2 Loss Prevention Program These guidelines should enable you to establish a loss prevention program that will not only meet the minimum requirements, but should significantly reduce the cost of on-the-job accidents. Every member shall inaugurate and maintain a loss prevention program which shall include, but not be limited to, the following: 1. A training program designed to instruct employees, in general safe work practices and specific procedures, with respect to hazards unique to the employees job assignment; and 2. Scheduled periodic inspections to identify and correct unsafe conditions and work practices which may be found. For every $1 of direct cost (medical, disability, property expense, there is approximately an additional $4 to $6 of indirect cost. These indirect costs include damaged materials, replacement of key employees, project delays, increased administrative workload, and many others. $1 of direct cost $4 to $6 of indirect costs Loss Prevention Manual, 5/07 B-1

3 Safety Policy Statement In order to achieve our mutual objective of cost containment and accident/injury reduction, it is necessary to clearly state a policy for all employees to follow. The communication of this policy to the employees is a critical first step toward our desired objectives. This can be done by such means as posting it on bulletin boards, memos to supervisors, etc. Once the policy is stated, it is important that the safety coordinator be given full and continuing backing. Without such a commitment at all levels, the desired results may not be achieved. The results are directly proportional to the degree of commitment from top management. 4 Safety Policy Statement #1 It shall be the policy of this county and its elected officials to provide county employees with a workplace free of recognized hazards which may cause injury, illness or death. All employees are equally responsible for following this policy and for working in a safe, proper manner to protect themselves and others. We consider our employees to be our most important asset and expect each of them to care for and conserve other county resources, including equipment, vehicles, buildings and supplies. 5 Safety Policy Statement #2 It is the policy of this county to achieve the greatest practical degree of freedom from accidents and to ensure that every employee is provided safe and healthful working conditions, free from recognized hazards. We have instituted a Loss Prevention Program which, with your help, will succeed in providing safe, healthful and pleasant working conditions. Everyone stands to benefit, and our county stands to gain. The cooperation of everyone in our organization is expected. The results will be worth the effort. 6 Supervisors The first line supervisors are key persons in the loss prevention program because of the nature of their duties. These jobs or duties, done correctly, are the very things that prevent accidents and waste. For this reason, the supervisors must have the responsibility (and authority) for loss prevention in their departments or sections. Supervisors will: 1. Complete the Supervisor s Report of Accident form as well as perform an indepth accident/incident investigation to eliminate the potential of reoccurrence; file the appropriate report with the CTSI Loss Prevention Department for every accident, incident, or property loss in their departments within 24 hours, and follow up to see that corrective action is taken. 2. Instruct employees in safe practices and safety requirements of their department. 3. Supervise to see that no unsafe conditions or practices are permitted in their departments. 4. See that employees use all required safety equipment, including personal protective equipment. Supervisor s Safety Training, which will help supervisors understand and accept their responsibilities, is vital since many supervisors acquire their supervisory positions without a clear understanding of basic accident prevention or the relationship of safety to their departmental goals. 7 Suggested Supervisory Objectives 1. To identify and correct hazards that have a potential to cause accidents or injuries; 2. To evaluate both the likelihood of an accident occurring and the seriousness of such an accident, if it did occur; 3. To determine practical, cost-effective, alternative solutions in order to minimize the hazard s potential, in the event it cannot be eliminated; 4. To select the proper methods to be utilized, including standards of performance, correct procedure and objective evaluations; 5. To ensure that a control (check) system is used to verify that policy and procedures are being satisfactorily followed on a continuing basis; 6. To implement a system of safety incentives/awards to build and continue motivation to achieve safety objectives; and 7. To convey information concerning the accident/incident and measures taken to eliminate the reoccurrence to other departments that may have similar exposures. Loss Prevention Manual, 5/07 B-6

8 Accident Records Adequate records build a solid foundation for loss prevention. Just as fiscal budget statements and project cost records portray a picture for government, accident records can furnish a picture of efficiency, or lack of it. Records supply the information to prevent costly accidents and to improve ineffective work habits and procedures. In addition, they can give (by thorough analysis) a picture of the causes of past losses. Supervisors will complete a report of any accident involving injury to employees, or damage to property or equipment under their jurisdiction, within 24 hours of the occurrence. The report should be made on the Supervisor s Report of Accident as well as on the CTSI Loss Prevention Accident/Incident form. Sample forms follow this page. The forms are available in the Members Only section at under CWCP Documents. You may also request the forms by calling CTSI at NOTE: When taking or recommending actions to prevent repetition, merely cautioning employees to be more careful is NOT considered acceptable; pointing out their specific (and wrong) behavior or the reengineering of the job task and/or use of equipment is what is needed. Safety Coordinators should maintain a complete file of accidents and incidents for analysis. This is in addition to their reporting responsibilities under the County Workers Compensation Pool (CWCP) and the Colorado Counties Casualty and Property Pool (CAPP). 15 Standards: Rules and Regulations Certain minimum safety standards, rules and regulations should be established and published. These should be basic and made known to all employees. All employees are expected to: 1. Report all accidents promptly to their immediate supervisor. 2. Use or wear personal protective equipment furnished to them in designated areas. 3. Keep all machine guards in place at all times. 4. Keep walkways, designated by markings, clear of materials or equipment at all times. 5. Refrain from fighting or horseplay while on the job. 6. Check with their supervisors prior to proceeding with an operation or machine that they are unfamiliar with. 7. Report any unsafe condition noted to supervisors, who are responsible for having the condition corrected prior to continuing with the work. 8. Identify potentially unsafe conditions or practices. Inspections Regular safety inspections aid in reduction of accidents by discovering hazards and unsafe practices, so they may be eliminated or safeguarded before they cause an accident. Periodic self-inspections are an integral requirement of the program. While the typical safety inspection concentrates on conditions of the workplace, it must be understood that both unsafe conditions and unsafe acts cause accidents and the inspector(s) must be alert to unsafe practices of employees, as well as conditions of the workplace. While inspections should be regular, the frequency can be best determined by analyzing the operations and hazards in the individual workplace. However, they must be regularly scheduled, although not always on the same day of the week or month. The inspection can be made with, but not necessarily limited to, a self-inspection report. 16 Medical and First Aid The intent of a medical and first aid program is to ensure the health of all employees will be protected from the effects of their employment and that adequate emergency facilities will be readily available, if needed. Medical facilities may range from an elaborate program of a physician, health nurses and aid stations to a simple first aid kit with trained aides designated to dispense first aid. The scope will depend on the size of operation, number of employees and type of hazards involved. Minimum considerations: 1. Approved first aid supplies should be located at a central point and emergency phone numbers of the designated medical provider and ambulance posted. 2. A trained person available, on each shift, to render first aid to injured employers. 3. Where employees are exposed to corrosive materials (acids, caustics, etc.) facilities should be provided within the work area for drenching or flushing of the eyes or body. 4. A physician or clinic should be designated to handle all medical treatment and pre-employment physicals of employees, as well as other medical testing which may be required. This designated physician or clinic should be familiar with county work and the types of duties of the employees. A general workplace orientation should be conducted periodically for the physician; it should include any new procedures or changes since the last orientation. Additional Exposures Accidents can happen in any area of your operation. All too often we concentrate on the more obvious hazards, only to find we have had a frequency of accidents in areas least expected. Office safety is often overlooked in an otherwise successful loss prevention program. Office areas should be included in regular inspections and all phases of the loss prevention program should apply. Vehicle safety should likewise be a part of the program where the exposure exists.
