Wall- The existing 34 Savannah Grey brick wall that faces east on Abercorn Street will be razed and rebuilt to be six feet (6 ) high. The existing Savannah Grey bricks will be reused and mixed with more Savannah Greys of a similar color. The existing wrought iron spreaders and granite coping will be relocated to the top of the new wall and will have an overall height of nine feet (9 ). 2. Security Bars- Five (5) new oak leaf wrought iron security bars will be installed over existing windows along East Perry Street as an amendment to previously approved round picket bars. 3. Privacy Panels- Two (2) new privacy panels will be installed at the parlor level on the corner of the northwest rear elevation and will match the existing panels in color and construction style. 4. New Pergola - An eight foot, six inch (8 6 ) high pergola at the second floor level will be newly constructed over an existing deck. The columns will be slip fitted onto existing steel posts and the existing railings will be re-attached. Louvered privacy panels will be installed along all three visible sides of the pergola and will match existing panels in color and construction style. CONTEXT:

2 Page 2 The historic building, located at was constructed in 1869 and is a rated structure within the Savannah National Historic Landmark District and the Savannah Local Historic District. In 2008 the home was rehabilitated and altered with new additions File no. [H ] [H ] [H ]. On December 11, 2013 the installation of round picket security bars on seven ground floor windows along East Perry Lane and Abercorn Street was approved [File No COA]. FINDINGS: The following standards from the Historic District Section (8-3030) of the City of Savannah Zoning Ordinance apply: Preservation of historic structures within the historic district. An historic structure, and any outbuildings, or any appurtenance related thereto, visible from a public street or lane, including but not limited to walls, fences, light fixtures, steps, paving, sidewalks, and signs, shall only be moved, reconstructed, altered, or maintained in a manner that will preserve the historical and exterior architectural features of the historic structure or appurtenance thereto and are consistent with the current edition of the Secretary of the Interior s Standards and Guidelines for Rehabilitation published by the U.S. Department of the Interior. The visual compatibility factors [Section (m)] and the design standards [Section (n)] shall apply. For the purposes of this section, exterior architectural features shall include but not be limited to the architectural style, scale, general design, and general arrangement of the exterior of the structure, including the kind and texture of the building material, the type and style of all roofs, windows, doors and signs. In considering proposals for the exterior alterations of historic structures in the historic district the documented original design of the structure may be considered. Secretary of the Interior s Standards 2 Historic Character. The historic character of a property will be retained and preserved. The removal of distinctive materials or alteration of features, spaces, and spatial relationships that characterize a property will be avoided. Secretary of the Interior s Standards 5 Distinctive Features. Distinctive materials, features, finishes, and construction techniques or examples of craftsmanship that characterize a property will be preserved. The standards are not met. The razing of the historic 34 inch high fence to be rebuilt at a taller height, with the use of non-original bricks would affect the historic character of the building and its environment. It is recommended that the brick wall be preserved and retained as is, and that the addition of new bricks to achieve a greater height be added to the top of the existing wall. Secretary of the Interior s Standards 9 New Additions to not Damage. New additions, exterior alterations, or related new construction will not destroy historic materials, features, and spatial relationships that characterize the property. The new work shall be differentiated from the old and will be compatible with the historic

3 Page 3 materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment. Secretary of the Interior s Standards 10 New Additions Reversible. New additions and adjacent or related new construction will be undertaken in such a manner that, if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. The standard is met. The addition of the new pergola, privacy panels, and security bars will not destroy historic materials, features, and spatial relationships that characterize the property. The additions are reversible. Visual compatibility factors. New construction and existing buildings and structures and appurtenances thereof in the historic district which are moved, reconstructed, materially altered, repaired or changed in color shall be visually compatible with structures, squares and places to which they are visually related. The following factors shall be considered in determining the visual compatibility of such a building, structure or appurtenance. These factors shall not be the basis for appeal of an adverse decision. Greater weight shall be given to adjacent historic structures. Relationship of materials, texture and color. The relationship of materials, texture and color of the facade of a structure shall be visually compatible with the predominate materials, textures, and colors used on contributing structures to which the structure is Visually Related. The standard is met. The materials, texture and colors that will be used in the alteration are visually compatible. Walls of continuity. Appurtenances of a structure such as walls, wrought iron, fences shall form consistent walls of enclosure along a street. The standard is met. Design standards. The following design standards shall apply to new construction, additions, and alterations to historic and non-historic buildings and structures. Though certain building materials are prescribed herein, the Board may approve alternative materials that are not listed as prohibited upon a showing by the applicant that the material or product is visually compatible with historic building materials and has performed satisfactorily in the local climate. Fences, Trellises and Walls. Fences, trellises and walls shall comply with the following: The standard is met. Fences, trellises and walls shall not extend beyond the facade of the front elevation except in the following cases: A building set back on a trust lot with a front garden; A building set back on an east-west street with a front garden.

4 Page 4 The height of any fence, trellis, or wall shall not exceed 11 feet or the maximum permitted in Section The standard is met. At its highest point the reconstructed wall along Abercorn Street will be nine feet (9 ) tall. Walls and fences facing a public street shall be constructed of the material and color of the primary building; provided, however, iron fencing may be used with a masonry structure. The standard is met. The fence will be constructed using original historic bricks as well as new bricks to match the exterior of the primary building. Trellises shall be wood, metal or wire. The standard is met. The second story trellis/pergola that is to be constructed over an existing deck will be constructed of wood and will retain existing metal porch railings. STAFF RECOMMENDATION: Approval of the alterations at with the condition that the historic wall along Abercorn Street not be razed, but that the proposed new height of the fence be achieved by building over the historic fabric of the wall as it currently exists; because the work is visually compatible and meets the standards.
