5 1. Purpose This guide has been prepared to describe SA Power Networks connection process and requirements for large embedded generation. Embedded generation is defined as generating systems connecting directly to the distribution network and not having direct access to the transmission network. Designers, contractors and consultants should also read the applicable SA Power Networks technical standard for a detailed description of our technical connection requirements: (i) TS Technical Standard for large solar PV 200kW or less; (ii) TS Technical Standard for large solar PV above 200kW or rotating generating systems. These technical standards are available on the SA Power Networks website. 2. Scope This guide is intended to outline the connection process and commercial and contractual requirements for large embedded generation as well as the obligations of parties in the connection process. This document does not consider other factors which may impact on the viability of a generation project including commercial, economic and environmental issues. This document is intended as a guide only and does not constitute a detailed description of SA Power Networks or your obligations under the Essential Services Commission of South Australia s (ESCOSA) Electricity Distribution Code (EDC) and the National Electricity Rules (NER). It is the responsibility of the customer to ensure compliance with the NER and the EDC. Due to the unique nature of each generation project, this guide does not include information on SA Power Networks response timeframes or charges applicable to your proposed project. SA Power Networks response timeframes and charges for your proposed project will be supplied on receipt of your enquiry. For further assistance/information concerning this technical standard, please contact the relevant SA Power Networks Manager. 3. Embedded Generator s Obligation to Advise Any customer proposing to connect a large embedded generation installation to the SA Power Networks distribution network must advise SA Power Networks. Negotiations with SA Power Networks for the possible connection of an embedded generating unit must precede any detailed design, placement of orders for equipment or letting of contracts to avoid costs to the Customer arising from designs or equipment identified by SA Power Networks to be unsuitable for connection to the distribution network. SA Power Networks must undertake all necessary investigations to confirm that the proposed connection of an embedded generating unit to the distribution network will not have any adverse impact on the safety and/or security of the network. The contact details for our Customer Solutions Managers are provided in Section 22 of this document. 4. Safety Technical requirements surrounding the connection of generation capacity to a network are essential and must be addressed to ensure secure and reliable operation of the network and minimise its impact on public health and safety. The generator customer is required to comply with all relevant standards, good electricity industry practice and manufacturer's recommendations in both design and operation. 6 The connection of generation capacity will be supported provided that the safety of SA Power Networks operational personnel, other customers, contractors and the general public is not put at risk. Embedded generation operators and customers should ensure that safety legislation and standards are complied with including any additional conditions that may be applied by SA Power Networks. These considerations should also extend to the connection assets and security of the customer s site. It is the responsibility of the generator customer to ensure that safe systems of work are employed and that all statutory requirements are met. 5. Environment It is the responsibility of the customer to meet all environmental requirements and gain appropriate approvals from all relevant bodies, such as the Environmental Protection Agency (EPA). The generator customer may need to give consideration to environmental issues outside the scope of this document. The customer should acknowledge that, if there are significant environmental issues with the generation connection project, this could result in significant delays and associated costs with the connection service. Depending on the generation technology and network connection location, the customer may need to address unique environmental issues including, but not limited to: (i) Noise; (ii) Exhaust Emissions; (iii) Easements; (iv) Vegetation clearances; (v) Visual amenity; (vi) Electromagnetic compatibility; (vii) Cultural Heritage; (viii) Conservation of Native Vegetation; and (ix) Third Party Land User Consent. 6. Obligation for a Connection Contract SA Power Networks, in accordance with the applicable regulations must not connect an embedded generating system to the distribution network unless we have entered into a connection contract (also known as a Connection Agreement) with the embedded generator. Therefore, the customer of any large embedded generation installation must enter into a connection contract with SA Power Networks in accordance with Chapter 5 and Chapter 5A of the National Electricity Rules, as applicable. The connection contract is subject to commercial negotiations between the parties and will encompass both the technical and commercial aspects of the connection, address the access standards, minimum technical requirements and specify the terms and conditions of connection to the network, including the connection charge, service charges and quality of supply requirements in accordance with the applicable regulations. The connection contract also requires the embedded generator to indemnify SA Power Networks against any liability resulting from the embedded generator s use of the distribution network in a manner prejudicial to the safety and efficiency of the network. The Connection Process Generally large embedded generation connection enquiries will fall into one of two categories, namely: (i) Large embedded generating units (5MW and above), that must comply with Chapter 5 of the National Electricity Rules; or (ii) Large embedded generating units (less than 5MW), that must comply with Chapter 5A of the National Electricity and SA Power Networks specific technical requirements for the connection of embedded generating units to the distribution network, (ie exempt under Chapter 5 the National Electricity Rules). SA Power Networks has established procedures in line with the National Electricity Rules to process Applications to Connect, received from embedded generating system customers. For SA Power Networks technical requirements for solar PV up to 10kW single phase and 30kW three phase, SA Power Networks has developed an automated approval process. Customers should refer to the Small Embedded Generation Technical Guidelines, available on our website. A detailed description of our connection application process up to and including the provision of our Offer to Connect is contained in Appendix A. A simplified connection process flow diagram is provided in the following figures. The size and type of generating system will determine the connection process to be followed: (i) For large solar PV 200kW or less, refer to Figure 1; (ii) For large solar PV above 200kW and below 5MW or rotating generating systems up to 5MW, refer to Figure 2; (iii) For any generating system 5MW and above, refer to Figure 3. The description of our connection process contained within this guide is intended as a guide only and does not constitute a detailed description of obligations under the NER. SA Power Networks response timeframes will be in accordance with the requirements of the NER. Our response timeframes and charges for the proposed project will be supplied by us on receipt of the enquiry. 7.1 Engaging SA Power Networks to act as consultant Customers who proceed through the connection process under Chapter 5A of the NER have the option of engaging SA Power Networks to act as consultant prior to submitting an Application for a Connection Service. Acting as consultant, SA Power Networks will assist in assessing the feasibility of the project and in the preparation of an Application for a Connection Service. It is entirely at the generator s discretion whether it is desired to engage SA Power Networks to act as consultant. The generator has statutory rights requiring SA Power Networks to proceed with processing the Application for a Connection Service and it is entirely at the generator s discretion whether he wishes to, instead of relying on those rights, proceed with engaging SA Power Networks to act as consultant. Technical Issues for Consideration Any proposed embedded generating system that is capable of being operated in parallel with the distribution network must be assessed to confirm that generating system will meet SA Power Networks requirements and will not impact on the quality or security of supply to SA Power Networks other network users. The embedded generating unit must comply with all applicable SA Power Networks guides and technical standards, Australian Standards, Codes and Regulations. A detailed description of the technical issues and technical requirements are included in our technical standards TS 130 Large solar PV below 200kW and TS 131 Large solar PV above 200kW and rotating generating systems, available from our website. SA Power Networks requirements are designed to ensure the safety, security and reliability of our Network and include: (i) Generating system protection (including anti-islanding); (ii) Generating system fault level contribution; (iii) Quality of supply to SA Power Networks other network users; (iv) Real and reactive power control; (v) Generator transfer capability; (vi) Generator fault ride through capability; (vii) Reclosing co-ordination; (viii) Remote monitoring and control; (ix) Generating system primary plant requirements; (x) Generating unit earthing; (xi) Generator modelling; (xii) Generating system metering; (xiii) Commissioning tests; and (xiv) Operating arrangements. Prior to the connection of an embedded generating unit to the distribution network, SA Power Networks must undertake a detailed analysis of the network. Alternatively the generator may engage a suitably qualified consultant to undertake the detailed analysis and SA Power Networks will undertake our due diligence assessment based on their analysis results. SA Power Networks detailed analysis and subsequent Engineering Report will identify any network operating constraints, network reinforcement requirements, operating protocols and procedures and interface requirements between the embedded generator and SA Power Networks for the proposed connection. Network augmentation may be required when the connection of the embedded generator causes any of the following to occur: (i) Insufficient thermal capacity; (ii) Prospective fault levels exceed SA Power Networks safe operating levels; (iii) Network voltage limits are breached; (iv) Network protection systems unable to detect all credible fault types; (v) Quality of supply limits are breached; and (vi) Remote monitoring and control is required to be installed by SA Power Networks. Where necessary, consideration will be given to generator transfer capacity contingency operating conditions and the installation or implementation of controls to support the dispatch of generation capacity under these circumstances. SA Power Networks is entitled under the NER to recover its costs for undertaking investigations in response to generation connection enquiries and processing an Application for a Connection Service. 12 8.1 Adelaide CBD Specific Requirements The distribution network within the Adelaide CBD is approaching the maximum safe fault level of both the Customers and SA Power Networks existing high voltage equipment. Unless very significant modifications are made to the Adelaide CBD distribution network, no additional short circuit fault sources can be connected to the Adelaide CBD network; this includes any embedded generating unit. However, with appropriate protection and control equipment, SA Power Networks may permit the installation of generating units within the Adelaide CBD where the: (i) (ii) Embedded generating units operate electrically islanded from the distribution network (and therefore do not contribute to the distribution network s short circuit fault current level). This includes generating units designed for island operation with momentary closed transition of the load between the distribution network and the embedded generating unit and vice versa, in compliance with Section 15 of TS 131 Large solar PV above 200kW and rotating generating systems. Embedded generating unit installations designed to limit the fault contribution to the network to their full load current or near zero value. This may be achieved through the incorporation of: Fault current eliminating devices; or Generating unit(s) connected via grid connected inverters, which limit the fault current contribution to their full load current or a near zero value. 9. Licensing Depending on the installed capacity of the embedded generator, the customer may need to obtain a Generating License (or exemption) from the Essential Services Commission of South Australia. Provision of a Generation License is the responsibility of the generator customer. Further details on licensing requirements are available on the ESCOSA internet site ( Where a licence (or exemption) is required, evidence of either shall be provided to SA Power Networks prior to connection to the network. 10. Retailer The Electricity Retailer's role is to buy electricity at the NEM s spot price and on-sell it to end-use customers. An export embedded generator unit may have an agreement with a retailer to purchase the export electricity generated by the embedded generating unit and give appropriate consideration to the economic viability of exporting generation capacity in conjunction with its retailer. Depending on the AEMO generator registration arrangements, it is also possible to dispatch generation capacity into the network and gain revenue directly from the National Electricity Market. Note: SA Power Networks has no role in the purchase of generated electricity. This is a matter between electricity retailer and generating customer. SA Power Networks 2015 Page 12 of 38

13 11. AEMO Registration The generator customer may be required to register with AEMO depending on the capability of the generation facility. Generation facilities less than 5MW in capacity or less that 30 MW and having annual export less than 20 GWh may be exempt from AEMO registration. Please note that it is the responsibility of the generator customer to register with AEMO if required under the NER. For generation facilities above these thresholds, customers have the option of registering as nonscheduled, semi-scheduled or scheduled generators. 14 12. Information Requirements 12.1 Preliminary Enquiry To enable SA Power Networks to process the connection application, the generator will need to submit an enquiry form. Our enquiry form is available on the embedded generation page on our website. The information that is required at this stage of the process is limited to: (a) Technical a) Type of Generating System (eg gas generator or Solar PV); b) Proposed location; c) Anticipated power (MW) and energy (kwh) outputs; and d) Operating mode (eg export or non-export) (b) Commercial a) Contact details b) Address; and c) Project timing At this stage of the process, and on receipt of the enquiry SA Power Networks will provide the following information: (a) (b) For generating systems less than 5MW: a) A description of our process; b) A description of the requirements the generator must comply with; c) Further information to be provided; and d) Offer Preparation Fees. For generating systems 5MW and above: a) Technical information about the Network, including guidance on how the generator might meet our requirements; b) Any other parties that may be involved in the connection process; c) Examples of connection service charges; d) Any further analysis that needs to be done; e) Options for the proposed project; f) Further information which must be prepared; and g) Enquiry and Offer Preparation Fees 12.2 Detailed Enquiry (Generating Systems 5MW and above) For generating systems 5MW and above, and in line with Chapter 5 of the NER, on receipt of our preliminary response the generator may choose to proceed further with the enquiry and request a detailed response. The preliminary response will include the additional information to be provided, which may include: a) Specific details on your Generating Unit; b) Site and auxiliary demands; c) Monitoring and control equipment details. 15 At this stage of the process and on receipt of your request for a detailed response, we will provide the following information to you: a) Specific technical requirements relating to your generating unit; b) The level and standard of power transfer capability c) Technical information that must be provided with your Application to Connect; d) An estimate of connection service charges and factors that may impact the charges; e) A draft connection contract outlining our terms and conditions; and f) The applicable fees to process your Application to Connect Application to Connect On receipt of our response to your enquiry you may choose to proceed further with your project and lodge an Application to Connect. The following information is required at this stage of the process: a) A detailed description of your generating system and associated primary plant, including modelling data as appropriate; b) Single Line Diagrams (SLD), including a protection SLD; c) Detailed operating philosophies; d) Site layout and control room drawings; and e) A project implementation plan. The above listed information is required for: a) Describing the performance of your generating system with respect to the assessment of access standards; b) Assessing the implications on registered performance standards for existing generating plan; and c) For operational and planning studies. At this stage of the process and on receipt of your Application to Connect, we will provide the following information to you: a) The agreed technical requirements and standards; b) Metering requirements; c) Any applicable network constraints; d) Compliance and maintenance requirements; e) All charges payable for SA Power Networks to undertake the electricity infrastructure works required to connect the Generating System; f) A connection contract which will cover the terms and conditions of the ongoing supply/connection and the terms and conditions of the construction of the connection infrastructure works; and g) If requested, SA Power Networks will also prepare a specification for the connection assets and the contestable portion of the extension assets to enable you to call tenders for the contestable portion of the connection works. The contestable works are the connection assets and extension assets where those assets can be constructed in isolation from SA Power Networks distribution system and those assets will only be used to supply the service applicant. 16 13. Operating Protocols and Procedures Unless otherwise agreed by SA Power Networks, the embedded generator must comply with the operating protocols and procedures outlined in Section 24 of TS Technical Standard for large solar PV above 200kW or rotating generating systems. Operating procedures and protocols must be developed by the embedded generator in conjunction with SA Power Networks. The objectives of the operating protocols and procedures are to protect the distribution network and maximise the embedded generator s access to the network, within the agreed limits of the embedded generating unit(s). 14. Commissioning and Testing of Embedded Generation Plant A commissioning plan must be provided to SA Power Networks a minimum of 1 month prior to commencement of commissioning. Prior to the connection of the embedded generating system to the distribution network, SA Power Networks is entitled to inspect and, where necessary, require the embedded generator to test those parts of the embedded generation installation that have a direct effect on the network. This is to enable SA Power Networks to verify that the embedded generation installation is acceptable for connection and complies in all respects with the requirements of the connection contract and applicable regulations. SA Power Networks commissioning and testing requirements are outlined in Section 10 of our TS 130 Technical Standard for large solar PV below 200kW and in Sections of our TS Technical Standard for large solar PV above 200kW or rotating generating systems. 15. Compliance Monitoring and Maintenance The embedded generator must develop a compliance monitoring program, including an agreed method by which the embedded generator can demonstrate ongoing compliance of the embedded generation installation within the applicable regulations and the embedded generating units continued operation in accordance with good engineering practice and the applicable regulations. SA Power Networks compliance monitoring and maintenance requirements are outlined in Section 11 of our TS 130 Technical Standard for Large solar PV below 200kW and Section 25 of our TS Technical Standard for large solar PV above 200kW or rotating generating systems. 16. Notice of Alteration to Approved Design The embedded generator must not significantly alter the approved design of the embedded generation installation without the prior written consent of SA Power Networks. The approved design shall be the design of the plant as covered by the network studies and / or included within the connection contract. If at any time the embedded generator wishes to propose an increase in the agreed nameplate capacity of the embedded generation installation, the embedded generator must request such an increase in writing to SA Power Networks. Upon receipt of the written request, SA Power Networks will advise the embedded generator if it is necessary for SA Power Networks to undertake a further network analysis and revise/update the Engineering Report (at the embedded generator s cost) in order to ascertain the operational constraints of the embedded generation installation with the proposed changes to the installation. 17 17. Tariff Considerations SA Power Network's Network Tariffs are developed to comply with the price cap established by the Australian Energy Regulator (AER). The specific tariffs for each year within the period must be approved by the AER on the basis of an annual pricing proposal submitted by SA Power Networks. SA Power Networks is also permitted to reassign a customer's tariff class, if appropriate. This assignment and reassignment of customers to tariff classes is required by the NER subject to an effective system of assessment and review. Depending on the capacity of the generation facility and existing demand at a customer network connection point, tariffs may affect the economic viability of an embedded generator project. For this reason, it is recommended that embedded generators review SA Power Networks network tariffs, available at the following site: Metering Installation A compliant metering installation is required for all connections to the SA Power Networks distribution system. The metering installation must be fully compliant with the NER, AEMO Metrology Procedure, ESCOSA s Electricity Metering Code EMTC/08 and SA Power Network Service and Installation Rules. Where the installation has any generating system except for break before make systems, a bi directional meter must be installed. Where the energy consumption/output of the metering installation is greater than 160 MWh per annum, the installation of the metering facilities is contestable. It should be noted that it is the responsibility of the customer to nominate a responsible person to oversee the metering of the installation, in accordance with the NER. Further details on metering installation requirements can be found in Section 13 of our TS 130 Technical Standard for large solar PV below 200kW and in Section 19 of TS Technical Standard for large solar PV above 200kW or rotating generating systems. 19. Project Plan Generation customers will be required to prepare a project plan to support co-ordinated construction development outcomes with SA Power Networks. However, SA Power Networks may consider dispensation with these requirements for small scale generation projects. Typically the project plan should address the following items: a) Management control and program; b) Governance and accountability; c) Planning; d) Resource management; e) Risk Management; f) Stakeholder engagement; and g) Review, monitoring and evaluation. The project plan must be submitted at the time of making an Application to Connect. SA Power Networks 2015 Page 17 of 38

Fees and Charges Fees and charges applicable to the installation of large-embedded generators may include: (a) (b) (c) (d) SA Power Networks Consultancy Fee SA Power Networks can provide consultancy services to help you obtain the necessary information prior to lodging a formal Application for a Connection Service. Any subsequent charges will be reduced by an amount reflecting any work performed during our consultancy. This consultancy covers: a) Provision of a speculative estimate; b) Network studies; c) Liaising with other NSPs and AEMO as applicable; d) Preliminary connection design (which includes as applicable the connection line, substation, protection, communications and SCADA); e) Provision of an Engineering Report; and f) Preparation of a scope and interface document. Detailed response fee to an enquiry (Generating systems 5MW and above only) This is a one off charge to cover all reasonable costs incurred by SA Power Networks in providing a Detailed Response to your enquiry and includes: a) Limited network studies to confirm our preliminary design and any augmentation charges; b) Liaising with other NSPs and AEMO as applicable; c) Preliminary connection design; d) Preparation of connection service charge estimates; and e) Preparation of a draft connection contract. Offer preparation fee based on an application for a connection service This is a one off charge to cover all reasonable costs incurred by SA Power Networks in undertaking the assessment of the proposal for the connection of the embedded generating unit to the distribution network and includes: a) Network studies; b) Liaising with other NSPs and AEMO as applicable; c) Connection design and estimates (which includes as applicable the connection line, substation, protection, communications and SCADA); d) Provision of a due diligence report, unless an SA Power Networks engineering report has already been produced; e) Preparation of the connection contract; and f) Preparation of Offer to Connect. Connection charge This is a one off charge to cover all reasonable costs incurred by SA Power Networks in undertaking the scope of works required to facilitate the generation installation s connection to the network, as identified within the connection contract, and includes: a) Provision, installation and commissioning of the embedded generator connection assets; and b) Network augmentation to facilitate the embedded generating unit s connection SA Power Networks 2015 Page 18 of 38

19 (e) (f) (g) Connection service & Management fee This is an annual fee to cover all reasonable costs incurred by SA Power Networks in undertaking the following: a) Provision of 24 hour, 7 day monitoring and control services for the embedded generating unit s access to the distribution network. b) Use of SA Power Networks SCADA system infrastructure, equipment / software / licences (software and communications) for the provision of the services to enable the embedded generating unit s access to the distribution network. c) Routine maintenance and repairs of the connection assets including substation equipment specifically installed for the embedded generator access to the network (i.e. circuit breaker / recloser, protection equipment including inter-trip / radio communications equipment / telemetry interface relays / SCADA RTU interface); d) Maintenance planning / coordination with the embedded generator; e) Compliance monitoring of interface protection in accordance with the applicable regulations; and f) Connection contract management (in periodic review of the contract to cover changes in industry practice in compliance with the NER and Distribution Codes). Metering provider fee (where applicable) This is an annual fee to cover all reasonable costs incurred by SA Power Networks in providing the embedded generator s revenue metering and is based on the SA Power Networks standard fees and charges for the provision and maintenance of the class of metering required for the proposed generator connection in accordance with the National Electricity Rules and / or the Electricity Distribution Code as applicable. Responsible person fee (where applicable) This is an annual fee to cover all reasonable costs incurred by SA Power Networks in undertaking the role of Responsible Person in relation to the National Electricity Market Revenue Metering Installation in accordance with the provisions of the National Electricity Rules. 21. Other Considerations The generator customer may need to give consideration to other issues associated with their generation proposal, including: a) Leases and easements with respective deeds; b) Agreements with SA Power Networks for Contestable Works; c) Bank guarantees; d) Environmental assessments and approvals; e) Overhead & Underground mains policy and the need to have the additional costs of undergrounding power lines met by other parties; and f) Dispute resolution in accordance with National Electricity Law. 22. 22 Appendices Appendix A: Detailed Description of the Connection Application Process A1 A2 A3 Generally large embedded generation connection enquiries will fall into one of two categories, namely: a) Large embedded generating units (5MW and above), that must comply with Chapter 5 of the National Electricity Rules; or b) Large embedded generating units (less than 5MW), that must comply with Chapter 5A of the National Electricity and SA Power Networks specific technical requirements for the connection of embedded generating units to the distribution network, (ie exempt under Chapter 5 the National Electricity Rules). The requirements and connection procedures differ between the two categories and are addressed separately in this guide. However, for both categories it is essential for the customer to contact SA Power Networks as early as possible during the conceptual design stage so that SA Power Networks can advise on the feasibility (or otherwise) of the proposed connection of an embedded generating system in relation to the proposed location within the distribution network. Generators that Comply with Chapter 5 of the NER The National Electricity Rules regulates access to the distribution network of embedded generators, subject to the embedded generating system s combined nameplate capacity and MWh of energy generated. Chapter 5 of the NER provides the framework for this access and aims to: a) Detail the principles and provision by the DNSP of user guides governing the connection and access to a network; b) Establish the process to be followed; c) Address the Customer s reasonable expectations of the level and standard of power transfer capability; and d) Establish the process to ensure ongoing future compliance with the technical requirements of the connection with the network. Generators that must comply with Chapter 5A of the NER Chapter 5A of the National Electricity Rules regulates the access to the distribution network of Embedded Generators in South Australia and applies to: a) Any large Embedded Generator that is not required to be a code participant in accordance with the National Electricity Rules; or b) Any large Embedded Generator that is exempt under the Electricity Regulations 2012 from the requirement to be licensed as a Generator under the Electricity Act. Connection Application Process SA Power Networks has established procedures in place to process requests for the connection of embedded generating units to the distribution network in accordance with the NER. Prior to connection of an embedded generating unit to the distribution network, SA Power Networks must carry out a detailed analysis study of the network. This is to verify that the proposed installation of the embedded generating unit will not cause any adverse effects on the network. SA Power Networks 2015 Page 22 of 38

23 On receipt of an initial or preliminary enquiry for the connection of an embedded generating unit, SA Power Networks will prepare a preliminary response to the customer, which will include: a) A description of our process b) A description of the requirements that you must comply with c) Information which you must prepare to enable SA Power Networks to process an Application for a Connection Service: d) The amount of the Offer Preparation Fee, payable on lodgement of an Application for a Connection Service, to cover: SA Power Networks costs to complete the investigation and prepare the Offer to Connect; and Costs anticipated to be incurred by AEMO and other Network Service Providers (NSP) who may participate in the assessment of the Application for a Connection Service; and e) If applicable all other information required in accordance with Clause 5.3 of the NER. For Generating Systems 5MW and above only, the next stage of the process is SA Power Networks providing a detailed response to your enquiry. For this to occur, you must have submitted the further information required by us and paid the relevant enquiry fee. SA Power Networks will then undertake the required studies and investigations and provide a detailed response in line with Clause 5.3A.8 and Schedule 5.4B of the NER. For the proposed project to proceed beyond an enquiry, an Application for a Connection Service must be submitted by the customer. The Application for a Connection Service must include the technical details of the proposed generating unit(s), proposed export capacity and the proposed connection point and also include the payment of the Application for a Connection Service fee. Refer to the NER for timelines associated with the application process and the proposed generation plant data to be submitted in the Application for a Connection Service. On receipt of your Application for a Connection Service, SA Power Networks will provide you with an Offer to Connect as outlined below: a) All costs payable by the customer for SA Power Networks to undertake all of the electricity infrastructure work required to connect the Generating System; and b) A connection contract which will cover the terms and conditions of the construction of the connection service and the ongoing supply/connection. It is recognised that preliminary enquiries into the feasibility of an embedded generator connection may not proceed past the preliminary investigation. On this basis, SA Power Networks may offer consultancy services to undertake the high-level feasibility investigations and provide indicative costs for the possible connection options to assist with the planning development of the project. There is the potential that a portion of the costs incurred in the preliminary investigations may be discounted from the Application for a Connection Service fee, where the details of the preliminary investigation can be utilised in the detailed network analysis and Engineering Report. It is entirely at your option whether you wish to engage SA Power Networks to act as your consultant. You have statutory rights to require SA Power Networks to proceed with processing your Application for a Connection Service and it is entirely at your discretion whether you wish to, instead of relying on those rights, proceed with engaging SA Power Networks to act as your consultant. SA Power Networks 2015 Page 23 of 38

24 A4 TNSP and AEMO Notification SA Power Networks must advise the Transmission Network Service Provider (TNSP) ElectraNet, of any proposed connection of embedded generation above 10 MW and advise AEMO for embedded generation connections of 5 MW and above. At certain locations, the TNSP will also need to be advised even though the embedded generating unit may be less than 10 MW in size, depending on the TNSP s connection point capacity at that location. In the case of exempt generation facilities (NER Chapter 5A), there is no obligation to advise AEMO or ElectraNet of embedded generation facilities. However, overall levels of exempt generation capacity will be communicated to ElectraNet for the purposes of joint planning. If the TNSP is notified then the connection of embedded generation will also be subject to the specific requirements of the TNSP. The TNSP and / or AEMO may require that a set of dynamic stability and network response studies be undertaken for the proposed connection of the generating unit(s) to check their acceptability under a normally expected envelope of operating conditions and a standard set of transient fault conditions. The embedded generator will be required to provide suitable models in accordance with the National Electricity Rules to support these studies. In addition, AEMO and ElectraNet may undertake their own review of the engineering studies or undertake additional studies. AEMO and ElectraNet will charge the Embedded Generators for any of this work they deem is required. Any costs associated with the dynamic modelling and any costs incurred by the Transmission Network Service Provider and AEMO will be passed through to the embedded generator. 25 Appendix B: Typical Fees and Charges All costs and charges are indicative estimates only and do not commit SA Power Networks to undertake the connection works at the estimated cost. That is, this estimate does not constitute a binding offer by SA Power Networks to carry out the works as per the figures referred to in this document, and the charges set out in any subsequent binding offer made by SA Power Networks may differ from this estimate. Without limiting the factors which may cause a variation between actual costs and these estimated costs, this estimate is given without taking account of the requirements of government authorities and other infrastructure operators and without having undertaken a detailed site inspection and factoring in site conditions.
