1 A Guide for Families How will the benefit cap affect me? This leaflet explains what the benefit cap is, how it will be changing and what you can do to maximise your income.
2 What is the benefit cap? The benefit cap is the maximum amount you can receive in benefits each week or month. How much is it now? It is 500 per week or 2167 per month for families. Is it going to change? Yes, the government has said it will be cut to per week or per month from April If your benefits are affected by the cut, they will be recalculated automatically. What benefits are included in the benefit cap? The following are usually included: Bereavement Allowance, Carers Allowance, Child Benefit, Child Tax Credit, ESA (except where paid from the support component), Guardian Allowance, Housing Benefit (with some exceptions), Incapacity Benefit, Income Support, Job Seekers Allowance, Maternity Allowance, Severe Disablement Allowance, Widowed Parents Allowance, Widowed Mothers Allowance, Widows Pension. Does the benefit cap apply to me? Yes, it will if you are receiving any of the benefits listed in the paragraph above, although there are some exceptions. For example, the benefit cap won t apply to families who qualify for Working Tax Credit or receive certain sickness or disability benefits including Disability Living Allowance, Personal Independence Payments or the support component of Employment and Support Allowance. How much benefit will I lose? It depends on how much you receive when the cap is lowered. So, if you don t know how much benefit in total you get each week, find out by adding up how much benefit you get in total each week. When the cap is reduced, families will not be able to receive more than per week in benefits, including Housing Benefit. So if you re not working and receive 500 per week in benefits, you will lose per week. In the Waverley area the cap will reduce the benefit received by families that aren t working or receiving working tax credits, and which consist of three or more people (by people we mean adults and children). I m worried about my finances. What can I do? l Don t ignore financial problems. If you re struggling with money or debts, get good quality money management or debt advice from your local Citizens Advice Bureau or a reputable money advice organisation. See our leaflet Dealing with Debt. l You could look for work -see the section below How can I find a job? Single people with children can qualify for Working Tax Credit if they are working at least 16 hours a week. The amount you can get depends on your circumstances and income, but you can apply for a basic amount and extra on top for help with approved childcare costs. Only one household can get Child Tax Credit for a child. l Couples with children can qualify if they work at least 24 hours a week between them with one person working at least 16 hours a week. If only one person works, that person must be working 24 hours a week. l Some couples may be entitled to receive Working Tax credit if they work 16 hours a week. This is usually because one person is aged over 16 years, or is incapacitated, or in prison or receives or qualifies for Carers Allowance or the disability element of Working Tax Credit. 3 How can I find a job? l First of all, make sure you are job ready. Depending on the type of work you are looking for, you may need to have reasonable English and maths skills and be able to use a computer. Surrey Adult Learning run lots of useful courses which can help you brush up or learn new skills. For example, there are computing courses, pre-gcse and GCSE courses in Maths and English. There are also courses designed to help you prepare a CV, develop your confidence and prepare for the work place. Call Surrey Adult Learning on for more information. Many courses are free or subsidised. l You can look for a job in a number of ways. For example, you can look on line at recruitment agency websites to search large areas for different jobs. You will need to register with the agency and provide a CV which sets out your contact details, qualifications, work experience and at least one referee. Make an appointment with different agencies so you can also discuss your strengths and explain the type of work you are looking for. Many agencies will also give you feedback about how you can improve your CV. You can check the local or national newspapers for job adverts as well as noticeboards in shop windows. You can also look on social media e.g. electronic community boards and tell your family and friends that you are looking for work. l Once you have found a job, if you are receiving Housing Benefit, you must inform the Housing Benefit team (01483) and give them details of your income so they can recalculate your entitlement. Failure to do so could lead to you receiving too much Housing Benefit, leaving you with a debt to repay, or too little Housing Benefit leaving you to struggle financially. How can I find good quality affordable early years childcare? Many parents say that finding affordable early years child care is a real challenge. You can look for child care in a number of ways and the government provides free child care hours for pre school children: l Contact your local Sure Start Children s centre these are open to all parents and children and offer services, many of which are free. They also provide activities for your children. 4 l You may qualify for 15 hours of free child care a week called Free Early Education for two year olds or FEET if you are in receipt of working tax credits and have a gross annual income of up to l If you don t quality for FEET, ask your employer if they offer child care vouchers. Many employers offer these as part of a salary benefit scheme. The cost of the child care vouchers can be deducted from your salary before tax is deducted, which means they cost you less than they would if you bought them after tax has been deducted from your pay. l All three and four year olds in England are entitled to up to 15 hours of free early education a week for up to 38 weeks a year. You could try to find a provider that offers the hours throughout the year rather than just during term time so you could receive hours or (10 hours 57 mins) for a maximum of 52 weeks a year. This could help you work the same hours every week giving you a regular and stable income which is important in helping you to budget and pay your rent in full and on time each month. Ask the provider if they can offer you this option. l If it suits you better, you can use your free hours with more than one childcare provider, so your child could have 9 hours in a pre school playgroup and 6 hours with a child minder. l Once you have found a child care provider registered as an Early Years Provider, ask the provider to claim the free education on your behalf. Alternatively you can claim free early education through a maintained nursery school or class attached to a Local Education Authority (LEA) school. l From 2016, the government will offer 30 hours of free child care to the working parents of 3 and 4 year olds during term time. You could ask the provider to offer these throughout the year rather than just during term time. This could help you work the same hours every week giving you a regular and stable income which is important in helping you to budget and pay your rent in full and on time each month. How can I find good quality care for school age children? l If your child attends school, you could find a breakfast club, after school club or holiday club. Breakfast clubs usually open between 7.30am and 8am and run until the children start school. They may charge between 2.50 and 5 per session depending on the length of time the club is open and the food and activities offered. l After school clubs are usually based at a school or in a local hall or building. They run from the end of the school day until about 5.30pm or 6pm. They will provide age appropriate play opportunities and a snack and drink. Charges vary but are usually between 8 and 15 per session. l Holiday clubs can be run by a school, private company or voluntary organisation. They offer a wide range of activities including sports, games, arts and craft and drama. The hours and charges will vary from one scheme to another. Some schemes offer extended days for an additional charge. l You can search for approved holiday clubs, camps, play schemes and child minders at surreycc.gov.uk/kb5/surrey/fsd/childcarefinder.page
