2 Page 2 of Background What is Multi-Material BC? Multi-Material BC is a non-government organization led and funded by industry. This non-profit organization will assume responsibility for managing residential packaging and printed paper on behalf of industry in May What is packaging and printed paper? - Packaging: a material, substance or object that is used to protect, contain or transport a commodity or product, or attached to a commodity or product or its container for the purpose of marketing or communicating information about the commodity or product. - Printed paper: includes all paper printed with text or graphics (e.g., newspapers, flyers, phonebooks) with the exception of bound books. Why is Multi-Material BC assuming responsibility for packaging and printed paper material? Under the Environmental Management Act (enacted in July 2004), the BC Provincial Recycling Regulation (introduced in October 2004) requires producers to take responsibility for the end-of-life management (collection and processing) of designated products. Packaging and printed paper was added to the Recycling Regulation in May Producers of packaging and printed paper in BC are required to implement a program for the end-of-life management (i.e. collection and processing) of their materials by May How will Multi-Material BC take over the responsibility for packaging and printed paper material? Multi-Material BC will be managing the collection and processing of residential packaging and printed paper material when the program is implemented in Most packaging and printed paper material in BC is currently collected by local governments. Multi-Material BC has offered local governments a financial incentive to join its program and collect packaging and printed paper material from residents on their behalf. Local governments had four options to consider: 1. Accept the financial incentive and act as a collector for Multi-Material BC; 2. Decline the financial incentive and hand over the collection of recyclables to Multi-Material BC; 3. Choose to neither accept nor decline the financial incentive and continue providing service status-quo; or 4. Take more time to consider whether to accept or decline the financial incentive.

3 Page 3 of Existing Delta Curbside Collection Program What recycling service does Delta currently provide to residents? Delta provides weekly curbside recycling collection. Residents sort recyclables into three streams (a full list of accepted items is included in Attachment A): 1. Mixed containers (): o Plastic containers #1-7 o Plastic bags o Metal cans o Glass containers o Beverage deposit containers (including Tetra Pak juice containers) o Styrofoam food containers 2. Mixed paper (Yellow Bag): o Cardboard o Glossy flyers o Magazines o Paper egg cartons o Phone books o Writing paper o Envelopes o Shredded paper 3. Newspaper (Blue Bag): o Newspaper o Non-glossy inserts Is there a limit to the amount of material that is collected? There is no limit to the amount of recyclable material that is collected. Who provides the collection service? Remple Disposal collects recyclables from Delta residents. Remple Disposal is under contract with Delta to provide recycling collection until January 31, Who provides the recycling containers? es are available for purchase for $5 from the Municipal Hall and Recreation Centres. Blue and Yellow bags are provided at no cost. What happens to the recyclable material after it s collected? Remple Disposal delivers Delta s recyclable material to Urban Impact, a recycling processing facility with locations in Richmond and New Westminster. Delta pays Urban Impact to sort the recyclable material and process it for recycling.

4 Page 4 of 10 Does Delta make money on recycling? Delta receives revenues from recycling which fluctuate based on market prices. In the last five years, Delta received an average of $345,000 in annual recycling revenues. How much does the current recycling service cost residents? The 2013 Recycling Utility rate is $50.

5 Page 5 of Multi-Material BC s Program The Incentive Offer What recycling service is provided under Multi-Material BC s program? Multi-Material BC s program provides for weekly recycling collection. Residents sort recyclables into two streams (a full list of accepted items is included in Attachment A): 1. Mixed containers (): o Glass, plastic bags and Styrofoam food containers would no longer be accepted in the under Multi-Material BC s program o Multi-Material BC s program would accept all other mixed containers currently accepted by Delta as well as laminate containers (e.g. paper milk cartons, paper take-out food containers, frozen juice cans, disposable coffee cups etc.) and aerosol cans. 2. Mixed paper and newsprint: o Multi-Material BC s program would accept the same materials that Delta currently accepts in the Blue and Yellow Bags (these materials will be collected together in one bag) Is there a limit in to the amount of material that is collected? There is no limit to the amount of recyclable material that is collected. Who provides the collection service? As a contractor to Multi-Material BC, Delta (utilizing Remple Disposal) would collect recyclables from residents. What happens to the recyclable material after it s collected? Recyclable material collected under contract with Multi-Material BC must be taken to a Multi-Material BC-qualified processor for recycling. Multi-Material BC is responsible for the processing costs and receives all recycling revenues. As Multi-Material BC has not yet qualified any processors, locations of the processors are currently unknown. What are the cost implications to Delta due to the recycling processor location being unknown? If the recycling processor selected by Multi-Material BC is located further away than Delta s current recycling processor there will be additional transportation costs. These costs would be passed on to Delta residents in the Recycling Utility rate.

6 Page 6 of 10 Why does Delta not collect the new materials accepted in Multi-Material BC s program? Multi-Material BC is accepting some new materials currently not accepted in Delta s recycling program (e.g plastic-lined paper packaging). Delta s recycling processor has indicated there is currently no market for some of these new materials. To maintain the integrity of Delta s comprehensive recycling program, an end-market would need to be developed before Delta would consider accepting these materials. Why aren t glass, plastic bags and Styrofoam food containers accepted with other mixed containers in Multi-Material BC s program? Multi-Material BC states that glass, plastic bags and Styrofoam food containers pose collection and processing challenges when collected together with other mixed containers. Delta currently collects these materials in the program and they have not been identified as an issue by the collection contractor or by the processor. Is glass recyclable? - glass containers are banned from disposal as garbage at all Metro Vancouver facilities. Glass can be recycled into new glass as well as recycled for secondary uses. For example, glass can be used for sand blasting, as a concrete and gravel additive and as a product in insulation. If Multi-Material BC is saying there are challenges with recycling glass that is collected with other containers, is the glass currently collected in Delta s program being recycled? - glass containers currently collected by Delta are separated from other mixed containers at the processing facility. The separated glass is recycled in two ways: o Non-deposit glass containers are taken to a facility in Abbotsford where they are used as a sandblasting medium. o Deposit glass containers are returned to Encorp as part of the beverage container Return-It program. How much glass does Delta collect? In Delta, glass containers account for about 30% of all material collected in the program. In 2012, Delta collected approximately 525 tonnes of glass containers. What are residents supposed to do with glass, plastic bags and Styrofoam food containers if these items are not accepted in the? Multi-Material BC s approach is to have residents return glass, plastic bags and Styrofoam food containers to a residential drop-off depot. Where are the residential drop-off depots in Delta? Multi-Material BC has yet to qualify residential drop-off depots and therefore, their locations are currently unknown.

7 Page 7 of 10 What happens if residents still put glass in the? If glass containers have not declined to less than 3% of collected recyclables at the end of the first year of the program, local governments must prepare and submit a remediation plan for approval by Multi- Material BC. Once approved, the remediation plan must be executed at the local government s cost. How is Multi-Material BC dealing with recycling contamination? Any material collected for recycling that is not packaging or printed paper (e.g. garden hoses, plastic toys, scrap metal etc.) is considered a contaminant. If more than 3% of a load (by weight) contains nonpackaging and printed paper materials, penalties may be incurred ($5,000 per load to a maximum of $120,000 per year). This maximum allowable contamination was determined by Multi-Material BC. Given estimated contamination levels, the 3% target will be very challenging to reach. Is there a penalty to deal with contamination in Delta s current recycling program? The cost for dealing with contamination is minimal and is accounted for in Delta s current contract with Urban Impact for processing recyclables. What is the collection financial incentive offered by Multi-Material BC to join their program? The financial incentive for Delta is $35 per household. Is there an incentive for other aspects of the recycling program such as service administration and education? Multi-Material BC also offered a service administration incentive ($2.50 per household) and an education incentive ($0.75 per household). These incentives would help offset some of the additional administration and education costs required to implement Multi-Material BC s program including: o creating, implementing and maintaining a Business Continuity Plan which outlines how performance will continue in the event of various scenarios (e.g. equipment failure, fuel shortage, fire, natural disaster etc.); o performance reporting at a minimum of every two weeks; o maintaining a 24-hour emergency telephone number for Multi-Material BC to contact Delta; o providing an after-hours telephone number for residents to call in the event of an emergency; o increasing staff to handle resident inquiries if current levels are deemed insufficient by Multi-Material BC; o revising the service log if the current format is not approved by Multi-Material BC;

8 Page 8 of 10 o o o executing public promotion, education and outreach using communications messages and images developed by Multi-Material BC; maintaining all records related to the services agreement and statement of work and reporting them monthly to Multi-Material BC; and providing ad-hoc reports upon Multi-Material BC s request, such as customer service database tabulations to identify patterns, in a format defined by Multi-Material BC. Is the incentive offered annually?. However, Multi-Material BC has indicated the incentive will be reviewed after the third year of the program. There is no allowance for annual adjustments due to inflation.

9 Page 9 of Multi-Material BC s Program plus Additional Collection by Delta Preserving Existing Curbside Recycling Service Levels If Delta joined Multi-Material BC s program, what would be needed to preserve existing service levels? Delta could consider providing separate glass, plastic bag and/or Styrofoam food container collection if it were to join Multi-Material BC s program. This service, however, would be at an additional cost and would require an amendment to the current collection contract. Start-up costs, including additional collection containers and potential modifications to collection vehicles, would also be required. Would there be a savings for residents to provide this service? Despite the incentive offered by Multi-Material BC, additional collection and start-up costs would be required if Delta were to join Multi-Material BC s program and preserve existing service levels. As a result of these additional costs, it is estimated that there would be no change to the current Recycling Utility rate in the first year of participating in Multi-Material BC s program. How would residents be impacted by Multi-Material BC s program with the additional Delta collection? Curbside recycling would be more difficult for residents. Glass, plastic bags and Styrofoam food containers would need to be separated into an additional container for curbside collection.

10 Page 10 of Delta s Decision What was Delta s decision? Delta has decided to defer participation in Multi-Material BC s program until the true cost of joining the program is known and service levels to Delta residents can be assured. Delta will continue to maintain existing service with no change to the current curbside recycling collection program during this period. The next opportunity to join Multi-Material BC s program is anticipated in June Why did Delta not take the incentive offer? There is no anticipated financial gain for Delta in the first year of the Multi-Material BC program and The Corporation of Delta is taking more time to analyze the risks and benefits to Delta residents. The long term viability of the program needs to be confirmed before Delta commits to changing the current curbside recycling program.
