness Training Emergency management Fire safety and drills Fire extinguisher use Electrical safety Office environmental health Job specific training Equipment safety Personal protective equipment Hazardous communication Other types of training will be offered, as needed or required, throughout the year. Some jobs will require specialized training, which will be provided by local or other resources. 5.3 Training Records All health and safety training will be documented. Any employee who attends a health and safety related training session off campus should submit the Training Sign in sheet (Appendix C) to the EH&S office within 3 working days after completion of training. Human Resources will update employee transcript as needed. 4

RULES AND REGULATIONS 6.1 Reporting Incidents, Personal Injuries and Near Misses Any injury that occurs to any student, staff, faculty or visitor on A&M-Texarkana property will be reported to the EH&S office as soon as possible. The health and safety officer will conduct an investigation for potentially unsafe conditions and take corrective actions as needed. Any unsafe condition is to be reported to the safety officer, whether injury has occurred or not. This would also include near misses, which are incidents where injury or property damage was narrowly avoided and which corrective action may be needed. Injuries and near misses shall be reported on the Incident or Injury Report (Appendix A). When an employee is injured and is hospitalized or unable to work, the health and safety officer will investigate the cause of the accident and take corrective action as needed. 6.2 Unsafe conditions Any employee who observes any unsafe or potentially hazardous condition shall fill out an Unsafe Condition Report (Appendix B) and forward it to the EH&S office. The employee should describe the condition and make any recommendations possible as to corrective actions. The employee is not required to give his or her name or department. 7. INSPECTIONS The EH&S officer will conduct building facility inspections quarterly basis. Additional inspections shall be conducted as needed when reports of unsafe or actual injuries occur on campus. 8. CORRECTIVE ACTIONS Individual departments or maintenance personnel will correct minor safety deficiencies that require little or no funding. The Environmental Management Advisory Council will review safety problems or deficiencies that will require specific funding needs. If a major safety deficiency is found that poses imminent danger to staff, students, visitors or A&M-Texarkana property, the EH&S office shall have the power to stop work, order evacuations or take other emergency action as needed until the problem is solved. 9. REPORTS The Environmental Management Advisory Council shall review a comprehensive report based on all EH&S office inspection reports. If the Environmental Management Advisory Council determines that correcting a safety deficiency would require a significant expenditure of funds, the council will prepare a funding request including cost estimates to be included in this report. This annual report shall be submitted to the A&M- Texarkana Vice President of Finance & Administration and the President for review. 10. EMPLOYEES All employees should feel free to report any and all health and safety violations, anywhere on A&M- Texarkana property, without fear of reprisal from anyone. If any employee requests an inspection of their 5

6 workplace or any other area of the university, it shall be performed by the EH&S office on a confidential basis and the person s name will not be released to anyone. The EH&S office shall conduct an investigation and will notify the requesting person of the results of the inspection and what corrective action, if any, needs to be taken. 6
