1 Smoke-free/ Tobacco-Free Mega Events

2 Tobacco and sports do not mix Athletes cannot achieve maximum sporting performance while using tobacco in any form Mega-sporting events have the potential to promote health and influence social norms due to the involvement of millions of spectators and fans. The players, spectators, staff, volunteers, media and other visitors need to be protected from the harmful effects of tobacco exposure, consumption, advertising, marketing and promotion during sport events- tobacco in any form must be removed from all sporting events Useful and accurate information about tobacco should be provided to visitors, spectators and participants Sports associations, federations, other sport organizations have an obligation to promote a healthy lifestyle among all sectors of the community, and particularly among children and young people

3 WHO recommends that all mega-events, weather sport, social or cultural, be tobacco-free What is a tobacco-free stadium? Environment free of tobacco smoke - it hosts an event provide all participants athletes, players, staff, visitors, public, etc. a venue with a healthy environment free of tobacco smoke in all indoor and outdoor areas Free of tobacco advertising, promotion and sponsorship - nobody attending the event, whether directly or through any media, is exposed to any form of tobacco advertising, promotion and sponsorship "Gold Standard Host City Selection Criteria" ( ns/tobacco_free_mega_event.pdf) Free of tobacco industry links - it has absolutely no links with the tobacco industry in any form Free of tobacco sales - it does not allow sales of tobacco products or related tobacco products within the event site

6 WHO FCTC Article 13: Enforce bans on tobacco advertising, promotion and sponsorship Each Party shall, in accordance with its constitution or constitutional principles, undertake a comprehensive ban of all tobacco advertising, promotion and sponsorship, including cross-border advertising originating from its territory. 24 countries have passed a complete TAPS ban 694 million people just under 10% of the world s population

9 Tobacco-free mega events policy the event should have a formal written tobacco-free policy it may be required at 4 levels depending on the nature of the event: Parent organization Host city or host government Event organizer Venue managers all these levels should be consistent

11 Smoke-free Sochi Olympic games Actions taken by the Administration of Sochi in tobacco control 21 Jan Mr Pakhomov, Mayor of Sochi - Sochi tobacco-free Charter - all education, health and culture institutions - smoke-free zones. Smoking in parks and beaches - prohibited, except designated areas. Mayor's Order - schedule for all functional / territorial branches to regular raid activities monitoring compliance of the 2010 federal antitobacco law and of the Charter. Centre for Medical Prevention - special office and hotline to provide medical and psychological support to those who want to quit. more than signatures collected in support of the Charter around 3 million roubles spent for implementing tobacco control and healthy lifestyles programmes. Major focus - public opinion through mass media - 49 publications; 33 TV programmes. in all schools - workshops with more than 7000 children Memorandum of Collaboration Signing Ceremony - with sanatoriums, railway station and sea-port - ban on cigarettes' retail sales.

12 Smoke-free Sochi Olympic games - policy - Tobacco control measures implemented relying on previous Games experience. Smoking, tobacco product sales on the territory of all the Olympic and Paralympic facilities is prohibited, except in designated and marked areas outside facilities (outside the Olympic Park). Sponsorship of tobacco companies is not accepted The Olympic Games staff are instructed to monitor all cases of smoking and approach violators asking them to stop smoking. Staff and volunteers are not allowed to smoke, and if they do, they are subject to disciplinary actions. No association of tobacco companies symbols with Sochi Games' logos and other graphic symbols No Olympic and Paralympic symbols on tobacco and smoking-related products (e.g. a pack of cigarettes or lighters) "No smoking" signs - in all Olympic and Paralympic facilities and during competitions radio messages remind participants about the policy tobacco-free policy Special hotline number to receive complaints about smoking in prohibited places. All bars and restaurants in the Olympic park - smoke free.

13 Sochi Olympic Park Tobacco Free As a part of the Sochi 2014 Organizing Committee s "smoking-free Games" strategy, supported by the World Health Organization (WHO), a "No smoking" sign has been installed in the Olympic Park on 30 March The tobacco-free policy of the Games aimed protection of more than 155,000 athletes, sports delegation representatives and volunteers from second-hand smoke on a daily basis. A "map" of Sochi, indicating the no-smoking areas, has been developed and no-smoking signs have been installed alongside. 16 Actions up close Beijing Municipal Legal Office 2007: Smoking banned in Beijing taxis and linked to the Olympics. 2007: Restaurants were encouraged by municipality to go smoke-free voluntarily. 2008: Beijing Municipality issued a directive May which expanded the smoke-free places in Beijing and ensured smoke-free sports venues. WHO and NGOs provided input to draft. Municipal Government Public Education on the Beijing Mayoral Directive banning smoking in many public places, issued May 1, Health Sector Poster on dangers of second hand smoke displayed in Chaoyang Hospital, an Olympic hospital that is also smoke-free and a WHO Collaborating Centre on Tobacco or Health.

26 Legacy of smoke-free sport events Longer, healthier lives through a cultural shift towards healthy lifestyles smoke-free / tobacco-free mega-sporting events are possible and achievable players, spectators, staff, volunteers, media, visitors - more likely to enjoy a sporting event that protects their health from any threats, tobacco included a tobacco-free stadium campaign is an excellent opportunity for increasing the popularity of any of the stadium s hosted sporting events due to broad media coverage resulting in millions of live spectators and fans - beyond the commitment to provide healthy environments free of tobacco, mega-sporting events have the potential to influence social norms, by promoting health and facilitating positive lifestyle changes (like giving up smoking). longer, healthier lives through a cultural shift towards healthy lifestyles - the lasting legacy of the recent mega smoke-free sporting events is a robust message that can only increase the prestige of any sporting arena.
