1 JOB DESCRIPTION Job Title Affordable Housing Liaison Officer Barnet Band and scale range SCP Reports to Housing Development Partnership Manager Team Housing Development Partnership Team Service area Environment, Planning and Regeneration Budget responsibility ( ) None Purpose of Job: To develop and maintain partnerships with affordable housing providers to foster and drive joint working with the Council in addressing the boroughs housing priorities. Key accountabilities: Change and Improvement Support the delivery of the Council s Housing Strategy Provide advice on the management aspects of implementing change Corporate standards and Communication Represent the Council and actively engage at a variety of forums and working parties for the purpose of exchanging information, improving joint working, delivering better outcomes and enhancing the Council s reputation. Establish partnerships with Registered Providers (housing associations) in order to encourage that the housing services provided in Barnet supports the Council s overall housing strategy and wider objectives of other corporate strategies. Work collaboratively with Registered Providers (housing associations) operating in Barnet and develop and maintain effective systems for to ensure that they are consulted on issues relating to Council strategy, policy, practice that effect their areas of operation. Performance Information Monitoring and Reporting Lead on the comprehensive annual review of the performance of Registered Providers (housing associations) operating in Barnet in order to evaluate the performance of partners, and facilitate improvements where performance is unsatisfactory. Contributing to the setting and monitoring of performance indicators for Registered Providers to establish standards of good practice Maximise affordable homes through regular monitoring of all Registered Providers (housing associations) lettings in Barnet to ensure nomination

2 obligations are being met in accordance with local nomination agreements and S106 requirements. Specific Duties of the Role Develop and maintain close working relationships with Council services including Barnet Homes (housing needs and allocations), Housing Benefits, CAFT, social services teams and a wide range of other stakeholders, in order to facilitate the flow of information, encourage collaboration and cooperation to maximise the supply of new affordable housing. Negotiate with Registered Providers (housing associations) on nomination agreements for rented and shared ownership homes in Barnet and on site specific schemes. Monitor progress of affordable housing schemes which are on site keeping relevant services informed of completion dates. Carry out research as directed to support the work of the housing development partnership function. Investigate, analyse and respond promptly to customer complaints, Freedom of Information, requests and enquiries from Councillors, MPs concerning issues relating to the work of the Housing Development Partnership Team Ensure the accurate collection, analysis of data and information relating to the work of the Housing Development Partnership Team and produce reports as required. Develop and maintain the IT based record system for Registered Providers which includes the property database, stock condition, rents, tenant satisfaction and contact information. Maintain professional competence and keep abreast of policy developments in relation to housing through research and reading, attending relevant courses, meetings and supervision. As directed by the Housing Development Partnership Manager prepare reports and briefings to Committees, Councillors, Senior Managers and where appropriate present these reports to the relevant audience.
