1 Proposal for a Media Center in Herschler Gallery Prepared for the Select Committee on Legislative Facilities by the Legislative Service Office October 26, 2011
2 Background The Department of Administration and Information (A&I) remodeled the Herschler Gallery (the tunnel connecting the Capitol to the Herschler Building) in At the Select Committee on Legislative Facilities October 2010 meeting, Mr. Rich Cathcart, from the A&I Construction Management Division, approached the Committee about the possibility of using a large unoccupied room in the tunnel for the media, if the Legislature wanted A&I to lease this space to the media in lieu of the space in the Capitol. The Committee requested that this issue be referred to Management Council for future consideration. Before referring this matter to the Council, LSO staff requested permission from the Select Committee at its May 2011 meeting to work with members of the media to develop a proposal and cost estimates for Council s consideration to create a media center in this location. The Committee approved LSO to determine the needs of the media and gather cost estimates for a possible media center for the Committee s consideration. The legislative branch does have an interest in using Rooms 303 and 304 of the Capitol to house legislative staff currently located in committee rooms. In addition, over the past several years, members of the media have raised concerns about limitations in the current space, including: insufficient work space during the session for the number of print and broadcast reporters who cover the session; problems with overloaded electrical circuits at peak times, such as during live broadcasts; and a lack of quiet/private space to conduct interviews. The vision for the media center is to provide a centralized location and media workspace with enhanced amenities that are not available in the Capitol for media to cover state government throughout the year. The Center would be available for members of the Legislature, Wyoming s statewide elected officials, and possibly agencies to schedule news conferences with the media, in a convenient location with modern broadcast tools for such events. LSO contracted with K2 Audio, the designer of the House and Senate audio systems to provide cost estimates to provide adequate communications and media-related services in the proposed room in July. (Please see attached report from K2 Audio titled State of Wyoming Legislature Conceptual Review and Cost Estimates Media Center AV systems). LSO and K2 Audio staff met with representatives from print, television and radio media outlets in August to determine amenities the media would want to have in a media center. LSO met with A&I Construction Management staff regarding opportunities and limitations in the room. LSO also met with a local firm called Gizmojo that provides broadcast set design services. In addition to the features already included in the room (adequate electrical supply, wireless and hardwired Internet, telephone, and satellite hookups), the working group identified options to consider if a media center is created, which are explained on the next page. 3 Media Center Options The following options were identified based on meetings and conversations with various representatives of print, television and radio media, as well as consultation with construction management staff from the Department of Administration and Information (A&I) and K2 Audio. Please note that these options are provided for cost estimating purposes and must be approved by the Legislature for funding. Furnishings and Layout Sound-Proofed Partition to Separate Broadcast and Print Functions Print media representatives expressed that sound separation is needed from broadcasters. A&I does not think it is cost-effective to build a wall to separate print journalists from broadcast journalists in the space available in the Herschler Gallery, because HVAC, sprinklers and lighting would have to be rerouted to build a wall. However, A&I does have sound partitions available that could be used to provide some sound separation between the media functions. These sound-proofed partitions are six and-a-half-feet high and would accommodate existing airflow and lighting in the room. In addition, A&I and K2 Audio suggest carpeting the room and adding acoustical panels on the walls to help absorb sound. Finally, K2 Audio has proposed adding a sound booth to the space for broadcasters to do voice work and recording. Cubicles for Capitol Press Corps A&I has modular cubicles available that could be used to accommodate members of the media who may occupy the space year-round or who need space for the duration of a legislative session. These units include electrical wiring and filing space and provide privacy between units. Vising Media Workstations For members of the media who may travel to Cheyenne for a day or a week during session, A&I suggests providing a bank of workspace, which would consist of a desk-level countertop, small filing cabinet, desk chair, and small partitions separating each unit. The wall behind the countertop could also be wired with audio jacks from the House and Senate feed at each unit, as noted in K2 Audio s proposal. Broadcast Editing Workstations For members of the broadcast media a bank of workstations may also provide the most efficient use of space for broadcast editing, in addition to use of a sound booth described in the K2 Audio proposal. Audio Feeds from Chambers K2 Audio proposes providing both overhead ceiling speakers of the House and Senate audio feeds that can be listened to simultaneously or individually, as well as providing outlets with separate channels of the House and Senate feed at each workstation. These feeds could be used with headphones and for direct recording. Please see the K2 Audio proposal for additional information. Sound Booth One of the primary concerns expressed by print media was the need for sound separation from broadcast media who may be recording or voicing their work. In addition to providing carpet, sound-proofing on the walls and a partition between the functions, K2 Audio suggests installing a sound booth that could be used for audio recording. This booth could be used by both broadcasters to record their stories, as well as to do remote audio interviews with legislators and the Governor. The sound booth would need to be connected to the room s HVAC and electrical systems. Finally, some broadcasters noted that they would prefer to do live shots in the Capitol during session using existing equipment in the Capitol dome, so that may also reduce the amount of noise anticipated in this proposed space. 4 News Conference Area and Small Television Studio As part of this proposal, an area is recommended to provide both a small television studio for broadcast use, as well to provide a centralized location to hold news conferences for the legislative and executive branch. The space would need to be reserved for news conferences and other broadcast recording would need to take place after hours to ensure use of the studio would not impact the ability of reporters to file their stories. K2 Audio has provided cost estimates to provide a microphone system, video and audio webcasting and studio lighting for a broadcast area in the proposed media center. In addition, K2 Audio noted a teleconference bridge would need to be added to the webcasting system for media to participate in news conferences remotely. The K2 Audio proposal does not include set design estimates. LSO met with Cheyenne-based firm Gizmojo, which designs broadcast sets. Gizmojo has provided cost estimates for a set backdrop that could be used for both news conferences, as well as for other video broadcast purposes. Gizmojo also noted that the backdrops could be switched out or augmented for specific purposes, such as the Google announcement that was made earlier this year. He also explained that the backdrops included in the cost estimates are portable and could be used in other locations in the Capitol Complex, if needed. Gizmojo also provided a cost estimate for a news desk on casters for television interviews, as well as a lectern on casters. The news desk and lectern could be swapped out depending on use of the space. Please see the attached proposal from Gizmojo for additional information. Miscellaneous Carpet and Acoustic Wall Panels K2 Audio recommends carpeting the space and putting acoustic panels to provide better sound proofing, both for print media, as well as to provide the best broadcast recording quality in the room. Video Monitors K2 Audio suggests providing cable hookups and video monitors in both the print area and broadcast area of the room to monitor breaking news and to connect to video streaming, if provided in the future. Break Area Depending on the layout of cubicles, workstations, the sound booth and a television area, there may also be room for a countertop and cabinets to create a small break area. The room is not plumbed to provide a sink, but would have electrical capacity to run a small refrigerator and microwave. Windows out to Herschler Gallery There was some discussion of the possibility of adding windows between the proposed media center and the Herschler Gallery to let more natural light into the space and to allow more visibility to the Gallery. Video streaming of floor proceedings Media representatives expressed interest in the possibility of obtaining live video feed of House and Senate proceedings in the proposed media center. Media representatives noted that this would help to identify legislators currently speaking and to view standing votes, as well as allow television broadcasters to pull the video feed for broadcast, rather than having to record from the Chamber hallways and galleries without audio. Media representatives stated that if it is not possible to provide broadcast-quality video in the short-term, that a basic video monitoring and web streaming system would suffice. LSO recommends the Legislature consider a separate interim study of short-term and long-term options for video streaming, if the body wants to evaluate video streaming options, rather than including that recommendation as part of the proposal to create a media center in the Herschler Gallery. 5 Access to Space in Capitol During Session Some members of the media have expressed concern about their ability to effectively cover legislative sessions from the proposed space in the Herschler Gallery. Media representatives requested access to a room in the Capitol during legislative sessions to use as a holding area to allow reporters to quickly get to the floor to observe floor votes or to clarify who may be speaking on an issue. They also noted that sometimes the bodies recess or adjourn on short notice and they would like to be able to quickly get to the lobbies for member interviews. Broadcast journalists noted that carrying tripods and video cameras back and forth from the second and third floors for the Capitol to the Herschler Gallery would be difficult. Local television broadcasters who provide live legislative updates during session, would also prefer to use the satellite uplink located in the Capitol Dome, rather than having to bring a satellite truck in every day to connect to the satellite uplink located in the proposed media center. The Legislature may wish to consider the possibility of providing temporary space during legislative sessions to accommodate these requests, with the understanding that the media would use the proposed media center as their primary workspace during the session and their only workspace during the interim. 6 Media Center Cost Estimates The figures provided below represent estimates for various options A/V options and furnishings. The estimates do not include design costs or construction costs. If the Legislature provides an appropriation for a media center, a cushion should probably be added to the total to provide for unanticipated needs of the project and for costs that cannot be estimated at this point.
